The Pennsylvania State Athletic Conference (PSAC) is a college athletic conference affiliated with the National Collegiate Athletic Association (NCAA) at the Division II level. The conference was originally formed in 1951 as the State Teachers Conference, and was temporarily named the Pennsylvania State Teachers College Conference in 1956 before being assuming its current name in 1964.

Until his retirement on Oct. 27, 2018, he had been a football coach at East Stroudsburg University of Pennsylvania since 1966 and the head football coach there since 1974. With 230 career coaching wins, he ranks 11th in wins among all active college football coaches across all divisions of the NCAA and NAIA. He played football at Slippery Rock University of Pennsylvania, from which he graduated in 1963.

The Vulcans advanced to the NCAA Division II Football Championship playoffs, where they beat Elizabeth City State in the first round before losing to Winston-Salem State in the second round. The team's offense scored 405 points while the defense allowed 209 points. The Vulcans played home games at Adamson Stadium in California, Pennsylvania.
George Mihalik is an American football coach and former player. He served as the head football coach at Slippery Rock University of Pennsylvania from 1988 to 2015, compiling a record of 197–111–4. Mihalik retired following the 2015 season, in which he led The Rock to its best record in school history at 12–2, an NCAA Quarterfinals appearance, a second consecutive Pennsylvania State Athletic Conference (PSAC) championship, and a third consecutive PSAC West Division title.

The team played home games at Ram Stadium in Shepherdstown, West Virginia. The 2022 season was the third for the Rams as a member of the PSAC after joining the conference in 2019.

Shawn Lutz is an American college football coach. He is the head football coach for Slippery Rock University; a position he has held since 2016. He was previously an assistant coach for Slippery Rock for twenty seasons. He played college football for West Virginia as a tight end.
