Baltic LNG is a liquefied natural gas plant under construction on the Gulf of Finland of the Baltic Sea in Ust-Luga, Leningrad Oblast, Russia. The plant's capacity would be 13 million tons of LNG per year. The planned launch date has changed many times, and according to the latest plans, the first line will start operating in 2024 and the second line in 2025. The cost of the project is estimated at 2.4 trillion rubles. On October 7, 2021, it was announced that the LNG plant might be expanded to three lines. The third line could be introduced by 2026, which would increase the plant's capacity to 20 million tons per year, reaching the capacity of Arctic LNG-2.
Preparations of the original Baltic LNG project started in 2004. On 15 October 2004, Baltic LNG AG was registered in Baar, Switzerland (later in Zürich) as a joint venture of Gazprom and Sovkomflot. In 2005, Gazprom started to negotiate with Petro-Canada to construct the LNG plant and to conclude a supply agreement for LNG shipments to Canadian market. On 14 March 2006, Gazprom and Petro-Canada signed an agreement to proceed with initial engineering design of the Baltic LNG plant. It was agreed to ship LNG from the Baltic LNG plant to Petro-Canada's LNG regasification facility in Gros-Cacouna, Quebec. [1]
In 2006, Gazprom started to look for other markets and partners inviting 17 energy companies from Europe, Asia and North America for negotiations. On 21 September 2007, Gazprom decided to continue work on the feasibility study, leaving it unclear when it would make a final decision whether to build the plant. [2] On 7 February 2008, Gazprom terminated the project because it considered the Baltic LNG plant less competitive than other projects in the region — the Nord Stream 1 pipeline and the possible LNG facility of the Shtokman field. [3]
The project was renewed in 2013. In January 2015 it was announced that the new location of the project would be near the Ust-Luga Port. [4] [5]
In October 2021, Gazprom and RusGazDobycha announced they would build a plant at Ust-Luga to process ethane-containing natural gas and a large-scale liquefied natural gas (LNG) production plant with a capacity of 13 million tons of LNG per year. [6] [7] High-ethane gas from the Tambeyskoye gas field and the Achimov and Valanginian deposits of the Nadym-Pur-Taz region will supply the plant. [8] [9]
The original plant was to be built in Primorsk, Leningrad Oblast. The project foresaw a capacity of 5–7.2 million tonnes of LNG per year, depending on whether one or two LNG trains would be built. [2] The LNG plant was expected to cost US$3.7 billion and it was to become operational by 2012. [10] The technical design of the project was done by Giprospetsgaz, a subsidiary of Gazprom, and KBR, a subsidiary of Halliburton. The LNG plant was to be supplied from the Russian unified natural gas grid, including from the onshore section of Nord Stream pipeline, and from the Shtokman field.
The project was developed by Baltic LNG AG, a joint venture between Russian companies Gazprom (80% of shares) and Sovkomflot (20%). The head of the company was Alexander Krasnenkov. [10] The plan was to involve foreign partner or partners into the project in terms that Gazprom could remain 51% of shares. In 2006, Gazprom invited 17 companies to participate, of which 15 showed interest. In April 2007, Gazprom shorted list to four companies. [10] They were Petro-Canada, BP, Eni and Mitsubishi. In September 2007, media reported that also Spain's Iberdrola was talking with Gazprom about its participation in the project. [2]
Later a renewed plan proposed the plant would be built near the Ust-Luga Port. It would have had two trains with total capacity of 10 million tonnes of LNG per year, with the option to add later an addition train to increase the capacity up to 15 million tonnes. The plant was expected to cost about US$18.5 billion. Potential partners of the project suggested include Royal Dutch Shell, Mitsui, and Mitsubishi. [11]
Gazprom has identified a number of risks related to the project. According to Igor Meshcherin, head of Gazprom's project evaluation directorate, environmental risks are the congested Gulf of Finland and Danish straits, and ice conditions. Another risk was that there is not capacity in the unified natural gas system in the Leningrad Oblast, and the project might require expansion of the pipeline grid. [2]

Liquefied natural gas (LNG) is natural gas (predominantly methane, CH4, with some mixture of ethane, C2H6) that has been cooled down to liquid form for ease and safety of non-pressurized storage or transport. It takes up about 1/600th the volume of natural gas in the gaseous state at standard conditions for temperature and pressure.
The Shtokman field, one of the world's largest natural gas fields, lies in the northwestern part of the South Barents Basin in the Russian sector of the Barents Sea, 600 kilometres (370 mi) north of Kola Peninsula. Its reserves are estimated at 3.8 trillion cubic metres of natural gas and more than 37 million tons of gas condensate.
The Sakhalin-2 project is an oil and gas development in Sakhalin Island, Russia. It includes development of the Piltun-Astokhskoye oil field and the Lunskoye natural gas field offshore Sakhalin Island in the Okhotsk Sea, and associated infrastructure onshore. The project is managed and operated by Sakhalin Energy Investment Company Ltd..
Nord Stream is a pair of offshore natural gas pipelines in Europe that run under the Baltic Sea from Russia to Germany. It consists of the Nord Stream 1 (NS1) pipeline running from Vyborg in northwestern Russia, near Finland, and the Nord Stream 2 (NS2) pipeline running from Ust-Luga in northwestern Russia near Estonia. Both pipelines run to Lubmin in the northeastern German state of Mecklenburg-Vorpommern. Each pipeline contains two pipes, denoted A and B; each of the four pipes is approximately 1,200 kilometres (750 mi) long and with approximate diameters of 1,220 millimetres (48 in). The combined capacity of the four pipes is 110 billion cubic metres per annum of natural gas.

Novatek is Russia's second-largest natural gas producer, and the seventh-largest publicly traded company globally by natural gas production volume. The company was originally known as OAO FIK Novafininvest. Novatek is based in the Yamalo-Nenets Autonomous Region in West Siberia, and maintains a head office in Moscow. In the 2020 Forbes Global 2000, Novatek was ranked as the 316th-largest public company in the world.
The Atlantic LNG Company of Trinidad and Tobago is a liquefied natural gas (LNG) producing company operating a liquefied natural gas plant in Point Fortin, Trinidad and Tobago. Atlantic LNG operates four liquefaction units (trains). Train 4, with a 5.2 million tonnes per year production capacity, is among the world's largest LNG trains in operation.
QatarEnergy, formerly Qatar Petroleum (QP), is a state owned petroleum company of Qatar. The company operates all oil and gas activities in Qatar, including exploration, production, refining, transport, and storage. The President & CEO is Saad Sherida al-Kaabi, Minister of State for Energy Affairs. The company's operations are directly linked with state planning agencies, regulatory authorities, and policy making bodies. Together, revenues from oil and natural gas amount to 60% of the country's GDP. As of 2018 it was the third largest oil company in the world by oil and gas reserves. In 2022, the company had total revenues of US$52bn, a net income of US42.4bn, and total assets of US$162bn. In 2021, QatarEnergy was the fifth largest gas company in the world.
Ust-Luga is a settlement and railway station in Kingiseppsky District of Leningrad Oblast, Russia, near the Estonian border, situated on the Luga River near its entry into the Luga Bay of the Gulf of Finland, about 110 kilometres (68 mi) west of St. Petersburg.
Gryazovets–Vyborg gas pipeline is a branch pipeline of the Northern Lights pipeline from Gryazovets in central part of Russian Federation through Vologda and Leningrad oblasts to Saint Petersburg, Vyborg, and Finland. The third line of this pipeline was built to feed the Nord Stream 1 pipeline.
The Baltic Pipeline System-2 is a second trunk line of the Baltic Pipeline System. The pipeline is constructed and operated by Russian oil pipeline company Transneft. The BPS-2 was completed in 2011 and began to function in late March 2012.
Lithuania is a net energy importer. In 2019 Lithuania used around 11.4 TWh of electricity after producing just 3.6 TWh.
The Świnoujście LNG terminal is a liquefied natural gas (LNG) import terminal at Świnoujście, in the extreme north-west of Poland near the Polish-German border. The LNG terminal is operated by Polskie LNG S.A., a subsidiary of Gaz-System. The cornerstone for construction was laid on 23 March 2011 and it took its first LNG delivery on 11 December 2015. The terminal's regasification capacity is 5 billion cubic metres per annum. The terminal is currently being expanded and once the expansion is complete in 2023, it will have a capacity of 7.5 billion cubic metres per annum and be able to satisfy about half of Poland's annual natural gas demand. Together with the 10 bcm of natural gas that Poland will receive annually from Norway via the Baltic Pipe natural gas pipeline, the Świnoujście LNG terminal will allow Poland to achieve its long-term goal of becoming fully independent of Russian natural gas, which had previously been the source of almost all of the country's natural gas.
Yamal LNG is a joint venture led by Novatek based around a liquefied natural gas plant located in Sabetta at the north-east of the Yamal Peninsula, northwest Siberia, Russia. In addition to the LNG plant, the project includes production at the Yuzhno-Tambeyskoye gas field, and the transport infrastructure, including the Sabetta seaport and airport.

The Russia–EU gas dispute flared up in March 2022 following the invasion of Ukraine on 24 February 2022. Russia and the major EU countries clashed over the issue of payment for natural gas pipelined to Europe by Russia's Gazprom, amidst sanctions on Russia that were expanded in response to Russia's 2022 invasion of Ukraine. In June, Gazprom claimed it was obliged to cut the flow of gas to Germany by more than half, as a result of such sanctions that prevented the Russian company from receiving its turbine component from Canada. On 26 September 2022, three of the four pipes of the Nord Stream 1 and 2 gas pipelines were sabotaged. This resulted in a record release of 115,000 tonnes of methane (CH4) – an equivalent of 15 million tonnes of carbon dioxide (CO2) – and is believed to have made a contribution to global warming.
The first plant, Sakhalin II, was completed in Russia in 2009 having utilised the skills of Shell plc, who under duress sold 50% of the project to Gazprom in 2006. Prior to 2017 Gazprom was the sole producer of Liquefied Natural Gas (LNG) in Russia.
