The Government of Telangana also known as Telangana Government, is the governing authority of the state of Telangana in India. It consists of an executive, a judiciary and a legislative.

Contents

The state government is headed by the Governor of Telangana as the nominal head of state, with a democratically elected Chief Minister as the real head of the executive. The governor who is appointed for five years appoints the chief minister and his council of ministers. Even though the governor remains the ceremonial head of the state, the day-to-day running of the government is taken care of by the chief minister and his council of ministers in whom a great deal of legislative powers are vested. The state government maintains its capital at Hyderabad and is seated at the Government Secretariat or the Sachivalayam.

The Government of Telangana was formed on 2 June 2014 after bifurcation of Andhra Pradesh as part of Andhra Pradesh Reorganisation Act, 2014.

Government and administration

Structure

The Governor is the constitutional head and the Chief Minister is head of the government who also heads the council of ministers. The Chief Justice of the high court is the head of the judiciary.

Governor

The governor is appointed by the President for a term of five years. The executive and legislative powers lie with the Chief Minister and his council of ministers, who are appointed by the governor. The governors of the states and territories of India have similar powers and functions at the state level as that of the President of India at Union level. Only Indian citizens above 36 years of age are eligible for appointment. Governors discharge all constitutional functions such as the appointment of the Chief Minister, sending reports to the president about failure of constitutional machinery in a state, or with respect to issues relating to the assent to a bill passed by legislature, exercise or their own opinion. Ekkadu Srinivasan Lakshmi Narasimhan was the governor from 2 June 2014 to 1 September 2019.

Tamilisai Soundararajan was appointed as the governor on September 1, 2019.

The governor enjoys many different types of powers:

Legislature

The legislature comprises the governor and the legislative assembly, which is the highest political organ in the state. All members of the legislative assembly are directly elected

The current assembly consists of 119 elected members and one member nominated by the governor.The normal term of the legislative assembly is five years from the date appointed for its first meeting

Judiciary

The Telangana High Court is the apex court for the state. It is a court of record and has all the powers of such a court including the authority to punish an individual for contempt of court.

Executive

Like in other Indian states, the executive arm of the state is responsible for the day-to-day management of the state. It consists of the Governor, the Chief Minister and the Council of Ministers.

The secretariat headed by the secretary to the governor assists the council of ministers. The chief minister is assisted by the chief secretary, who is the head of the administrative services.

Chief Minister

The executive authority is headed by the Chief Minister of Telangana, who is the de facto head of state and is vested with most of the executive powers; the Legislative Assembly's majority party leader is appointed to this position by the governor. The current Chief Minister is Anumula Revanth Reddy, who took office on 7 December 2023. [7] Generally, the party which reaches more than half mark i.e. 60 seats out of 119 decides the Chief Minister.

Council of Ministers

The Council of Ministers, which answers to the Legislative Assembly, has its members appointed by the Governor; the appointments receive input from the Chief Minister. They are collectively responsible to the legislative assembly of the State. Generally, the winning party and its chief minister chooses the ministers list and submit the list for the governor's approval.

Administrative divisions

Telangana State is divided into 33 districts. The business of the state government is transacted through the various secretariat departments based on the rules of business. Each department consists of secretary to government, who is the official head of the department and such other undersecretaries, junior secretaries, officers, and staffs subordinate to him/her. The Chief secretary superintending control over the whole secretariat and staff attached to the ministers.

Elections

Elections to the state assembly are held every five years. Elections are generally held for Parliament, State assembly and regional panchayats. Like all other Indian states, the minimum age of registration of a voter is 18 years.

Election Commission announced dates for elections in five states including Madhya Pradesh, Rajasthan, Telangana, Chhattisgarh and Mizoram. Polls in Telangana were conducted on November 30, and results were announced on December 3: EC [8]

Mallu Bhatti Vikramarka is an Indian politician currently serving as the Deputy Chief Minister of Telangana. He represents Madhira constituency in the Telangana Legislative assembly. He previously served as the Leader of Opposition in Telangana Legislative Assembly. He was elected as the Member of Legislative Assembly in 2009 and 2014 elections. He was the Chief Whip for Government of Andhra Pradesh from 2009 to 2011 and also served as the Deputy Speaker of Andhra Pradesh Legislative Assembly from 2011 to 2014. He is a member of the Indian National Congress party.

Duddilla Sridhar Babu is an Indian politician from Indian National Congress and is a member of the Telangana Assembly from Manthani Constituency, Peddapalli district which he won for the fifth time as MLA in December 2023. He is a senior Minister in the Telangana Government holding the crucial portfolios of Information Technology, Electronics & Communication, Industry & Commerce and Legislative Affairs. Sridhar Babu is one of the senior most leaders in the Telangana Congress Party, and was an AICC All India Congress Committee Secretary attached to the AICC General Secretary, in charge of Karnataka from July 2022 to August 2024. He was the Minister for Civil Supplies, Consumer Affairs, Legal Metrology, and Legislative Affairs in the United Government of Andhra Pradesh prior to that state being divided.

Anumula Revanth Reddy is an Indian politician who is serving as the second and current Chief Minister of Telangana since 7 December 2023. As a member of the Indian National Congress, he is the current Member of the Legislative Assembly for Kodangal.

The Tamil Nadu Council of Ministers is the executive wing of the Government of Tamil Nadu and is headed by the State's Chief Minister M. K. Nalamada Uttam Kumar Reddy is a politician and former Indian Air Force pilot from the Indian state of Telangana. He is a Member of Parliament (MP) for the Nalgonda constituency. He served as Member of the Legislative Assembly (MLA) from Kodad between 1999 and 2009 and from Huzurnagar between 2009 and 2019. He served as the president of Telangana Pradesh Congress Committee from February 2015 until June 2021. He served as the Minister of Housing, Weaker Selection Housing Programmes in N. Kiran Kumar Reddy's ministry.

<span class="mw-page-title-main">2015 cash-for-votes scam</span> Indian political scandal

The 2015 cash-for-votes scam was a political scandal in India, the second scandal of its kind since the 2008 cash-for-votes scandal. The 2015 political scandal started off when the Telugu Desam Party (TDP) leaders of Telangana state were caught in a video footage, aired in the media, offering bribes to a nominated MLA, Elvis Stephenson, for his vote in the 2015 elections of the Telangana Legislative Council. The TDP MLA Revanth Reddy was arrested by the Telangana Police when he was offering Rs. 50 lakhs to Stephenson. Reddy was then presented before the court and was sent to jail. Similarly, with N. Chandrababu Naidu, the then Andhra Pradesh Chief Minister, with Stephenson was aired in the news media.

Mohammed Ali Shabbir is an Indian politician who had served as the Opposition Leader of Telangana Legislative Council from 4 April 2015 to 22 December 2018.

The Andhra Pradesh Decentralisation and Inclusive Development of All Regions Act, 2020 is an act of Andhra Pradesh Legislature aimed at the decentralisation of governance in the Indian state of Andhra Pradesh. The bill was proposed by the Government of Andhra Pradesh to establish three capitals at different places in the state namely Visakhapatnam, Amaravati, and Kurnool, which will serve as executive, legislative and judicial capitals respectively.

The Revanth Reddy ministry represents the third cabinet of the Indian state of Telangana under the leadership of Revanth Reddy, who has been elected as the second Chief Minister of Telangana. The Indian National Congress (INC), led by Revanth Reddy, secured an absolute majority in the 2023 Telangana Legislative Assembly election, winning 64 out of the 119 seats in the state assembly.

The Telangana Council of Ministers is the executive wing of Government of Telangana and headed by Chief Minister of Telangana, who is the head of government and leader of the state cabinet. The term of every executive wing is for 5 years. The council of ministers are assisted by department secretaries attached to each ministry who are from IAS Telangana Cadre. The chief executive officer responsible for issuing orders on behalf of government is Chief Secretary to the state government.
