2013 French White Paper on Defence and National Security

The 2013 French White Paper on Defense and National Security is the most recent defence reform of the French Armed Forces and the fourth ever defence white paper in French history. It was released on the 29 April 2013. [1] The white paper reaffirmed France's commitment to NATO, the security of the European Union as well as its enhanced defence-relationship with the United Kingdom after the 2010 Lancaster House treaties on defence and security co-operation.

The MICA is a French anti-air multi-target, all weather, fire-and-forget short and medium-range missile system manufactured by MBDA France. Its name is an abbreviation of Missile d'Interception, de Combat et d'Auto-défense. It is intended for use both by air platforms as individual missiles as well as ground units and ships, which can be equipped with the rapid fire MICA Vertical Launch System. It is fitted with a thrust vector control (TVC) system. It was developed from 1982 onward by Matra. The first trials occurred in 1991, and the missile was commissioned in 1996 to equip the Rafale and Mirage 2000. It is a replacement for both the Super 530 in the interception role and the Magic II in the dogfighting role.

Charles de Gaulle is the flagship of the French Navy. The ship, commissioned in 2001, is the tenth French aircraft carrier, the first French nuclear-powered surface vessel, and the only nuclear-powered carrier completed outside of the United States Navy. She is named after French president and general Charles de Gaulle.

The FREMM, which stands for "European multi-purpose frigate", is a Franco-Italian family of multi-purpose frigates designed by Naval Group and Fincantieri. In France, this surface combatant is known as the "Aquitaine class", while in Italy it is known as the "Bergamini class". The lead ship of the class, Aquitaine, was commissioned in November 2012 by the French Navy. Italy has ordered six general purpose and four anti-submarine variants. France, on the other hand, has ordered six anti-submarine variants and two air-defense ones.

It is the largest navy in the Middle East as well as Africa, and is the twelfth largest navy in the world. The navy protects more than 2,000 kilometers of coastline of the Mediterranean Sea and the Red Sea, defense of approaches to the Suez Canal, and it also supports for army operations. The majority of the modern Egyptian Navy was created with the help of the Soviet Union in the 1960s. The navy received ships in the 1980s from China and Western sources. In 1989, the Egyptian Navy had 18,000 personnel as well as 2,000 personnel in the Coast Guard. The navy received ships from the US in 1990. US shipbuilder Swiftships has built around 30 boats for the Egyptian Navy including mine hunters, survey vessels, and both steel and aluminium patrol boats.

The United Arab Emirates Air Force (UAEAF) is the air force of the United Arab Emirates (UAE), part of the United Arab Emirates Armed Forces. Its predecessor was established in 1968, when the Emirates were still under British rule. Since then, it has undergone a continual reorganisation and expansion in terms of both capability and numbers of aircraft. Currently, the UAEAF has around 4,000 personnel and operates approximately 552 fixed wing and rotorcraft.

The Medium Multi-Role Combat Aircraft (MMRCA) competition in India, also known as the MRCA tender, was a competition to supply 126 multi-role combat aircraft to the Indian Air Force (IAF). The Defence Ministry had allocated 55,000 crore (US$6.6 billion) at 2008 prices for the purchase of these aircraft, making it India's single largest defence deal. The MMRCA tender was floated with the idea of filling the gap between its future Light Combat Aircraft and its in-service Sukhoi Su-30MKI air superiority fighter.

Opération Harmattan was the French participation in the 2011 military intervention in Libya. It was named for the Harmattan, which are hot dry winds that blow over the Sahara, mostly between November and March. The United States' counterpart to this was Operation Odyssey Dawn, the Canadian counterpart was Operation Mobile and the British counterpart was Operation Ellamy. The no-fly zone was proposed during the Libyan Civil War to prevent government forces loyal to Muammar Gaddafi from carrying out air attacks on anti-Gaddafi forces. Several countries prepared to take immediate military action at a conference in Paris on 19 March 2011.

Operation Unified Protector was a NATO operation in 2011 enforcing United Nations Security Council resolutions 1970 and 1973 concerning the Libyan Civil War and adopted on 26 February and 17 March 2011, respectively. These resolutions imposed sanctions on key members of the Gaddafi government and authorized NATO to implement an arms embargo, a no-fly zone and to use all means necessary, short of foreign occupation, to protect Libyan civilians and civilian populated areas.

The Dassault Rafale is a French twin-engine, canard delta wing, multirole fighter aircraft designed and built by Dassault Aviation. Equipped with a wide range of weapons, the Rafale is intended to perform air supremacy, interdiction, aerial reconnaissance, ground support, in-depth strike, anti-ship strike and nuclear deterrence missions. The 2008 French White Paper on Defence and National Security was a defence reform of the French Armed Forces. On 31 July 2007, president Nicolas Sarkozy ordered M. Jean-Claude Mallet, a member of the Council of State, to head up a 35-member commission charged with a wide-ranging review of French defence. The commission issued its white paper in early 2008. Acting upon its recommendations, Sarkozy began making radical changes in French defence policy and structures starting in the summer of 2008. The proposed force structure was to be complete by 2014-15.

The National Security Strategy and Strategic Defence and Security Review 2015 was published by the British government during the second Cameron ministry on 23 November 2015 to outline the United Kingdom's defence strategy up to 2025. It identified key threats to the UK and the capabilities it required to address them.
