South is a European Parliament constituency in Ireland. It elects 5 Members of the European Parliament (MEPs) using proportional representation by means of the single transferable vote (PR-STV).
Richard Dowling was an Irish Fine Gael politician who served as a Teachta Dála (TD) for the Carlow–Kilkenny constituency from 1982 to 1987. He also served as a Senator for the Labour Panel from May to November 1982.
