GUAM was created to help participants to use mutual cooperation to become closer to European Union and NATO. GUAM countries were bound by a desire to prevent Russian expansionism in the region. Azerbaijan has a strategic role in the Organization for Democracy and Economic Development. Expanding the links with international organizations and individual countries is in the interest of Azerbaijan. [1]
First, cooperation of Azerbaijan, Georgia, Ukraine and Moldova started in 1996 in Vienna, Austria, where four states proposed common goals and initiatives. During the Summit of Council of Europe in 1997, the Presidents of these states and stated their interests in developing regional cooperation. On 24 April in 1999, GUAM was expanded by one more member state – Uzbekistan and was renamed to GUUAM. September 11 terrorist attack contributed to Uzbekistan's decision to cease its membership in GUAM. In 2006, name was changed to The Organization for Democracy and Economic Development. [2]
Heydar Aliyev took part in Washington Summit in 1999 and Yalta Summits in 2001 and 2002 of GUAM. According to him, the organization is based on geographical principles and most of all on cooperation through Transcaucasian highway and serves economic goals of its member states. On 4 May 2011 Heydar Aliyev met the leaders of chambers of comers of GUUAM member states and other countries. In September 2011, Baku hosted first women's forum for cooperation of member states of GUUAM. Heydar Aliyev met the participants and wished them success in their work. [3]
The chairmanship of Azerbaijan in GUAM commenced on July 19, 2007, at Baku summit and lasted till Batumi Summit on 1 July 2008. Baku summit was held under the motto “GUAM: Bringing Continents together”. The importance of the long-term development and advantages of cooperation with partner countries was reflected in The Programme of the Republic of Azerbaijan and the program served as a basis for activities of organization in 2007–2008. [4]
The Chairman of GUAM summit in Batumi Azerbaijani President Ilham Aliyev made a speech: “Noting the development of cooperation within GUAM, President Ilham Aliyev said that GUAM has developing links with international organizations. Azerbaijan is currently standing in the way of intensive economic development, has become a global energy and transport corridor and contributes to the development of regional cooperation in various sectors of the economy”. [5]
All GUAM countries are dependent on imports of oil and gas from Russia. Meanwhile, Azerbaijan has oil and gas reserves, the exports of which go through Russia. Azerbaijan has oil pipelines in its territory that need to be protected by military, however Moldova and Ukraine do not share such interest.
High-Level Meeting was held in 2017On March 27, prime-ministers of Ukraine, Georgia and Moldova and the deputy prime minister of Azerbaijan held a meeting in Kyiv. In comparison, with its first meeting in 2008, the group moved away from anti-Russia strategy and discussed economic issues such as regional trade agreement and transportation corridor. During the meeting, Azerbaijan called GUAM to increase its attention to trade and transportation. The representative of Azerbaijan pointed out that the work of transport corridor has accelerated in both bilateral and multilateral formats. Azerbaijan also has interest in revitalizing GUAM as an organization for economic cooperation and as a platform for resolving conflicts that exist in the GUAM area. “First and foremost, it is necessary to combine efforts to resolve existing conflicts in the GUAM area,” Altay Efendiyev, GUAM's secretary general and an Azerbaijani diplomat, said in December. Azerbaijan also called GUAM to increase its attention to trade and transportation. [6]
Heydar Alirza oghlu Aliyev was an Azerbaijani politician who served as the third president of Azerbaijan from October 1993 to October 2003. Originally a high-ranking official in the KGB of the Azerbaijan SSR, serving for 28 years in Soviet state security organs (1941–1969), he led Soviet Azerbaijan from 1969 to 1982 and held the post of First Deputy Premier of the Soviet Union from 1982 to 1987.
The New Azerbaijan Party is the ruling political party in Azerbaijan, founded on 21 November 1992 under the leadership of Heydar Aliyev. After his election as President of Azerbaijan on 3 October 1993, and the party's victory at 1995 parliamentary elections, YAP became the ruling party, a position it has held since. President Ilham Aliyev has been chairman of YAP since its 3rd congress held on 26 March 2005.
The GUAM Organization for Democracy and Economic Development is a regional organization of four post-Soviet states: Georgia, Ukraine, Azerbaijan, and Moldova.
According to the 2012 U.S. Global Leadership Report, 53% of Azerbaijanis approve of U.S. leadership, with 27% disapproving and 21% uncertain.
Strong foreign relations exist between the Republic of Azerbaijan and the United Kingdom. The Embassy of United Kingdom in Baku opened in 1992. The Embassy of the Republic of Azerbaijan in London opened in 1994. Both countries are members of the Council of Europe, the Organization for Security and Co-operation in Europe.
After the dissolution of the Soviet Union, Azerbaijan and Ukraine gained their independence from the Soviet Union and started a close friendship with establishing diplomatic relations in 1992. The relations of strategic cooperation, political, economical and cultural relations between two countries are at a very high level. Azerbaijan currently plays an important role in both organization and the foreign policy of Ukraine due to its strategic role in the region.
Bilateral relations exist between the Republic of Azerbaijan and the Republic of Bulgaria in political, socio-economic, cultural and other spheres. Cooperation is carried out in such areas as transport and transit of goods, tourism, pharmaceuticals, agriculture, science and high technologies, education, military equipment, etc.
Relations between Azerbaijan and Belarus are at very high level that Belarusian president Alexander Lukashenko describes Azerbaijan as a "saver" of independence and sovereignty of Belarus and adds that "there's not anything close" in Azerbaijani-Belarusian relations. Both countries were part of the Russian Empire until 1918 and before 1991, they were part of the Soviet Union. Azerbaijan has an embassy in Minsk and Belarus has an embassy in Baku. Both countries are full members of the Organization for Security and Co-operation in Europe (OSCE) and the Commonwealth of Independent States (CIS). Azerbaijan is a full member of the Council of Europe, Belarus is a candidate. Both Azerbaijan and Belarus are full members of the Non-Aligned Movement (NAM). There are more than 6,000 Azerbaijanis living in Belarus.
Foreign relations exist between Azerbaijan and Kazakhstan. Azerbaijan has an embassy in Astana and a consulate in Aktau. Kazakhstan has an embassy in Baku.
Azerbaijan–Pakistan relations refer to bilaterial relations between the Republic of Azerbaijan and the Islamic Republic of Pakistan. Pakistan has an embassy in Baku and Azerbaijan has an embassy in Islamabad. Both countries are enhancing contact between their respective capitals. The two nations are considered "strategic partners".
Ilham Heydar oghlu Aliyev is an Azerbaijani politician who is the fourth president of Azerbaijan since 31 October 2003. He is a former prime minister of Azerbaijan. The son and second child of former Azerbaijani leader Heydar Aliyev, Aliyev became the president of Azerbaijan in 2003 through a presidential election defined by irregularities shortly before his father's death. He was reelected for a second term in 2008 and was allowed to run in elections indefinitely in 2013 and 2018 due to the 2009 constitutional referendum, which removed term limits for presidents. Throughout his electoral campaign, Aliyev was a member of the ruling New Azerbaijan Party, which he has headed since 2005.
The Organization of Turkic States (OTS), formerly called the Turkic Council or the Cooperation Council of Turkic Speaking States, is an intergovernmental organization comprising prominent independent Turkic countries: Azerbaijan, Kazakhstan, Kyrgyzstan, Turkey and Uzbekistan. It is an intergovernmental organization whose overarching aim is promoting comprehensive cooperation among Turkic-speaking states. First proposed by Kazakh President Nursultan Nazarbayev in 2006, it was founded on 3 October 2009, in Nakhchivan. The General Secretariat is in Istanbul.
Azerbaijan State News Agency is the official news agency of the Republic of Azerbaijan. From November 2022, Vugar Aliyev served as chairman of the board.
Diplomatic relations between the Republic of Azerbaijan and the People's Republic of China were established on April 2, 1992. The relations between the two countries have developed smoothly and high-level exchanges have been close. The PRC embassy in Baku openly commends Azerbaijan for supporting its stance on the political status of Taiwan, Tibet's sovereignty, the conflict in Xinjiang, and the suppression of Falun Gong. All political forces have actively advocated strengthening friendly cooperation with China. China was one of the first countries to recognize independence.
In 1991, Azerbaijan joined the Organisation of Islamic Cooperation and started to build relations with the organization. As a result, the ambassador of Azerbaijan to Saudi Arabia was given a mandate of permanent representative of Azerbaijan to the General Secretariat of the OIC in May 1994.
The Congress of World Azerbaijanis or World Azerbaijani Congress is a pan-Turkist organization that reconvenes every five years. It was founded in 2001 in Baku, the capital of the Republic of Azerbaijan, by decree of former president Heydar Aliyev. It was founded to present the Republic of Azerbaijan as the homeland of the entire Azerbaijani diaspora.
The Organization for Economic Co-operation is an intergovernmental organization established in 1985 with cooperation of Turkey, Iran and Pakistan. The crucial goal of this organization is to achieve sustainable economic development, promote trade, integrate to the world economy and develop efficient transport system. Azerbaijan joined the organization in 1992. From August 2012 till 2016, the Secretary General of ECO is a representative from Azerbaijan.
The relationship between Azerbaijan and Organization of the Black Sea Economic Cooperation dates back to 1992 when Azerbaijan signed Istanbul Summit Declaration and the Bosphorus Statement.
Azerbaijan—France relations are the bilateral relations between the Republic of Azerbaijan and the French Republic in the political, socio-economic, cultural, and other spheres.
