              Dungarvan is a coastal town and harbour in County Waterford, on the south-east coast of Ireland. Prior to the merger of Waterford County Council with Waterford City Council in 2014, Dungarvan was the county town and administrative centre of County Waterford. Waterford City and County Council retains administrative offices in the town. The town's Irish name means "Garbhann's fort", referring to Saint Garbhann who founded a church there in the seventh century.

As a city and county council, it is governed by the Local Government Act 2001. The council is responsible for housing and community, roads and transportation, urban planning and development, amenity and culture, and environment. The council has 32 elected members. Elections are held every five years and are by single transferable vote. The head of the council has the title of Mayor. The city and county administration is headed by a chief executive, Michael Walsh. The administrative centres are Waterford and Dungarvan.

This was a new local authority formed as a successor to both Waterford City Council and Waterford County Council. The town councils of Dungarvan, Lismore and Tramore were also abolished.
