It was the 14th edition of the men's tournament, which was part of the 2013 ATP Challenger Tour (classified as an ATP Challenger 50 event with a $50,000 prize money commitment), and the third edition of the women's event, which was a $25,000 tournament on the 2013 ITF Women's Circuit. It took place in Seoul, South Korea, on 28 October–3 November 2013. The men's singles champion received 80 ATP ranking points.
The event was held at the Seoul Olympic Park Tennis Center, a major venue that hosted the tennis events for the 1988 Summer Olympics. All matches were played on outdoor hard courts.
