Starting March 2016, Indian state of Uttarakhand underwent a political crisis. The Indian National Congress Chief Minister Harish Rawat replaced Vijay Bahuguna as the Chief Minister of Uttarakhand on 2014. After a political crisis in 2016, the President's rule was imposed ending his tenure as the Chief Minister when 9 rebel Congress MLAs withdrew their support to the Harish Rawat government. On 13 July 2016, Uttarakhand High Court lifted the President's rule and reinstated the Harish Rawat government. Next day the Supreme Court of India stayed the High Court's order and the President's rule was imposed again that lasted till May. In May, Harish Rawat government was once again reinstalled and the rebel MLAs were suspended by the Speaker on the grounds of defection.

Background

Following the 2012 Uttarakhand Legislative Assembly election in which neither Indian National Congress, nor Bharatiya Janata Party could get a majority, Congress being largest party in the fractured Uttarakhand Legislative Assembly picked Vijay Bahuguna to lead the government in the state with the support of Progressive Democratic Front, despite Harish Rawat being amongt the front-runners for the post of Chief Minister. Following the devastating Uttarakhand floods in 2013, Bahuguna was asked to resign and Rawat was made the Chief Minister of the state months before the 2014 Indian general election.

Crisis

In March 2016, capping a nine-day high-voltage political drama, the Bharatiya Janata Party-led Union Government brought Uttarakhand under President's rule citing a constitutional breakdown in the wake of a rebellion in then state-ruling Indian National Congress, which slammed the decision calling it a "murder of democracy" and a "black day".

President Pranab Mukherjee signed the proclamation under Article 356 of the Constitution of India dismissing the INC-ruled State Government, the Chief Minister Harish Rawat and placing the Assembly under suspended animation on the recommendation of the Union Cabinet.

The Union Government was of the view that continuation of the Harish Rawat government was "immoral and unconstitutional" after 18 March 2016, when the Uttarakhand Assembly Speaker Govind Singh Kunjwal declared the appropriation bill "passed" in controversial circumstances without allowing a division pressed for by 35 MLAs, including 9 rebel Congress legislators.

The Union Cabinet had held an emergency meeting on Saturday night presided over by Prime Minister Narendra Modi, who had cut short a visit to Assam to return to the New Delhi for the purpose.

The Cabinet considered several reports received from Governor Krishan Kant Paul, who had described the political situation as volatile and expressed apprehensions over possible pandemonium during the scheduled trial of strength in the Assembly on Monday.

The purported CD of the sting operation conducted against the Chief Minister that was in public domain on Saturday was understood to have been factored into the decision of the Cabinet which found it as a case of horse trading.

Additionally, two Uttarakhand MLAs, one each from Indian National Congress and Bharatiya Janata Party were suspended on 9 June for cross-voting during the floor test that was held on 10 May. Speaker Govind Singh Kunjwal suspended BJP MLA Bhim Lal Arya and INC MLA Rekha Arya.^[1]

Harish Singh Rawat is an Indian politician who served as the Chief Minister of Uttarakhand from 2014 to 2017. A five-time Member of Parliament, Rawat is a senior leader of the Indian National Congress party. As a member of 15th Lok Sabha, Rawat served as Union Minister of Water Resources in the cabinet of Prime Minister Manmohan Singh from 2012 to 2014. He also worked as Minister of State at the Ministry of Parliamentary Affairs, Ministry of Agriculture, Ministry of Food Processing Industries (2011–2012) and Ministry of Labour and Employment (2009–2011).

The elections in 2012 were scheduled for seven Vidhan Sabhas and several local elections were also conducted. The 14th presidential election to elect the 13th president of the republic was also held in 2012. The tenure of the legislative assemblies of Goa, Gujarat, Himachal Pradesh, Manipur, Punjab, Uttar Pradesh and Uttarakhand were to expire during the year. The Election Commission of India issued the dates for the elections in Manipur, Punjab, Uttarakhand, Uttar Pradesh and Goa to take place in the first quarter of the year. Whereas the elections were held in Himachal Pradesh and Gujarat in the last quarter of the year.

Vijay Bahuguna is an Indian politician who served as the 6th Chief Minister of Uttarakhand. He is the eldest son of Hemwati Nandan Bahuguna, an independence activist and politician, and also a former Chief Minister of Uttar Pradesh. Vijay Bahuguna was a member of the 14th and 15th Lok Sabhas of India. He represented the Tehri Garhwal constituency of Uttarakhand and is a member of the Bharatiya Janata Party.

Yashpal Arya is a 7-time MLA from Uttar Pradesh (twice) and Uttarakhand combined. He is a former Minister of Transportation, Social Welfare, Minority and Students' Welfare in the Government of Uttarakhand under Bharatiya Janata Party's rule. Currently, he is an Indian National Congress leader and member of the Uttarakhand Legislative Assembly. He is a former Speaker of the Uttarakhand Legislative Assembly under Indian National Congress' rule. He was elected from Mukteshwar constituency in the 2007 Uttarakhand state assembly elections.

Dr. Harak Singh Rawat is a prominent political leader of the Uttarakhand state in India. He is a member of Indian National Congress after being expelled from the BJP in 2022. After joining Congress he negotiated an MLA ticket for his daughter in law, Anukriti Gusain, from Congress party and worked as a star campaigner in 2022 Uttarakhand General Elections. He became the youngest Minister of Uttar Pradesh State in the year 1991 and also won assembly election from Pauri. He has also won as an MLA from Rudraprayag, Lansdowne and Kotdwar and is one of the few leaders in the state with a wide appeal in a large area. He was the candidate of Indian National Congress from Garhwal in 2014 Indian general election. He was expelled from BJP and the Cabinet led by Pushkar Singh Dhami stating that he has indulged in anti-party activities and he is demanding ticket for his daughter in law (Anukriti) as well for the Uttarakhand Assembly Elections 2022. He later joined Congress in the presence of former Uttarakhand CM Harish Rawat.

Elections for the Uttarakhand Legislative Assembly in Uttarakhand state, India are conducted in accordance with the Constitution of India. He was also the first Education Minister of Uttarakhand.

Subodh Uniyal is an Indian politician and member of the Bharatiya Janata Party currently serving as the Agriculture Minister of Uttarakhand. He was elected as a member of the 2017 Uttarakhand Legislative Assembly and again in the 2022 Uttarakhand Legislative Assembly from the Narendra Nagar constituency in Tehri Garhwal district.

Kunwar Pranav Singh is an Indian politician who served as member of the Uttarakhand Legislative Assembly representing the Khanpur constituency. He is elected for the fourth consecutive time and is one of the senior members of the Uttarakhand Legislative Assembly. He has also served as a cabinet-rank official in the previous state governments under the Chief-Ministership of N. D. Tiwari, Vijay Bahuguna & Harish Rawat.

It is seated at Dehradun, the winter capital, and Gairsain, the summer capital of Uttarakhand. The total strength of the assembly is 70 Members of the Legislative Assembly (MLA).
