The 2024 AI Summit Seoul was co-hosted by the South Korean and British governments. The Seoul Declaration was adopted to address artificial intelligence technology and related challenges and opportunities. [1]
The AI Seoul Summit is the second such meeting following the AI Safety Summit held in the United Kingdom in November 2023. In the Bletchley Declaration, the participating countries agreed to prioritize identifying AI safety risks of shared concern, a shared concern, but at the Seoul Summit, the leaders also recognized the importance of AI. [2]
The summit was attended by the leaders of Group of Seven countries, including the United States, Canada, France, and Germany, South Korea, Singapore and Australia, representatives of the United Nations, the Organisation for Economic Co-operation and Development, and the European Union. [1]
Also in attendance were representatives of global companies such as Tesla CEO Elon Musk, Samsung Electronics Chairman Lee Jae-yong, ChatGPT maker OpenAI, Google, Microsoft, Meta, and South Korea's top portal operator Naver. [1]
"South Korea will push forward with the establishment of an AI safety research center in Korea and join a network to boost the global safety of AI."
Minister of Science, Lee Jong-ho said that South Korea would establish an AI safety lab. He also expressed his intention to strengthen cooperation for the development of international standards. [3]
The Seoul Declaration was adopted at the summit by leaders representing the EU, the USA, the UK, Australia, Canada, Germany, France, Italy, Japan, South Korea, and Singapore. [4] [5] The declaration is a commitment to foster international cooperation to help develop AI governance frameworks that are interoperable between countries, partly by integrating the Hiroshima Process International Code of Conduct for Organizations Developing Advanced AI Systems. It advocates for the development of human-centric AI in collaboration with the private sector, academia, and civil society. [4]
At the ministerial meeting of the summit, the Seoul Ministerial Statement, a joint statement calling for the improvement of the safety, innovation, and inclusivity of AI technologies, was adopted by ministers from Australia, Canada, Chile, France, Germany, India, Indonesia, Israel, Italy, Japan, Kenya, Mexico, the Netherlands, Nigeria, New Zealand, the Philippines, South Korea, Rwanda, Saudi Arabia, Singapore, Spain, Switzerland, Turkey, Ukraine, the United Arab Emirates, the UK, and the USA, as well as an EU representative. [6] It aims to develop low-power chips as the AI industry rapidly expands and massive consumption is expected. [7]
Asia-Pacific Economic Cooperation is an inter-governmental forum for 21 member economies in the Pacific Rim that promotes free trade throughout the Asia-Pacific region. Following the success of ASEAN's series of post-ministerial conferences launched in the mid-1980s, APEC started in 1989, in response to the growing interdependence of Asia-Pacific economies and the advent of regional trade blocs in other parts of the world; it aimed to establish new markets for agricultural products and raw materials beyond Europe. Headquartered in Singapore, APEC is recognized as one of the highest-level multilateral blocs and oldest forums in the Asia-Pacific region, and exerts significant global influence.
The G20 or Group of 20 is an intergovernmental forum comprising 19 sovereign countries, the European Union (EU), and the African Union (AU). It works to address major issues related to the global economy, such as international financial stability, climate change mitigation and sustainable development.
The ASEAN Summit is a biannual meeting held by the members of the Association of Southeast Asian Nations (ASEAN) in relation to economic, political, security, and socio-cultural development of Southeast Asian countries. In addition, it serves as a prominent regional (Asia) and international (worldwide) conference, with world leaders attending its related summits and meetings to discuss various problems and global issues, strengthening co-operation, and making decisions. The summit has been praised by world leaders for its success and ability to produce results on a global level.
The East Asia Summit (EAS) is a regional forum held annually by leaders of, initially, 16 countries in the East Asian, Southeast Asian, South Asian and Oceanian regions, based on the ASEAN Plus Six mechanism. Membership expanded to 18 countries including Russia and the United States at the Sixth EAS in 2011. Since its establishment, ASEAN has held the central role and leadership in the forum. EAS meetings are held after the annual ASEAN leaders' meetings, and plays an important role in the regional architecture of Asia-Pacific. The first summit was held in Kuala Lumpur, Malaysia on 14 December 2005.
The June 15th North–South Joint Declaration was adopted between leaders of North Korea and South Korea in June 2000 after various diplomatic meetings between the North and South. As a result of the talks, numerous separated families and relatives from the North and the South had meetings with their family members in Pyongyang and Seoul.
The Conference on Interaction and Confidence-Building Measures in Asia (CICA) is an inter-governmental forum for enhancing cooperation towards promoting peace, security and stability in Asia. It is a forum based on the recognition that there is a close link between peace, security and stability in Asia and in the rest of the world. The key idea of the Conference is based on the priority of the indivisibility of security, joint initiative and mutually beneficial interaction of small and large states.
South Korea's Ministry of Foreign Affairs is in charge of the country's foreign relations, as well as handling matters related to overseas Korean nationals. It was established on 17 July 1948.
Inter-Korean summits are meetings between the leaders of North and South Korea. To date, there have been five such meetings so far, three of them being in Pyongyang, with another two in Panmunjom. The importance of these summits lies in the lack of formal communication between North and South Korea, which makes discussing political and economic issues difficult. The summits' agendas have included topics such as the ending of the 1950-53 war, the massive deployment of troops at the DMZ, the development of nuclear weapons by North Korea, and human rights issues.
On June 29, 2008, the XVIII World Congress on Safety and Health at Work signed the Seoul Declaration on Safety and Health at Work. The declaration included statements concerning national governments' responsibility for perpetuating a "national preventive safety and health culture", for improving their national safe-workplace performance systematically, and for providing a health standard with appropriate enforcement to protect workers. The declaration also listed responsibilities of employers, stated the rights of workers, and emphasized the importance of promoting a culture of safety.
The China–Japan–South Korea trilateral summit is an annual summit meeting attended by the People's Republic of China, Japan and South Korea, three major countries in East Asia and the world's second, fourth and 12th largest economies. The first summit was held during December 2008 in Fukuoka, Japan. The talks are focused on maintaining strong trilateral relations, the regional economy and disaster relief.
The International Transport Forum (ITF) is an inter-governmental organisation within the OECD system. It is the only global body with a mandate for all modes of transport. It acts as a think tank for transport policy issues and organises the annual global summit of transport ministers. The ITF's motto is "Global dialogue for better transport". The European Union (EU) and South Korea are important trade partners: As of April 2023, Korea is the EU's third-largest importer. Excluding European countries, Korea has secured the third place on the list, following China and the United States. And the EU is Korea's third largest export destination. The two have signed a free trade agreement which came into effect at end of 2011. Furthermore, South Korea is the only country in the world with the three agreements covering economics, politics and security in effect as of 2020.
2000 inter-Korean summit was a meeting between South Korean president Kim Dae-jung and the Democratic People's Republic of Korea's supreme leader Kim Jong-il, which took place in Pyongyang from June 13 to June 15, 2000. It was the first inter-Korean summit since the Korean War 1950-1953.
Kim Song-hye is a North Korean politician. As the head of the Secretarial Bureau of the Committee for the Peaceful Reunification of the Fatherland (CPRK), she has taken part in numerous negotiations between North and South Korea. She has participated in talks at the 2000 inter-Korean summit, the 15th and 16th North–South Ministerial Talks in 2005, the 2007 inter-Korean summit, and most notably the inter-Korean working level talks of 2013 where she headed the North Korean delegation.

The AI Safety Summit was an international conference discussing the safety and regulation of artificial intelligence. It was held at Bletchley Park, Milton Keynes, United Kingdom, on 1–2 November 2023. It was the first ever global summit on artificial intelligence, and is planned to become a recurring event.
