Andrew Collison Baker (born May 22, 1980) is an American former foreign service officer and author who has served as the United States deputy national security advisor alongside Robert Gabriel Jr. since May 2025. Baker served as the national security advisor to vice president JD Vance from January to May 2025.
Andrew Collison Baker was born on May 22, 1980, in Sonoma, California. [1] Baker graduated from the University of California, Berkeley and the University of Oxford. [2]
Baker was a Foreign Service Officer worked in the U.S. Department of State from 2010 to 2023. [2]
Baker worked as JD Vance's national security advisor during his term as U.S. Senator from Ohio. [3] During Baker's time as Vance's national security advisor, he dissuaded Vance from supporting military assistance to Ukraine. [4] [5] During a visit by pro-Ukraine constituents of then Senator Vance to his Washington office, Baker pushed pro-Russian talking points, blamed the Russian invasion of Ukraine on NATO expansion, and refused to fault Russia for its actions. Following the 2024 presidential election, Baker assisted Robert Wilkie in transition efforts selecting staff at the Department of Defense. [5] Politico Magazine described his role as "central" in selecting staff who are considered "restrainers", individuals a school of thought in conservative foreign policy that argues for reducing U.S. military engagement in at least one of three key regions: East Asia, Europe, and the Middle East. [4] [7] Those include individuals such as Dan Caldwell, Elbridge Colby, and Alexander Velez-Green. Baker served as the national security advisor to Vance until May 2025. [8]
In May 2025, Axios reported that Baker was named deputy national security advisor alongside Robert Gabriel Jr. as part of a restructuring effort by Marco Rubio, the acting national security advisor. [9]
