Ajaokuta Steel Company Limited (ASCL) popularly known as Ajaokuta Steel Mill is a steel mill in Nigeria, located in Ajaokuta, Kogi State, Nigeria. [1] Built on a 24,000 hectares (59,000 acres) site starting in 1979, [1] it is the largest steel mill in Nigeria, and the coke oven and by-products plant are larger than all the refineries in Nigeria combined. [2] However, the project was mismanaged and remains incomplete 40 years later. [3] Three-quarters of the complex have been abandoned, and only the light mills have been put into operation for small-scale fabrication and the production of iron rods. [4]
A feasibility study for the production of steel was first awarded to the British, and later undertaken by the Soviet Union under a cooperation agreement with Nigeria. In 1967, Soviet experts recommended prospecting for iron ore in Nigeria, as the known deposits were of poor quality for steelmaking. In 1973, iron ore of the required quality was discovered in Itakpe, Ajabanoko, and Oshokoshoko. The Ajaokuta Steel Company Limited was incorporated in 1979 under President Shehu Shagari who began the project which was 84% completed by the time of his removal from office in 1983. The steel mill reached 98% completion in 1994, with 40 of the 43 plants at the facility having been built. [2]
To supply the Ajaokuta Steel Mill with raw materials and connect it with the world market, in 1987, a contract was awarded to construction company Julius Berger for the construction of Nigeria's first standard gauge railway, from the iron mines at Itakpe to the steel mill at Ajaokuta, and later continuing to the Atlantic Ocean at Warri. [5] However, both projects have been mismanaged. The Ajaokuta Steel Mill is still unfinished four decades after construction began. [2]
In 2002, the Nigerian government under Olusegun Obasanjo concessioned the project to Japanese Kobe Steel in an attempt at revitalization, however without much success. In 2004, the project was again transferred, this time to Ispat Industries. The deal was financed by Global Infrastructure Holdings Limited (GIHL) (now Global Steel Holdings Limited, GSHL), which is chaired by Indian steel magnate Pramod Mittal. The concession ended in 2008 after the government accused GIHL of asset-stripping. GIHL then sued Nigeria at International Chamber of Commerce. [6] The dispute was initially resolved in 2016, with Nigeria regaining control of the Ajaokuta Steel Mill in exchange for GIHL retaining the Nigerian Iron Ore Mining Company (NIOMCO) operating at Itakpe. [7] [8] In 2022, the Nigerian government paid $496 million to GSHL to settle the claims. [9]
The Ajaokuta Steel Mill still had not produced a single sheet of steel by December 2017. [2] The light mills were finally put into operation in 2018 for small-scale fabrication and the production of iron rods. However, three-quarters of the plant have been abandoned, including the large-scale equipment and the internal railway. [4]
In 2019, at the Russia-Africa Summit in Sochi, Nigerian President Muhammadu Buhari and his Russian counterpart Vladimir Putin agreed on a revitalization of the steel mill with Russian support. A taskforce within the Nigerian government was set up with a view to revamping the project with funding from the Afreximbank and the Russian Export Center. However, the COVID pandemic delayed and ultimately thwarted these plans. [6]
In January 2024, the Nigerian government announced that it had commenced discussions with Chinese steel company Luan Steel Holding Group with the aim of reviving the Nigerian steel industry, including the production of military hardware at Ajaokuta Steel Mill. [10]
The Warri–Itakpe Railway fell into disrepair, and part of the track was vandalised. In 2016, the Nigerian government awarded contracts to the China Civil Engineering Construction Corporation and Julius Berger to repair and complete the railway. [5] Test runs began in November 2018, [11] and the railway was officially inaugurated by President Muhammadu Buhari on 29 September 2020. [12]
According to Nigerian financial planner and economic strategy consultant Kalu Aja, a series of policy failures has prevented the Ajaokuta Steel Mill from being completed and put into operation 40 years after its construction first began. Aja contends that three major requirements must be satisfied before the mill can produce steel: the Nigerian Iron Ore Mining Company (NIOMCO) operating at Itakpe must be operational, since Nigerian iron must first be processed before being suitable for steel production; the Itakpe to Ajaokuta railway line must be functional to ensure continued supply; and the blast furnace must be operational. Blast furnaces operate continuously for years at a time without being shut down and thus require a steady supply. Aja concludes, that since none of the three requirements are met, the furnace at Ajaokuta has never been turned on because Ajaokuta has never had raw materials available to ensure continuous production. [13]
New Zealand Steel Limited is the owner of the Glenbrook Steel Mill, a steel mill located 40 kilometres south of Auckland, in Glenbrook, New Zealand. The mill was constructed in 1968 and began producing steel products in 1969. Currently, the mill produces 650,000 tonnes of steel a year, which is either used domestically or exported. Over 90% of New Zealand's steel requirements are produced at Glenbrook, while the remaining volume is produced by Pacific Steel, a steel recycling facility in Ōtāhuhu, Auckland. The mill is served by the Mission Bush Branch railway line, which was formerly a branch line to Waiuku. Coal and lime trains arrive daily. Steel products are also transported daily. The mill employs 1,150 full-time staff and 200 semi-permanent contractors.

Kaiser Steel was a steel company and integrated steel mill near Fontana, California. Industrialist Henry J. Kaiser founded the company on December 1, 1941, and workers fired up the plant's first blast furnace, named "Bess No. 1" after Kaiser's wife, on December 30, 1942. The Park Gate Iron and Steel Company was a British company that smelted iron ore and turned it into rolled steel and semi-finished casting products. Its works was at Parkgate, South Yorkshire on a triangular site bounded on two sides by the main road between Rotherham and Barnsley (A633) and the North Midland Railway main line between Rotherham Masborough and Cudworth. It also operated ironstone quarries in Northamptonshire and Leicestershire.

Railways in Nigeria consist of a 3,505 km Cape gauge national railway network and 669 km of standard gauge. The Cape gauge network is in poor condition due to lack of maintenance. In 2019, the single operational standard gauge line from Abuja to Kaduna generated as much revenue as the entire Cape gauge railway network combined. The Nigerian government plans to extend the standard gauge to replace most of the Western Line, while the Eastern Line will be rehabilitated as a Cape gauge line. All trains in Nigeria are operated by the Nigerian Railway Corporation.

The mining of minerals in Nigeria accounts for only 0.3% of its gross domestic product, due to the influence of its vast oil resources. The domestic mining industry is underdeveloped, leading to Nigeria having to import minerals that it could produce domestically, such as salt or iron ore. The rights to ownership of mineral resources is held by the Federal Government of Nigeria, which grants titles to organizations to explore, mine, and sell mineral resources. Organized mining began in 1903, when the Mineral Survey of the Northern Protectorates was created by the British colonial government. A year later, the Mineral Survey of the Southern Protectorates was founded. By the 1940s, Nigeria was a major producer of tin, columbite, and coal. The discovery of oil in 1956 hurt the mineral extraction industries, as government and industry both began to focus on this new resource. The Nigerian Civil War in the late 1960s led many expatriate mining experts to leave the country. Mining regulation is handled by the Ministry of Solid Minerals Development, who are tasked with the responsibility of overseeing the management of all mineral resources in Nigeria. Mining law is codified in the Federal Minerals and Mining Act of 1999. Historically, Nigeria's mining industry was monopolized by state-owned public corporations. This led to a decline in productivity in almost all mineral industries. The Obasanjo administration began a process of selling off government-owned corporations to private investors in 1999. The Nigerian Mining Industry has picked up since the "Economic Diversification Agenda", from Oil & Gas, to Agriculture, Mining, etc., began in the country.

The Whyalla Steelworks is a fully integrated steelworks and the only manufacturer of rail in Australia. Iron ore is mined in the Middleback Range to feed the steelworks, resulting in the distribution of finished steel products of over 90 different grades. It occupies a 1,000 ha site on the shore of False Bay, Spencer Gulf and is the largest employer in Whyalla, South Australia.
NMDC Steel Limited was formed under Government of India under Ministry of Steel with the help of NMDC's resources for setting up a 3 MTPA capacity greenfield Integrated Steel Plant based on Hi-Smelt technology in Nagarnar, located 16 km from Jagdalpur in Chhattisgarh state with an estimated outlay of Rs. 25500 crore. A pure-play miner, NMDC had in 2009-10 conceived the Nagarnar steel plant with the intention of moving up the value chain and diversifying its portfolio. The idea was also to hedge itself against the vagaries of iron ore prices. This is the only new large-scale steel plant currently fully ready to start production India, with little likelihood of a new plant of similar size plant coming up in the next few years. Tata Steel and JSW Steel are expanding capacity at their existing mills.

The Lagos–Kano Standard Gauge Railway is a 1,343 kilometres -long standard gauge railway under construction in Nigeria. Once complete, the railway will connect the Atlantic Ocean port city of Lagos to Kano, near the border with Niger, passing through the national capital of Abuja. The railway replaces the Cape gauge Western Line built by the British in 1896–1927, which has a lower design capacity and is in a deteriorated condition.

Between 1979 and 1983, Nigeria government jump started iron and steel production with emphasis on the importance of iron and steel in developing and driving local production of goods. A strong iron and steel industry was also projected to reduce demand of foreign currency used towards the importation of steel products.
The Ujevwu–Itakpe Railway is a standard gauge railway in Nigeria that connects the port city of Warri to the inland town of Itakpe. Construction began in 1987 on an industrial railway to supply the Ajaokuta Steel Mill with iron ore and coal. After a protracted construction period of more than 30 years, the railway was finally inaugurated in 2020 as a mixed freight and passenger line. Construction is underway on an extension to Abuja, where it will connect to the Lagos–Kano Standard Gauge Railway.
