The Bernadotte plan [1] officially known as Progress Report of the United Nations Mediator on Palestine submitted to the Secretary-General for transmission to the members of the United Nations [2] was a plan submitted by the United Nations Mediator on Palestine, Count Folke Bernadotte to the Third Session of the United Nations General Assembly. It was published on September 16, 1948, one day before Bernadotte was assassinated by members of Lehi.

Contents

The report deals with the mediation efforts between Jews and Arabs in Palestine, the two UN supervised truces in the 1948 Arab-Israeli War (June 11 - July 9, 1948 and July 18 to the time the report was written) and with the refugee situation. Bernadotte was an ardent supporter of the Arab refugees right to return in the report, he strongly urged the provisional Israeli government to let them return to their homes:

It would be an offense against the principles of elemental justice if these innocent victims of the conflict were denied the right to return to their homes while Jewish immigrants flow into Palestine, and, indeed, at least offer the threat of permanent replacement of the Arab refugees who have been rooted in the land for centuries.

He also detailed his correspondence with Israeli officials regarding the refugee problem and their denial of his appeal.

First proposal

On 28 June 1948, Bernadotte submitted his first formal proposal in secret to the various parties. He presented the following suggestions to discuss: [3]

As far as the boundaries of the two Members were concerned, Bernadotte proposed the following for consideration:

  1. Inclusion of the whole or part of the Negev in Arab territory
  2. Inclusion of the whole or part of Western Galilee in the Jewish territory
  3. Inclusion of the City of Jerusalem in Arab territory, with municipal autonomy for the Jewish community and special arrangements for the protection of the Holy Places
  4. Consideration of the status of Jaffa
  5. Establishment of a free port at Haifa, the area of the free port to include the refineries and terminals
  6. Establishment of a free airport at Lydda

Historian Elad Ben-Dror asserts that the person who was really responsible for the first Bernadotte Plan was Bernadotte's deputy, Ralph Bunche. Bunche made a major effort to imbue it with his own thinking about the appropriate political solution. He was influenced by the ideas of Dr. Judah Magnes and incorporated them into the plan, chiefly in its basic scheme, which called for a confederation in Palestine rather than a Jewish state and an Arab state. Criticism

The Israeli government criticized Bernadotte's participation in the negotiations. In July 1948, Bernadotte said that the Arab nations were reluctant to resume the fighting in Palestine and that the conflict now consisted of "incidents." A spokesman for the Israeli government replied: "Count Bernadotte has described the renewed Arab attacks as 'incidents.' When human lives are lost, when the truce is flagrantly violated and the Security Council defied, it shows a lack of sensitivity to describe all these as incidents, or to suggest as Count Bernadotte does, that the Arabs had some reason for saying no... Such an apology for aggression does not augur well for any successful resumption by the mediator of his mission." [5]

Second proposal

After the unsuccessful first proposal, Bernadotte continued with a more complex proposal that abandoned the idea of a union and proposed two independent states. This proposal was completed on 16 September 1948, and had as its basis seven "basic premises" (verbatim): [6]

  1. Peace must return to Palestine and every feasible measure should be taken to ensure that hostilities will not be resumed and that harmonious relations between Arab and Jew will ultimately be restored.
  2. A Jewish State called Israel exists in Palestine and there are no sound reasons for assuming that it will not continue to do so.
  3. The boundaries of this new State must finally be fixed either by formal agreement between the parties concerned or failing that, by the United Nations.
  4. Adherence to the principle of geographical homogeneity and integration, which should be the major objective of the boundary arrangements, should apply equally to Arab and Jewish territories, whose frontiers should not therefore, be rigidly controlled by the territorial arrangements envisaged in the resolution of 29 November.
  5. The right of innocent people, uprooted from their homes by the present terror and ravages of war, to return to their homes, should be affirmed and made effective, with assurance of adequate compensation for the property of those who may choose not to return.
  6. The City of Jerusalem, because of its religious and international significance and the complexity of interests involved, should be accorded special and separate treatment.
  7. International responsibility should be expressed where desirable and necessary in the form of international guarantees, as a means of allaying existing fears, and particularly with regard to boundaries and human rights.

The proposal then made specific suggestions that included (extracts): [7]

  1. The existing indefinite truce should be superseded by a formal peace, or at the minimum, an armistice.
  2. The frontiers between the Arab and Jewish territories, in the absence of agreement between Arabs and Jews, should be established by the United Nations.
  3. The Negev should be defined as Arab territory.
  4. The frontier should run from Al-Faluja north northeast to Ramla and Lydda (both of which places would be in Arab territory).
  5. Galilee should be defined as Jewish territory.
  6. Haifa should be declared a free port, and Lydda airport should be declared a free airport.
  7. The City of Jerusalem, which should be understood as covering the area defined in the resolution of the General Assembly of 29 November, should be treated separately and should be placed under effective United Nations control with maximum feasible local autonomy for its Arab and Jewish communities with full safeguards for the protection of the Holy Places and sites and free access to them and for religious freedom.
  8. The United Nations should establish a Palestine conciliation commission.
  9. The right of the Arab refugees to return to their homes in Jewish-controlled territory at the earliest possible date should be affirmed by the United Nations, and their repatriation, resettlement and economic and social rehabilitation, and payment of adequate compensation for the property of those choosing not to return, should be supervised and assisted by the United Nations conciliation commission. With respect to the refugee issue, Bernadotte said,

It is ... undeniable that no settlement can be just and complete if recognition is not accorded to the right of the Arab refugee to return to the home from which he has been dislodged by the hazards and strategy of the armed conflict between Arabs and Jews in Palestine. The majority of these refugees have come from territory which ... was to be included in the Jewish State. The exodus of Palestinian Arabs resulted from panic created by fighting in their communities, by rumours concerning real or alleged acts of terrorism, or expulsion. It would be an offence against the principles of elemental justice if these innocent victims of the conflict were denied the right to return to their homes while Jewish immigrants flow into Palestine, and, indeed, at least offer the threat of permanent replacement of the Arab refugees who have been rooted in the land for centuries. Bernadotte's second proposal was prepared in consultation with British and American emissaries. The degree to which they influenced the proposal is poorly known, since the meetings were kept strictly secret and all documents were destroyed, [10] but Bernadotte apparently "found that the U.S.-U.K., proposals were very much in accord with his own views" and the two emissaries expressed the same opinion. [11] The secret meetings were publicly exposed in October, only nine days before the U.S. presidential elections, causing U.S. President Harry S. Truman great embarrassment. Truman reacted by making a strongly pro-Zionist declaration, which contributed to the defeat of the Bernadotte plan in the UN during the next two months. Also contributing was the failure of the cease-fire and continuation of the fighting. [12]

The 1948 Arab–Israeli War, also known as the First Arab–Israeli War, followed the civil war in Mandatory Palestine as the second and final stage of the 1948 Palestine war. The civil war became a war of separate states with the Israeli Declaration of Independence on 14 May 1948, the end of the British Mandate for Palestine at midnight, and the entry of a military coalition of Arab states into the territory of Mandatory Palestine the following morning. The United Nations Truce Supervision Organization (UNTSO) is an organization founded on 29 May 1948 for peacekeeping in the Middle East. Established amidst the 1948 Arab–Israeli War, its primary task was initially to provide the military command structure to the peacekeeping forces in the Middle East to enable the peacekeepers to observe and maintain the ceasefire, and in assisting the parties to the Armistice Agreements in the supervision of the application and observance of the terms of those Agreements. The organization's structure and role has evolved over time as a result of the various conflicts in the region and at times UNTSO personnel have been used to rapidly deploy to other areas of the Middle East in support of other United Nations operations. The command structure of the UNTSO was maintained to cover the later peacekeeping organisations of the United Nations Disengagement Observer Force (UNDOF) and the United Nations Interim Force in Lebanon (UNIFIL) to which UNTSO continues to provide military observers.

Folke Bernadotte, Count of Wisborg was a Swedish nobleman and diplomat. In World War II he negotiated the release of about 450 Danish Jews and 30,550 non-Jewish prisoners from many nations from the Nazi German Theresienstadt concentration camp. They were released on 14 April 1945. In 1945 he received a German surrender offer from Heinrich Himmler, though the offer was ultimately rejected by the allies.

Operation Yoav was an Israeli military operation carried out from 15–22 October 1948 in the Negev Desert, during the 1948 Arab–Israeli War. Its goal was to drive a wedge between the Egyptian forces along the coast and the Beersheba–Hebron–Jerusalem road, and ultimately to conquer the whole Negev. Operation Yoav was headed by the Southern Front commander Yigal Allon. The operation was named after Yitzhak Dubno, codenamed "Yoav" by his commanders in the Palmach. Dubno, a senior Palmach officer, was charged with planning and leading the defense of the kibbutzim Negba and Yad Mordechai. Dubno was killed in an air raid on Kibbutz Negba shortly after Egyptian forces began their offensive on Israel's southern front.

The United Nations General Assembly Resolution 194 is a resolution adopted near the end of the 1947–1949 Palestine war. The Resolution defines principles for reaching a final settlement and returning Palestine refugees to their homes. Article 11 of the resolution resolves that

refugees wishing to return to their homes and live at peace with their neighbours should be permitted to do so at the earliest practicable date, and that compensation should be paid for the property of those choosing not to return and for loss of or damage to property which, under principles of international law or equity, should be made good by the Governments or authorities responsible.

The Green Line or 1949 Armistice border is the demarcation line set out in the 1949 Armistice Agreements between the armies of Israel and those of its neighbors after the 1948 Arab–Israeli War. It served as the de facto borders of the State of Israel from 1949 until the Six-Day War in 1967, and continues to represent Israel’s internationally recognized borders with the two Palestinian territories: the West Bank and the Gaza Strip.

The Lausanne Conference of 1949 was convened by the United Nations Conciliation Commission for Palestine (UNCCP) from 27 April to 12 September 1949 in Lausanne, Switzerland. Representatives of Israel, the Arab states Egypt, Jordan, Lebanon and Syria, and the Arab Higher Committee and a number of refugee delegations were in attendance to resolve disputes arising from the 1948 Arab–Israeli War, mainly about refugees and territories in connection with Resolution 194 and Resolution 181.

The United Nations Conciliation Commission for Palestine (UNCCP) or Palestine Conciliation Commission (PCC) was created by UN-resolution 194 of December 11, 1948, with the aim of mediating in the Arab–Israeli conflict. The Commission consisted of France, Turkey and the United States, and its official headquarters was set up in Jerusalem on January 24, 1949. The commission met separately with Israeli and Arab governments from February 12–25, 1949, with Muhammad Nimr al-Hawari of the General Refugee Congress (GRC) and a Palestinian refugee delegation on March 21 in Beirut, and on April 7 in Tel Aviv with Israeli prime minister David Ben-Gurion. It then proposed the Lausanne Conference of 1949.

The 1949–1956 Palestinian expulsions were a continuation of the 1948 expulsion and flight of Palestinian Arabs from Israeli-controlled territory that occurred after the signing of the ceasefire agreements. This period of the exodus was characterised predominantly by forced expulsion during the consolidation of the state of Israel and ever increasing tension along the ceasefire lines ultimately leading to the 1956 Suez Crisis.

In the 1948 Palestine war more than 700000 Palestinian Arabs – about half of Mandatory Palestine's Arab population – fled from their homes or were expelled, at first by Zionist paramilitaries, and after the establishment of Israel, by its military. The expulsion and flight was a central component of the fracturing, dispossession, and displacement of Palestinian society, known as the Nakba. Dozens of massacres targeting Arabs were conducted by Israeli military forces and between 400 and 600 Palestinian villages were destroyed. Village wells were poisoned in a biological warfare programme and properties were looted to prevent Palestinian refugees from returning. Other sites were subject to Hebraization of Palestinian place names.

<span class="mw-page-title-main">United Nations Special Committee on Palestine</span> International committee created in 1947 to deal with the Arab–Jewish conflict in British Palestine

The United Nations Special Committee on Palestine (UNSCOP) was created on 15 May 1947 in response to a United Kingdom government request that the General Assembly "make recommendations under article 10 of the Charter, concerning the future government of Palestine". The British government had also recommended the establishment of a special committee to prepare a report for the General Assembly. The General Assembly adopted the recommendation to set up the UNSCOP to investigate the cause of the conflict in Palestine, and, if possible, devise a solution. UNSCOP was made up of representatives of 11 countries. UNSCOP visited Palestine and gathered testimony from Zionist organisations in Palestine and in the US. The Arab Higher Committee boycotted the commission, explaining that the Palestinian Arabs' natural rights were self-evident and could not continue to be subject to investigation, but rather deserved to be recognized on the basis of the principles of the United Nations Charter.

The 1948 Palestine war was fought in the territory of what had been, at the start of the war, British-ruled Mandatory Palestine. The Ad Hoc Committee on the Palestinian Question, also known as the Ad Hoc Committee on Palestine or just the Ad Hoc Committee was a committee formed by a vote of the United Nations General Assembly on 23 September 1947, following the publication of the report of the United Nations Special Committee on Palestine (UNSCOP) on 3 September 1947, which contained majority and minority proposals.

John Noel Reedman was an English-South African diplomat who was the Special Representative of the Secretary-General of the United Nations in Palestine. He had previously served as Senior Economic Advisor both to UNSCOP and the Palestine Commission. Reedman was a professor of economics at Witwatersrand University in South Africa.
