The Agency for Public Management and eGovernment (Norwegian : Direktoratet for forvaltning og ikt) or Difi [1] is a government agency subordinate to the Norwegian Ministry of Government Administration and Reform.
It is responsible for help the public sector achieve quality, efficiency, user friendliness, openness and participation, as well as helping the public sector be organized and led in a good way with good intersectoral cooperation. It provides management consulting for the public sector and operates several websites on behalf of the Government. [2]
The agency was created on January 1, 2008 and is based in Oslo and Leikanger. It was created after a merger of Statskonsult, the Norwegian eProcurement Secretariat and Norge.no.
Director from the start was Hans Christian Holte. He left the position in summer 2013 to become director of the Norwegian Tax Administration. [3] Utheim, Midtsjø (30 October 2013) Ingelin Killengreen was hired as interim director with start December 2013. [4]
The chief financial officer (CFO) is the officer of a company that has primary responsibility for managing the company's finances, including financial planning, management of financial risks, record-keeping, and financial reporting. Public administration is the implementation of public policy, administration of government establishment, management of non-profit establishment and also an academic discipline that studies this implementation and prepares civil servants specially for administrative purpose for working in the government and non profit sector. As a "field of inquiry with a diverse scope" whose fundamental goal is to "advance management and policies so that government can function." Some of the various definitions which have been offered for the term are: "the management of public programs"; the "translation of politics into the reality that citizens see every day"; and "the study of government decision making, the analysis of the policies themselves, the various inputs that have produced them, and the inputs necessary to produce alternative policies." The word public administration is the combination of two words—public and administration. In every sphere of social, economic and political life there is administration which means that for the proper functioning of the organization or institution it must be properly ruled or managed and from this concept emerges the idea of administration.
Public value describes the value that an organization or activity contributes to society. The term was originally coined by Harvard professor Mark H. Moore who saw it as the equivalent of shareholder value in public management. Public value is supposed to provide managers with a notion of how entrepreneurial activity can contribute to the common good. Nowadays, public value is no longer limited to the public sector, but is used by all types of organization, including non-governmental organizations and private sector firms. Therefore, the public value researcher Timo Meynhardt from the University of St. Gallen and HHL Leipzig Graduate School of Management uses the term to generally raise the question about organizations' contribution to the common good. He believes that current management concepts, such as shareholder value, stakeholder value, customer value, sustainability or corporate social responsibility, should legitimize themselves in regard to their impact on the common good. In his (social-)psychological-based concept, public value emerges for individuals from the experiences made in social structures and relationships. Hence, it can be seen as a prerequisite and a resource for successful living.

Statskonsult AS is a defunct Norwegian government-owned company that provided management consulting services related to government restructuring and reform. It was converted to a limited company on January 1, 2004, owned by the Norwegian Ministry of Government Administration and Reform with the intention of competing with other consulting companies within three years, but the change of government after the 2005 elections changed the plans. The Norwegian eProcurement Secretariat was a Norwegian government agency responsible for managing electronic commerce throughout the Government of Norway and other public bodies. The agency's two primary goals were to increase the use of e-commerce in the public sector and to ensure that electronic services and support functions to improve public procurement efficiency were developed. The agency was created in 2005, and was merged with Norge.no and Statskonsult to create the Agency for Public Management and eGovernment on January 1, 2008.
