Al Francis C. Bichara (born September 17,1952) is a Filipino politician and former provincial governor of Albay in the Bicol Region of the Philippines from 1995 to 2004 and again from 2016 to 2022.
A civil engineer by profession,Bichara's political career began when he served as mayor of Ligao City from 1986 to 1992. In 1992,Bichara was elected to the House of Representatives,representing the 3rd District of Albay. After one term in the House,Bichara was elected governor of Albay in 1995. He was re-elected as governor in 1998 and 2001. [1]
After the expiration of his third consecutive term as governor in 2004,Bichara was appointed Ambassador to Lebanon by President Gloria Macapagal Arroyo. The 2006 Lebanon War broke out during his tenure as Ambassador,and he drew attention when he threatened to halt the evacuation of Filipinos in Lebanon due to the lack of funds. [2]
In 2007,Bichara returned to the House of Representatives,this time winning election as the Representative from the 2nd District of Albay. In 2016,he ran for governor under the Nacionalista Party and won. In 2019,he once again ran for re-election as governor this time under the PDP–Laban and won. [3]
Cleo Fields is an American attorney and politician who serves in the Louisiana Senate. He represented Louisiana's 4th congressional district in the United States House of Representatives from 1993 to 1997 and ran unsuccessfully for governor of Louisiana in 1995. He serves as a state senator for Louisiana's 14th State Senate district,a position he held twice before. Fields is a member of the Democratic Party.

Jose Ma. Clemente "Joey" Sarte Salceda is a Filipino statesman and the current Representative of Albay's 2nd District in the Philippine House of Representatives. He previously served as governor of Albay province in the Philippines for three terms. Prior to that,he was a three-year term representative of the Third District of Albay and was appointed as Presidential Chief of Staff on February 10,2007,after the resignation of Michael Defensor,before he himself resigned on March 29,2007,to pursue his gubernatorial bid in his province. Salceda has also been chairman of the powerful House Committee on Ways and Means since 2019. Salceda is the principal author of the Tax Reform for Acceleration and Inclusion Law,the Corporate Recovery and Tax Incentives for Enterprises (CREATE) Law,which reduced corporate income taxes in the Philippines to 20%,and the Free College Tuition Law.

Reno G. Lim is a Filipino politician. A member of the Lakas-Kampi-CMD,he was elected as a Member of the House of Representatives,representing the 3rd District of Albay beginning in 2007. He is married to Rosalinda and has two children with her,Ronwell and Rochelle. He ran for re-election but lost to ex-governor Fernando Gonzalez. He filed for his opponent's disqualification,and won the case,albeit Gonzalez appealed to the COMELEC.
Manuel Noveno Mamba Sr. is a Filipino doctor and politician who is serving as provincial governor of Cagayan since 2016. He was elected to the House of Representatives of the Philippines,representing the 3rd District of Cagayan. First elected in 1995,he was re-elected in 2001,2004,and 2007. He was also a municipal mayor of Tuao,Cagayan,from 1988 to 1995.

Albay local elections were held on May 13,2019,as part of the 2019 Philippine general election. Voters selected their candidates of choice for all local positions:municipal or city mayor,vice mayor and councilors,as well as members of the Sangguniang Panlalawigan,the vice-governor,governor and representatives for the three districts of Albay in the House of Representatives. These elections were held following the first-past-the-post voting system,in which the candidate with the highest number of votes is elected.
