The Arctic Environmental Protection Strategy (AEPS) (sometimes referred to as the Finnish Initiative or Rovaniemi Process) [1] [2] is a multilateral, non-binding agreement [3] among Arctic states on environmental protection in the Arctic. Discussions began in 1989, with the AEPS adopted in June 1991 by Canada, Denmark, Finland, Iceland, Norway, Sweden, the Soviet Union, and the United States. The AEPS deals with monitoring, assessment, protection, emergency preparedness/response, and conservation of the Arctic zone. [4] It has been called a major political accomplishment of the post–Cold War era. [5]
In January 1989, Finland sent a letter to the other Arctic states proposing a conference on protection of the Arctic environment. [6] The Rovaniemi Meeting of September 1989 established two working groups. This was followed by the second consultative meeting in Yellowknife, Northwest Territories, Canada in April 1990 where a third ad hoc group was established to develop the strategy. It also resulted in the preparation of a draft document. Kiruna, Sweden was the site of the third meeting, held in January 1991, where one group worked on the drafting the AEPS while another dealt with specific environmental issues.
Government officials from all the Arctic nations convened in Rovaniemi in June 1991 for the last consultative meeting. The first three days included meetings, followed by a ministerial-level meeting on 13–14 June observed by representatives from Germany, Poland, the United Kingdom, and the United Nations.
Three indigenous peoples' organizations observed, participated, assisted in developing the strategy, and later became Permanent Participants in the Arctic Council: the Saami Council, the Inuit Circumpolar Conference, and the Association of Indigenous Minorities of the North, Siberia and the Far East of the Russian Federation (RAIPON). [3] They considered the Rovaniemi ministerial meeting to be "historic" as it represented the first time that Arctic indigenous peoples participated in an international declaration's preparation process. [7]
On 14 June 1991, the AEPS and the Declaration on the Protection of the Arctic Environment ("Rovaniemi Declaration") were formally adopted. [8] The main objectives were listed as,
"Preserving environmental quality and natural resources, accommodating environmental protection principals with the needs and traditions of Arctic Native peoples, monitoring environmental conditions, and reducing and eventually eliminating pollution in the Arctic Environment." [1]
The AEPS outlined five objectives and six pollution issues. [9] Legal issues included its jurisdictional reach and extent of obligations for the member states. [10] Data-gathering, information compilation, and assessment tasks were organized around these issues. [11]
In their 1993 follow-up meeting in Nuuk, Greenland, ministers endorsed expanding the AEPS in order to deal with sustainable development, [4] and issued the Nuuk Declaration. [12] Another meeting occurred in 1996 in Ottawa, Canada, resulting in the Ottawa Declaration (1996) and the establishment of the Arctic Council. [13] The last meeting, held in 1997 in Alta [11] following the AEPS's 1996 absorption into the Arctic Council resulted in the Alta Declaration. [14]

The Arctic Council is a high-level intergovernmental forum that addresses issues faced by the Arctic governments and the indigenous people of the Arcticregion. At present, eight countries exercise sovereignty over the lands within the Arctic Circle, and these constitute the member states of the council: Canada; Denmark; Finland; Iceland; Norway; Russia; Sweden; and the United States. Other countries or national groups can be admitted as observer states, while organizations representing the concerns of indigenous peoples can be admitted as indigenous permanent participants.
The Arctic Climate Impact Assessment (ACIA) is a study describing the ongoing climate change in the Arctic and its consequences: rising temperatures, loss of sea ice, unprecedented melting of the Greenland ice sheet, and many impacts on ecosystems, animals, and people. The ACIA is the first comprehensively researched, fully referenced, and independently reviewed evaluation of Arctic climate change and its impacts for the region and for the world. The project was guided by the intergovernmental Arctic Council and the non-governmental International Arctic Science Committee. Three hundred scientists participated in the study over a span of three years.
Exploration for petroleum in the Arctic is expensive and challenging both technically and logistically. In the offshore, sea ice can be a major factor. There have been many discoveries of oil and gas in the several Arctic basins that have seen extensive exploration over past decades but distance from existing infrastructure has often deterred development. Development and production operations in the Arctic offshore as a result of exploration have been limited, with the exception of the Barents and Norwegian seas. In Alaska, exploration subsequent to the discovery of the Prudhoe Bay oilfield has focussed on the onshore and shallow coastal waters.
Canada's Biodiversity Convention Office (BCO) serves as National Focal Point for the United Nations Convention on Biological Diversity and the Canadian Biodiversity Strategy. BCO also provides a leadership role in the Biodiversity Conservation Working Group of the Commission for Environmental Cooperation and in the Conservation of Arctic Flora and Fauna (CAFF) working group of the Arctic Council.
The Saami Council is a voluntary, non-governmental organization of the Sámi people made up of nine Sámi member organizations from Finland, Norway, Russia, and Sweden. Since the founding of the Nordic Saami Council in 1956, among the first indigenous peoples' organizations, the Saami Council has actively dealt with Sámi public policy tasks. In 1992, when Russian Sámi groups joined the council, "Nordic" was removed from the council's name. The secretary was previously sited in both Helsinki and Utsjoki, Finland, but is now in Kárášjohka, Norway. The Saami Council is funded by a range of grants, and its engagements are based on decisions, statements, declarations, and political programs from the Saami Conference held every four years.
The Ilulissat Declaration is a document signifying necessary joint regional efforts and responsibilities in response to the potentially adverse effects of climate change with regard to the melting Arctic ice pack.
Arctic cooperation and politics are partially coordinated via the Arctic Council, composed of the eight Arctic states: the United States, Canada, Iceland, Norway, Sweden, Finland, Russia, and Denmark with Greenland and the Faroe Islands. The dominant governmental power in Arctic policy resides within the executive offices, legislative bodies, and implementing agencies of the eight Arctic countries, and to a lesser extent other countries, such as United Kingdom, Germany, European Union and China. NGOs and academia play a large part in Arctic policy. Also important are intergovernmental bodies such as the United Nations and NATO.
The Arctic policy of the United States is the foreign policy of the United States in regard to the Arctic region. In addition, the United States' domestic policy toward Alaska is part of its Arctic policy.
The Protection of the Arctic Marine Environment Working Group (PAME) is one of six working groups encompassed by the Arctic Council. Founded as part of the 1991 Arctic Environmental Protection Strategy, it assimilated into the structure of the Council following the signing of the 1996 Ottawa Declaration by the eight Arctic states. The Working Group claims to operate across the domains of Arctic shipping, maritime pollution, marine protected areas, ecosystem approaches to management, resource exploitation and development, and associations with the marine environment. Where necessary, it is tasked with producing guidelines and recommendations for policy improvement, with projects approved every two years by the council.
The Arctic Search and Rescue Agreement is an international treaty concluded among the member states of the Arctic Council — Canada, Denmark, Finland, Iceland, Norway, Russia, Sweden and the United States — on 12 May 2011 in Nuuk, Greenland.
The Arctic Council Indigenous Peoples’ Secretariat (IPS) is a secretariat for the six international Indigenous organizations affiliated with the eight-nation Arctic Council. The IPS does not represent indigenous peoples or their organizations, but assists those organizations in presenting their causes, and helps to disseminate information among them. IPS was established in 1994 under the auspices of the Arctic Environmental Protection Strategy (AEPS). It was around the same time that the category of Permanent Participants was being developed and applied to the three indigenous peoples’ organizations then observers in the AEPS. When the Arctic Council was established in 1996, both the Permanent Participants and IPS was reinserted into the new intergovernmental framework. Since commencing business in 1994, the role of the secretariat has been to facilitate contributions from the Permanent Participants to the cooperation of the eight Arctic states and to assist the Permanent Participants in performing, mainly communicational task.
Arctic Policy of Norway is Norway's foreign relations with other Arctic countries, and Norway's government policies on issues occurring within the geographic boundaries of "the Arctic" or related to the Arctic or its people. Since Norway is itself an Arctic nation, the Arctic Policy of Norway includes its domestic policies as regards the Norwegian Arctic region.
The Arctic Policy of the Kingdom of Denmark defines the Kingdom's foreign relations and policies with other Arctic countries, and the Kingdom's strategy for the Arctic on issues occurring within the geographic boundaries of "the Arctic" or related to the Arctic or its peoples. In order to clearly understand the Danish geopolitical importance of the Arctic, it is necessary to mention Denmark's territorial claims in areas beyond its exclusive EEZ in areas around the Faroe Islands and north of Greenland covering parts of the North Pole, which is also claimed by Russia.
Timo Koivurova is a research professor of the Arctic Centre, University of Lapland, Finland. He served as the director of the Centre from 2015 to 2020. His doctoral dissertation in 2001 was on environmental impact assessment in the Arctic. He became the director of the Northern Institute for Environmental and Minority Law 2003 and research professor in 2004.
Climate change in Greenland is affecting the livelihood of the Greenlandic population. Geographically Greenland is situated between the Arctic and the Atlantic Ocean, with two thirds of the island being north of the Arctic Circle. Since the middle of the 20th century, the Arctic has been warming at about twice the global rate. Rising temperatures put increasing pressure on certain plant and tree species and contribute to Greenland's melting ice sheet. This affects and changes the livelihood of the Greenlandic population, particularly the Greenlandic Inuit, which make up to 80 percent of the total population. Besides the decline of fish stocks, the country's landscape is changing: the melting ice reveals minerals, oil and gas. This has attracted interest from local and foreign investors for potential resource extraction. As new industries are accompanied by new job opportunities and potential wealth, lifestyles are changing. Greenland is in transition, in terms of biophysical as well as cultural and social conditions.
The Barents Euro-Arctic Council (BEAC) is the official body for inter-governmental co-operation in the Barents Region. It seeks solutions wherever and whenever the countries can achieve more together than by working on their own. Cooperation in the Barents Euro-Arctic Region was launched in 1993 on two levels: intergovernmental Barents Euro-Arctic Council (BEAC) and interregional Barents Regional Council (BRC). The overall objective of Barents cooperation has been sustainable development.
CircumArctic Rangifer Monitoring and Assessment Network (CARMA) is a scientific research network, launched in 2004 in Vancouver, British Columbia, and funded by the Canadian International Polar Year (IPY) which focusses on the health of "the North's migratory tundra caribou and wild reindeer populations" in the face of global change, with up to 80% declines of some herds of wild Rangifer since 2004. The collaborative research is undertaken by an international team of scientists, administrators and members of local community members, particularly Rangifer hunters who share a common interest in their survival.
Jennifer F. Provencher is a Canadian conservation biologist. She is an early-career researcher and a spokesperson for the awareness of plastic contaminants in marine wildlife, pollution and climate change. Many of her work focus on the impact of human activities on the health of Arctic seabirds and marine ecosystems.
The Arctic Economic Council (AEC) is an independent international business membership organisation representing companies that work with and within the Arctic. The AEC advocates sustainable economic development in the region and represents a business perspective on sustainability. The AEC is the only regional business organisation in the Arctic and has members from all eight Arctic states.
The Arctic Monitoring and Assessment Programme was established as a working group of the Arctic Council in 1991. Its main function is to advise the governments of the eight Arctic member nations—Canada, Denmark, Finland, Iceland, Norway, Russia, Sweden and the United States—on environment-related issues such as pollution. AMAP's work is a cooperative effort involving scientists and Arctic Indigenous peoples, as well as political representatives of the eight nations.
