The Abia State Chief of Staff is the most senior political appointee and an executive branch of the Abia State Government. Appointed by the Governor of Abia State, the Chief of Staff acts as a senior aide to the Governor with the responsibility of assisting and advising the Governor in the administering and managing of the daily affairs of the government. Ugochukwu served as the senior Special Adviser on Communication to Nigerian President Olusegun Obasanjo and the first Executive Chairman of the Niger Delta Development Commission (NDDC). On 25 February 2008, an Abia State elections tribunal declared Ugochukwu the winner of the 2007 gubernatorial election and Governor-elect of Abia State. However, on 11 February 2009 an appeal court in Port Harcourt overturned the ruling, declaring that Theodore Orji of the PPA had in fact won the election.

The Executive Council of Abia State (informally and more commonly, the Cabinet of Abia State) is the highest formal governmental body that plays important roles in the Government of Abia State headed by the Governor of Abia State. It consists of the deputy governor, Secretary to the State Government, chief of staff, commissioners who preside over ministerial departments, and the governor's special aides. Appointment into these positions except the position of deputy governor is exercised by the governor on approval and confirmation by the Abia State House of Assembly.

He was elected as the Lawmaker representing Umuahia Central State Constituency in 2015 and got re-elected during the 2019 Governorship and State House of Assembly Elections in Abia State on the platform of the Peoples Democratic Party. He was unanimously elected as the Speaker of the Abia State House of Assembly on the 10th of June, 2019 during the Inauguration of the 7th Abia State House of Assembly.

He was Commissioner for Special Duties between 2003 - 2007, in Abia State, Federal Minister of State for Environment, Housing and Urban Development from December 2007 to May 2009 and then Minister of state for FCT, a post he held until October 2010.
The 2019 Abia State gubernatorial election occurred on March 9, 2019. Incumbent PDP Governor Okezie Ikpeazu won re-election for a second term, defeating APC's Uchechukwu Sampson Ogah, and several minor party candidates. The major contenders for the race signed a peace accord agreement in January 2019.
The 2023 Abia State gubernatorial election will take place on 11 March 2023, to elect the Governor of Abia State, concurrent with elections to the Abia State House of Assembly as well as twenty-seven other gubernatorial elections and elections to all other state houses of assembly. It will be held two weeks after the presidential election and National Assembly elections. Incumbent PDP Governor Okezie Ikpeazu is term-limited and cannot seek re-election to a third term.
