Robert Booth Goodwin II (born 1971) is an American attorney with Goodwin & Goodwin LLP in Charleston, West Virginia. He served as the United States Attorney for the Southern District of West Virginia from 2010 until 2015. Goodwin was a candidate for Governor of West Virginia in 2016.
Goodwin was born in Charleston, West Virginia in 1971. [3] He attended West Virginia University, where he graduated cum laude with a Bachelor of Science in economics 1993. [4] He then earned his Juris Doctor from Washington and Lee University School of Law in 1996. [5]
On January 20, 2010, President Barack Obama nominated Goodwin to serve as United States Attorney for the Southern District of West Virginia. [5] He was confirmed by the United States Senate on May 26, 2010 and was sworn into office on June 25, 2010. [6] [7] Goodwin prosecuted Don Blankenship, securing a conviction for conspiring to undermine federal mine safety laws, which caused the Upper Big Branch Mine disaster. [8]
On December 28, 2015, Goodwin announced that he would be stepping down from his position as U.S. Attorney effective at the end of 2015 and returning to private law practice. On January 1, 2016, Goodwin filed candidacy papers with the West Virginia Secretary of State's office to run for governor of West Virginia as a Democrat in the 2016 election. [9] [10] He lost the Democratic primary to Jim Justice, who went on to win the general election. Goodwin carried two counties, including his home county of Kanawha, as well as neighboring Jackson. He finished in second place with 25%, behind Justice and ahead of Jeff Kessler. [11]
In 2018, Goodwin was treasurer of a super PAC designed to oppose the candidacies for U.S. Senate of Patrick Morrisey and Evan Jenkins and support the reelection of Joe Manchin. [12]
Goodwin's father, Joseph Robert Goodwin, was appointed in 1995 by President Bill Clinton to serve as a federal judge for the United States District Court for the Southern District of West Virginia. [4] [13] Goodwin's cousin, Carte Goodwin, briefly served as the junior United States senator from West Virginia in 2010 when he was appointed to fill the vacancy caused by the death of Robert Byrd. Booth Goodwin's wife, Amy Shuler Goodwin, is the mayor of Charleston, West Virginia, having taken office on January 7, 2019. This made Booth Goodwin the first gentleman of Charleston. [15] They wed on April 17, 1999 and have two sons. [16]
Joseph Manchin III is an American politician and businessman serving as the senior United States senator from West Virginia, a seat he has held since 2010. Manchin was the 34th governor of West Virginia from 2005 to 2010 and the 27th secretary of state of West Virginia from 2001 to 2005. He became the state's senior U.S. senator when Jay Rockefeller left office in 2015 and has since been West Virginia's only congressional Democrat. Before entering politics, Manchin helped found and was the president of Enersystems, a coal brokerage company his family owns and operates.

He was chairman and CEO of the Massey Energy Company—the sixth-largest coal company in the United States—from 2000 until 2010 when an explosion at Massey's Upper Big Branch Mine resulted in the death of 29 workers. He was imprisoned for 1 year for conspiring to violate federal mine safety standards.
Earl Ray Tomblin is an American politician who served as the 35th governor of West Virginia from 2011 to 2017. A member of the Democratic Party, he previously served in the West Virginia Senate from 1980 to 2011 and as president of the West Virginia Senate from 1995 to 2011. Tomblin became acting governor in November 2010 following Joe Manchin's election to the U.S. Senate. He won a special election in October 2011 to fill the unexpired term ending in January 14, 2013 and was elected to a full term as governor in November 2012.
Evan Hollin Jenkins is an American politician and judge. He served as a justice of the Supreme Court of Appeals of West Virginia, joining the Court in 2018 and serving as chief justice in 2021. He resigned from the court on February 4, 2022. He served as a U.S. Representative from West Virginia from 2015 to 2018. He is a Republican, having switched his party affiliation from Democratic in 2013.

The 2012 United States Senate election in West Virginia was held on November 6, 2012, to elect one of West Virginia's two members of the U.S. Senate for a six-year term. In a rematch of the 2010 special election, incumbent Democratic U.S. Senator Joe Manchin won re-election to a first full term against the Republican nominee, John Raese. Notably, Manchin outperformed Barack Obama in the concurrent presidential election by 25.06 percentage points in vote share, and by 50.86 percentage points on margin.

Democratic Governor Joe Manchin appointed Carte Goodwin to temporarily fill the vacancy. Goodwin pledged to not run for election to the seat in exchange for the appointment. This was the first open U.S. Senate seat in West Virginia since 1984 and the first in this seat since 1956. Manchin won the open seat and served out the remainder of Byrd's elected term, which ended on January 3, 2013.
Carte Patrick Goodwin is an American attorney and politician who served as a United States senator from West Virginia in 2010. A member of the Democratic Party, he was appointed by Governor Joe Manchin on July 16, 2010 to fill the vacancy created by the death of Robert Byrd. He chose not to seek election to finish the unexpired term of Robert Byrd. Goodwin left office on November 15, 2010 when Joe Manchin was sworn in after being elected to the Senate.
The 2011 West Virginia gubernatorial election was a special election held on October 4, 2011 to fill the office of the West Virginia Governor. The office became vacant upon the resignation of Governor Joe Manchin, who was elected to fill the seat of Robert Byrd in the United States Senate in 2010 following Byrd's death. Lieutenant Governor and Senate President Earl Ray Tomblin, first in the line of succession, became acting governor in 2010 after Manchin took up the Senate seat.
