A gubernatorial election was held on 15 February 2017 to elect the governor of Banten province for the five-year term between 2017 and 2022. The election was held simultaneously with other provincial and local elections across the country as part of the 2017 local elections. It pitted incumbent Rano Karno against People's Representative Council member and former mayor of Tangerang Wahidin Halim.

Banten is the westernmost province on the island of Java, in Indonesia. Its provincial capital city is Serang.

Rano Karno is an Indonesian actor and politician. From his acting career he is known for starring in the 1979 film Gita Cinta dari SMA. On 30 October 2011 he was elected Deputy Governor of Banten. He has served as acting Governor of Banten since 14 May 2014.

A landslide victory is an electoral victory in a political system, when one candidate or party receives an overwhelming supermajority of the votes or seats in the elected body, thus utterly eliminating the opponents. The winning party has reached more voters than usual, and a landslide victory is often seen in hindsight as a turning point in people's views on political matters.

Background

Ratu Atut Chosiyah served as the governor of Banten - Indonesia's fifth most populous province - between 2007 and 2014, until she was arrested for a bribery scandal related to an election dispute.^[2] Some has described her family's influence in the province as a "political dynasty".^[3] 2017 marked the second time Indonesia held local elections simultaneously, after the 2015 local elections.^[4]

Ratu Atut Chosiyah is a former governor of the province of Banten, Indonesia. She was suspended from office in 2014 because of a corruption case. She held office for several terms. Before her election as governor in 2006, she was the deputy governor under Djoko Munandar starting from January 11, 2002. Djoko was involved in a corruption case and was suspended from office in October 2005. President Susilo Bambang Yudhoyono appointed Ratu Atut as the acting governor to take over Djoko's administrative duties and she later became governor. She thus became the first female governor in Indonesia. In May 2014, she was formally charged by the Indonesian Corruption Eradication Commission for alleged corruption. In early September 2014, she was sentenced to a four-year term of imprisonment on the charges brought by the Commission against her.

After some time being acting governor, former actor Rano Karno who was also Atut's deputy was sworn in the governor to replace her in August 2015.^[5] The Election Supervisory Council (Bawaslu) identified Banten as a vulnerable region for the 2017 election, alongside Aceh and West Papua. In particular, the body cited the strong presence of political dynasties.^[6]

Aceh is a province of Indonesia, located at the northern end of Sumatra. Its capital and largest city is Banda Aceh. It is close to the Andaman and Nicobar Islands of India and separated from them by the Andaman Sea. Granted a special autonomous status, Aceh is a religiously conservative territory and the only Indonesian province practicing Sharia law officially. There are ten indigenous ethnic groups in this region, the largest being the Acehnese people, accounting for approximately 80% to 90% of the region's population.

West Papua is a province of Indonesia. It covers the two western peninsulas of the island of New Guinea along with nearby islands. The province is bordered to the north by the Pacific Ocean, to the west by the Halmahera Sea and the Ceram Sea, to the south by the Banda Sea, and to the east by the province of Papua and the Cenderawasih Bay. Manokwari is the capital, while Sorong is the largest city and the main gateway to the province. According to the 2010 census by Statistics Indonesia, West Papua recorded a population of 760,422. Inaugurated as a province in 2003, West Papua was initially named West Irian Jaya until 2007. The name West Papua itself is also used by the Free Papua Movement to refer the whole Western New Guinea. Consisting of twelve regencies and one city, the province enjoys a special autonomous status as granted by the Indonesian legislation. West Papua is well known by its Raja Ampat Islands which contains the richest marine biodiversity in the world.

Timeline

Registration for the candidates opened between 28 and 30 August 2016, with the campaign period ranging from October 2016 to February 2017. The voting itself took place on 15 February 2017. The results were planned to be released on March 2017.^[7]

Issues

Affiliation with Atut's dynasty became a major issue in the campaign. Both candidates accused each other of being affiliated with her dynasty: Rano-Embay because Rano was Atut's deputy, Wahidin-Andika because Andika is Ratu Atut's son.^[10]^[11] Atut herself voiced support for her son.^[12]

On 5 April, KPU officially announced Wahidin-Andika as the winning pair.^[13]

Aftermath

Following the defeat, PDI-P leader Megawati Soekarnoputri removed the party's leaders in Banten.^[14] Rano brought the election to the Constitutional Court, which rejected his lawsuit (citing that the difference in votes was too large) and declared the election valid.^[15] On 12 May 2017, Wahidin was sworn in as the new governor.^[16]

Local elections were held in Indonesia on 27 June 2018. Votes were held to elect 17 governors, 39 mayors and 115 regents across the country. The elections included gubernatorial elections for Indonesia's four most populous provinces: West Java, East Java, Central Java and North Sumatra.
