The 2023 Judo Oceania Open Perth was a judo competition held in Perth, Western Australia, from 10 to 11 November 2023 as part of the IJF World Tour and during the 2024 Summer Olympics qualification period. [1] [2] Like the 2019 and 2022 Judo Oceania Open Perth before it, this "Continental Open" level event's rules will be those of a Grand Prix level event, and it will award ranking points as one. [3]

The International Judo Federation (IJF) is the international governing body for judo, founded in July 1951. The IJF was originally composed of judo federations from Europe and Argentina. Countries from four continents were affiliated over the next ten years. Today the IJF has 200 National Federations on all continents. There are over 20 million people around the globe who practice judo, according to the IJF.
Shira Rishony is an Israeli Olympic lightweight judoka. She competed at U48 kg. She competed for Israel at the 2016 Summer Olympics and at the 2020 Summer Olympics.
Tal Flicker is an Israeli judoka. He competes in the under 66 kg weight category, and won bronze medals in the 2017 World Judo Championships and the 2018 European Judo Championships as well as a silver medal in the 2020 European Judo Championships. Flicker won the 2017 Baku Grand Slam, 2017 Cancún Grand Prix and Abu Dhabi Grand Slam. In August 2017 he was ranked # 1 in the world in the U66 kg division.

Paltchik won the gold medal at the 2020 European Judo Championships in Prague on November 21, 2020, beating Russian judoka Arman Adamian in the final, Adding to his bronze medal from the 2018 European Judo Championships in Tel Aviv. Paltchik also won a bronze medal in the mixed team judo competition in the 2021 Olympics.
Diyora Keldiyorova is an Uzbekistani judoka. She won the silver medal in the women's 52 kg event at the 2023 World Judo Championships held in Doha, Qatar. She won the gold medal in her event at the 2019 Asian-Pacific Judo Championships held in Fujairah, United Arab Emirates.
Inbar Lanir is an Israeli Olympic judoka and 2023 world champion. She competes in the under 78 kg weight category, and won gold medals at the 2023 World Masters and 2023 Ulaanbaatar Grand Slam.

After being open for only the top 16 ranked judoka in each weight class for its first eight installments, the tournament was expended to host the top 36 of each weight class in 2019. The world masters is the only world tour event with no limitation on the number of judoka competing from any single national association.

The 2023 World Judo Championships were held at the Ali Bin Hamad al-Attiyah Arena in Doha, Qatar, from 7 to 14 May 2023 as part of the IJF World Tour and during the 2024 Summer Olympics qualification period, concluding with a mixed team event on the final day.
