It was the 24th edition of the Kremlin Cup for the men and part of the ATP World Tour 250 Series of the 2013 ATP World Tour, and of the Premier Series of the 2013 WTA Tour. It was held at the Olympic Stadium in Moscow, Russia, from 12 October through 20 October 2013. Richard Gasquet and Simona Halep won the singles titles.

Sofia Arvidsson was the defending champion, but lost to Marina Erakovic in the second round in a replay of the previous final. Erakovic made it to the finals again, this year defeating Sabine Lisicki 6–1 in the first set after Lisicki retired due to illness before the start of the second set.
