On 25 September 2022 at around 9 PM (IST), 82 MLAs of the Indian National Congress supporting Ashok Gehlot, Chief Minister of Rajasthan suddenly went to Speaker of the House, C. P. Joshi's residence in Jaipur and gave their resignation to oppose the decision of making Sachin Pilot as Chief Minister of Rajasthan. [1]

It was the second time in the term of the Third Gehlot ministry, the rival factions of the Rajasthan Pradesh Congress Committee, started a governmental crisis in the state of Rajasthan. [2]

Background

On 24 September 2022, Chief Minister of Rajasthan, Ashok Gehlot expressed his wish to file nomination for upcoming elections for becoming President of the Indian National Congress. After which Gehlot suggested the name of C. P. Joshi for the post of Chief Minister to senior Congress leaders. [3] Following his wish, the party had made clear the decision of 'One Person, One Post', so Gehlot has to resign as the Chief Minister. Instead of Gehlot, senior Congress leaders Ajay Maken and Mallikarjun Kharge decided to appoint Sachin Pilot as next Chief Minister of Rajasthan. But Ashok Gehlot supporting MLAs were not ready to support that decision and decided to give their resignation as MLAs. [4] On 25 September 2022, at around 9 PM (IST), almost 82 MLAs reached the residence of C. P. Joshi, Speaker of the Rajasthan Legislative Assembly in Jaipur and submitted their resignation. However, their resignation were not accepted by the Speaker. [5] A similar crisis, happened in July 2020, in which Sachin Pilot, was removed as Deputy Chief Minister of Rajasthan, President of the Rajasthan Pradesh Congress Committee and various other posts. But the situation was managed by the interference of Rahul Gandhi and Sonia Gandhi. [6] Following the resignation, in late night, Congress President Sonia Gandhi has directed Ajay Maken and Mallikarjun Kharge to return Delhi to tackle the situation. [7] Also, AICC members requested Sonia Gandhi to pull Ashok Gehlot out of party president race. [8] On 26 September 2022, a meeting was held in the residence of Sonia Gandhi to discuss the situation of the state. [9] On the other hand, President of Bharatiya Janata Party, Rajasthan, Satish Poonia said that "Congress should do 'Congress Jodo Yatra' before 'Bharat Jodo Yatra'". [10] Following the meeting of Sonia Gandhi, former Chief Minister of Madhya Pradesh Kamal Nath was sent to Jaipur for talks with MLAs. [11] Many political commentators and media thought that Ashok Gehlot faction MLA Shanti Kumar Dhariwal played an important role in the political crisis. [12] Although both Gehlot and Pilot are silent on the crisis and not given any official statement on it. On 29 September 2022, after meeting with Sonia Gandhi, Gehlot took the decision to not to contest the Congress presidential election and to continue as Chief Minister of Rajasthan. However, secretary of the party, K. C. Venugopal said that the party will take a decision on the post of Chief Minister of Rajasthan within 2 days. [13]

Although India is a parliamentary democracy, the country's politics has become dynastic or with high level of nepotism, possibly due to the absence of party organizations, independent civil-society associations which mobilize support for a party, or centralized financing of elections. The dynastic phenomenon is present at the national, state, regional, and district level. The Nehru–Gandhi family has produced three Indian prime ministers, and family members have largely led the Congress party since 1978. The ruling Bharatiya Janata Party (BJP) also has several dynastic leaders. In addition to the major national parties, other national and regional parties such as Shiromani Akali Dal, Shiv Sena, Samajwadi Party, Rashtriya Janata Dal, Janata Dal Secular, Jharkhand Mukti Morcha, Dravida Munnetra Kazhagam, Kerala Congress, Jammu & Kashmir National Conference, Indian Union Muslim League, AIMIM, and the Nationalist Congress Party are all dominated by families, mostly those of the party founders.

Ashok Gehlot is an Indian politician who served as the Chief Minister of Rajasthan from 1998 to December 2003, then again from 2008 to December 2013, and later from 2018 to December 2023. He represents Sardarpura constituency of Jodhpur as Member of Legislative Assembly of Rajasthan since 1999. He was a Member of Parliament, Lok Sabha from Jodhpur from 1991 to 1999 and from 1980 to 1989 and Union Minister of State for Textile from 1991 to 1993, Tourism and Civil aviation from 1984 to 1984 and Deputy Union minister for Sports from 1984 to 1984. He was also a national General secretary of Congress Party, in-charge of organisations and training from March 2018 to 23 January 2019. He was also made in-charge of Gujarat state in 2017 Gujarat Legislative Assembly election.

Captain Sachin Pilot is an Indian politician. Earlier he served as the MoS Corporate Affairs & MoS Communication & IT, Government of India, Deputy Chief Minister of Rajasthan and also President of the Rajasthan Pradesh Congress Committee. As Member of the Congress party, he has represented the Tonk assembly seat in Rajasthan since 2018. Pilot became the youngest citizen of India to become Member of Parliament, at the age of 26.

He is the current Speaker of the Rajasthan Legislative Assembly. Previously, he was the Member of Parliament of India from Bhilwara in the 15th Lok Sabha. He was one of the first 19 members of India's new cabinet sworn in on 22 May 2009, despite being a first-time member of the Lok Sabha. As a union minister, Joshi held key portfolios like Road Transport and Highways, and Rural Development and Panchayati Raj in the Second Manmohan Singh ministry. Moreover, he was also a Cabinet Minister of the Government of Rajasthan from 1998 to 2003.

The 2022 Indian National Congress presidential election was an internal party election that was held to elect the next president of the Indian National Congress. The election was held on 17 October 2022 and counting of votes took place on 19 October 2022. Mallikarjun Kharge won the election amassing 7,897 votes compared to 1,072 of Shashi Tharoor.

The 15th Rajasthan Legislative Assembly was elected in 2018.

Surendra Singh Jadawat is an Indian politician and former Chairman of Rajasthan Heritage Conservation and Promotion Authority. He was a Minister of State in the Third Ashok Gehlot ministry. He has also represented Chittorgarh Assembly constituency in the Rajasthan Legislative Assembly between 1998 and 2003 and 2008–2013. He is a member of All India Congress Committee.

<span class="mw-page-title-main">Shobha Rani Kushwaha</span> Member of Rajasthan Legislative Assembly

Shobha Rani Kushwaha is an Indian politician and a member of Rajasthan Legislative Assembly (MLA) from Dholpur Assembly constituency. She was elected from Dholpur constituency in 2017 bypolls and consecutively in 2018 Rajasthan Legislative Assembly elections, as a candidate of Bharatiya Janata Party. Her husband Banwari Lal Kushwaha preceded her as MLA from Dholpur constituency in 2013 Assembly elections. She was expelled from Bharatiya Janata Party after it was revealed that she had done cross voting in favour of Indian National Congress candidate in Rajya Sabha election from Rajasthan Legislative Assembly. She is considered as a close accomplice of former Rajasthan Chief Minister, Vasundhara Raje.
