Aasara pension is a pension scheme by the Government of Telangana. It is a welfare scheme of pensions to old people, widows, Goud community, elephantiasis patients, AIDS afflicted people, physically disabled and beedi workers. [1] By March 2018, the number of beneficiaries stood at 42 lakhs. [2]

History

The pension scheme was started on 8 November 2014 by Chief Minister of Telangana, Kalvakuntla Chandrashekhar Rao in Kothur in Mahboobnagar district. [3] The government is spending ₹5,500 crore every year on the scheme. [4]

Social security, in Australia, refers to a system of social welfare payments provided by Australian Government to eligible Australian citizens, permanent residents, and limited international visitors. These payments are almost always administered by Centrelink, a program of Services Australia. In Australia, most payments are means tested.

Social security in India includes a variety of statutory insurances and social grant schemes bundled into a formerly complex and fragmented system run by the Indian government at the federal and the state level and is divided into three categories: non-contributory and tax-payer-funded, employer-funded and lastly, joint-funded. The system has since been universalised with the passing of The Code on Social Security, 2020. These cover most of the Indian population with adequate social protection in various situations in their lives. The Indian social security system is considered to be one of the most generous in the world amongst developing countries. The Central Government of India's social security and welfare expenditures are a substantial portion of the official budget and as well as the budgets of social security bodies, and state and local governments play roles in developing and implementing social security policies. Additional welfare measure systems are also uniquely operated by various state governments. The government uses the unique identity number (Aadhar) that every Indian possesses to distribute welfare measures in India. The comprehensive social protection system of India can be categorised as the follows: social assistance and mandatory social security contributory schemes mostly related to employment. The Code on Social Security, 2020 is part of the Indian labor code that deals with employees' social security and have provisions on retirement pension and provident fund, healthcare insurance and medical benefits, sick pay and leaves, unemployment benefits and paid parental leaves. The largest social security programs backed by The Code on Social Security, 2020 are the Employees' Provident Fund Organisation for retirement pension, provident fund, life and disability insurance and the Employees' State Insurance for healthcare and unemployment benefits along with sick pays. There is also the National Pension System which is increasingly gaining popularity. These are funded through social insurance contributions on the payroll. While the National Food Security Act, 2013, that assures food security to all Indians, is funded through the general taxation. With the passing of the social security code by the Indian Parliament, the fragmented social security system was universalised, resembling the social security systems of most developed countries.

Kalvakuntla Chandrashekar Rao, often referred to by his initials KCR, is an Indian politician serving as the first and current Chief Minister of Telangana since 2 June 2014. He is the founder and leader of the Bharat Rashtra Samithi, a state party in India. He is known for leading the Telangana movement to achieve statehood for Telangana. Previously, he served as the Union Minister of Labour and Employment from 2004 to 2006. He represents Gajwel constituency in the Legislative Assembly of Telangana. Rao took oath as the first Chief Minister of Telangana in 2014 and was re-elected for the second term in 2018.

The National Pension System (NPS) is a defined-contribution pension system in India regulated by Pension Fund Regulatory and Development Authority (PFRDA) which is under the jurisdiction of Ministry of Finance of the Government of India. National Pension System Trust established by PFRDA is the registered owner of all assets under this scheme. National Pension System, like PPF and EPF is an EEE (Exempt-Exempt-Exempt) instrument in India where the entire corpus escapes tax at maturity and entire pension withdrawal amount is tax-free.

The National Social Assistance Programme (NSAP) is a Centrally Sponsored Scheme of the Government of India that provides financial assistance to the elderly, widows and persons with disabilities in the form of social pensions. The NSAP scheme only includes Below Poverty Line individuals as beneficiaries.

Kalyana Lakshmi Scheme or కళ్యాణ లక్ష్మిపధకం and Shaadi Mubarak is a welfare scheme for providing financial assistance for marriages by the Government of Telangana, a novel scheme for all poor people in the state. The scheme gives an assistance of ₹1,00,116, and is aimed at preventing child marriages and support marriage expense for financially distressed families. By March 2018, the beneficiaries stood at 3,90,000.

South Korea's pension scheme was introduced relatively recently, compared to other democratic nations. Half of the country's population aged 65 and over lives in relative poverty, or nearly four times the 13% average for member countries of the Organisation for Economic Co-operation and Development (OECD). This makes old age poverty an urgent social problem. Public social spending by general government is half the OECD average, and is the lowest as a percentage of GDP among OECD member countries.

Amma Odi and KCR Kit are two welfare programs for mother and child launched by the Government of Telangana. Amma Vodi provides transport facility for pregnant women before and after delivery. The program provides financial and medical assistance to women undergoing delivery of the child at any government hospital in the state. The program aims to reduce the Infant Mortality Rate and Maternal Mortality Rate which currently stands at 28 deaths per 1000 and 65 deaths per 1 Lakh deliveries respectively. The Aadhar-based Mother and Child Tracking System (MCTS) software, is used by healthcare workers to track women at every stage of pregnancy.

Rythu Bandhu scheme also Farmer's Investment Support Scheme (FISS) is a welfare program to support farmer’s investment for two crops a year by the Government of Telangana. The government is providing 58.33 lakh (5.8 million) farmers ₹5000 per acre per season to support the farm investment, twice a year, for rabi(Yasangi) and kharif(Rainy) seasons. This is a first direct farmer investment support scheme in India, where the cash is paid directly.

<span class="mw-page-title-main">Double Bedroom Housing scheme</span>

Double Bedroom Housing scheme or 2BHK scheme is a housing project designed by the Government of Telangana. The scheme aims to make the city of Hyderabad a slum-free city by providing free-of-cost housing to the shelter-less poor in rural and urban areas. The plan aims to provide 2.72 lakh by March 2019, followed by an additional 3 lakh by 2024. Nearly 100,000 houses or high-rise flatlets are set to be completed in the year 2021.

Telangana Sheep Distribution scheme is a subsidized sheep distribution scheme in Telangana State, India by the Government of Telangana. The government by March 2018 distributed 1 crore 28 lakh sheep to the beneficiaries.

<span class="mw-page-title-main">Ayushman Bharat Yojana</span> Healthcare programme in India

Ayushman Bharat Pradhan Mantri Jan Arogya Yojana(PM-JAY) is a national public health insurance scheme of the Government of India that aims to provide free access to health insurance coverage for low income earners in the country. Roughly, the bottom 50% of the country qualifies for this scheme. People using the program access their own primary care services from a family doctor and when anyone needs additional care, PM-JAY provides free secondary health care for those needing specialist treatment and tertiary health care for those requiring hospitalization.

The Nyuntam Aay Yojana was a proposed social welfare programme by the Indian National Congress in its 2019 general election manifesto. It promised that the party, if voted to power in the 2019 Indian general election, would enact a law under which it would distribute cash to the bottom 20 per cent of India's families in terms of wealth, as a minimum guarantee programme. These households would each receive up to 72,000 (US$900) a year, a program the Congress claimed would benefit 250 million people in India.

Old Pension Scheme (OPS) in India was abolished as a part of pension reforms by Union Government. Repealed from 1 January 2004, it had a defined-benefit (DB) pension of half the Last Pay Drawn (LPD) at the time of retirement along with components like Dearness Allowances (DA) etc. OPS was a unfunded pension scheme financed on a pay-as-you-go (PAYG) basis in which current revenues of the government funded the pension benefit for its retired employees. Old Pension Scheme was replaced by a restructured defined-contribution (DC) pension scheme called the National Pension System.
