Brian Manning is a Trinidad and Tobago politician representing the People's National Movement (PNM). He has served as a Member of Parliament in the House of Representatives for San Fernando East since the 2020 general election. He is the current Minister in the Ministry of Finance.
Manning is the eldest son of Patrick Manning,former Prime Minister for Trinidad and Tobago,and Hazel Manning,former Minister of Education and Minister of Local Government. He has one brother,David. [1] [2] He lived in Marabella for several years growing up. [3]
He received a bachelors' of art in economics and a bachelors' of science in information systems management from the University of Maryland,College Park. He also obtained a masters' of science in finance and asset management from the University of Maryland and a masters' of business administration in international business and marketing from the University of Miami. [4] [5] He received a certificate in advanced business Spanish from the Venezuelan embassy in Trinidad and Tobago. [6]
Manning was previously a business analyst at Massy Energy Services Ltd and an investment banker at RBC Caribbean. He also worked as a small,medium enterprise financing officer at the Inter-American Development Bank in Washington,D.C.,where he focused on businesses in the Caribbean and Central America. [6] He founded Shining World Consultancy Ltd in 2006 and acted as executive director. [5] He has held the position of equity analyst at the University of Maryland’s Robert H. Smith School Global Equity Fund and served as editor of the Business Guardian for six months. [5] [6]
He contested the constituency of San Fernando East in the 2020 general election,the seat that his father held from 1971 to 2015. [5] [7] He was nominated by the People's National Movement screening committee in May 2020,receiving 14 of 24 votes from the party's executive and beating the incumbent MP,Randall Mitchell,for the nomination. [8] [9] He pinpointed youth unemployment and aging infrastructure as two areas of focus within the district. [10] He ran against Monifa Russell Andrews from the United National Congress. [11]
He was appointed as a Minister in the Ministry of Finance on 19 August 2020. [12]
Manning married Shelly Dass,a former media executive,at Stollmeyer's Castle in Port of Spain on 12 December 2020. [13] [14] He served as president of the Trinidad and Tobago Basketball Federation in 2008. [5] [6]
Patrick Augustus Mervyn Manning was a Trinidadian and Tobagonian politician who was the fourth Prime Minister of Trinidad and Tobago;his terms ran from 17 December 1991 to 9 November 1995 and from 24 December 2001 to 26 May 2010. He was also Political Leader of the People's National Movement (PNM) from 1987 to 2010. A geologist by training,Manning served as Member of Parliament for the San Fernando East constituency from 1971 until 2015 when he was replaced by Randall Mitchell and was the longest-serving member of the House of Representatives. He was the Leader of the Opposition from 1986 to 1990 and again from 1995 to 2001.
The United National Congress is one of two major political parties in Trinidad and Tobago and the current parliamentary opposition. The UNC is a centre-left party. It was founded in 1989 by Basdeo Panday,a Trinidadian lawyer,economist,trade unionist,and actor after a split in the ruling National Alliance for Reconstruction (NAR). After spending six years in opposition,the UNC won control of the government in 1995,initially in coalition with the NAR and later on its own. In the 2000 general election,the UNC won an absolute majority in the Parliament. In 2001,a split in the party caused the UNC to lose its parliamentary majority and control of the government. From 2001 to 2010,the UNC was once again Parliamentary Opposition party. In May 2010,the UNC returned to government as the majority party in the People's Partnership. The UNC's Political Leader,Kamla Persad-Bissessar,was sworn in as the first female Prime Minister of Trinidad and Tobago.
The People's National Movement (PNM) is the longest-serving and oldest active political party in Trinidad and Tobago. The party has dominated national and local politics for much of Trinidad and Tobago's history,contesting all elections since 1956 serving as the nation's governing party or on four occasions,the main opposition. As a result,it has sometimes been referred to as Trinidad and Tobago's "main political party". There have been four PNM Prime Ministers and multiple ministries. The party espouses the principles of liberalism and generally sits at the centre to centre-left of the political spectrum.
The Hon. George Michael Chambers ORTT was the second Prime Minister of Trinidad and Tobago. Born in Port of Spain,Chambers joined Deloitte New Zealand in 1956,and was elected to Supervisor representing Wayne Joe and Co. He served as Assistant General Secretary of the PNM before becoming Parliamentary Secretary in the Ministry of Finance in 1966. From there he went on to serve twice as Minister of Finance. Chambers also served as Minister of Public Utilities,Housing,National Security,Education,Planning,Industry/Commerce and Agriculture.
The Senate of Trinidad and Tobago is the appointed upper house of the bicameral Parliament of Trinidad and Tobago,along with the President and House of Representatives of Trinidad and Tobago. The Senate currently sits at the Red House. The Senate has 31 members all appointed by the President:16 Government Senators appointed on the advice of the Prime Minister,6 Opposition Senators appointed on the advice of the Leader of the Opposition and 9 Independent Senators appointed on the discretion of the President from outstanding persons who represent other sectors of civil society. The presiding officer,the President of the Senate,is elected from among the Senators who are not Ministers or Parliamentary Secretaries. A senator must be at least 25 years old and a citizen of Trinidad and Tobago. The current President of the Senate is Senator Christine Kangaloo. As of 20 April 2021,there are only 13 female senators,or 41.9% and 5 Tobagonian senators or 16.7%. The Senate made history by appointing the Caribbean's first and only transgender parliamentarian on 15 February 2022.
Ralph Maraj is a Trinidad and Tobago politician,actor,playwright,and teacher. He served as Minister of Foreign Affairs under a People's National Movement (PNM) administration,Minister of Communication and Information Technology under a United National Congress (UNC) administration,and was a founding member of National Team Unity before returning to the PNM to work as a speech writer for Prime Minister Patrick Manning. Prior to entering politics in 1991,Maraj worked as a teacher at Naparima College in San Fernando. He also attended that school. He wrote several plays,the most successful being Cynthia Sweetness. Maraj also starred in the movies The Right and The Wrong (1969) and Bim (1974),described by Bruce Paddington as "one of the most important films to be produced in Trinidad and Tobago".
Basdeo Panday is a Trinidadian lawyer,politician,trade unionist,economist,actor,and civil servant who served as the fifth Prime Minister of Trinidad and Tobago from 1995 to 2001. He was the first person of Indian descent along with being the first Hindu to hold the office of Prime Minister of Trinidad and Tobago. He was first elected to Parliament in 1976 as the Member for Couva North,Panday served as Leader of the Opposition five times between 1976 and 2010 and was a founding member of the United Labour Front (ULF),the National Alliance for Reconstruction (NAR),and the United National Congress (UNC). He served as leader of the ULF and UNC,and was President General of the All Trinidad Sugar and General Workers' Trade Union.
Shelly Dass-Manning is a Trinidadian journalist who worked as a television news presenter in Trinidad and Tobago through May 2010. She was anchor of the nightly newscast on Cable News Channel 3.
Keith Christopher Rowley is a Trinidadian and Tobagonian politician serving as the seventh prime minister of Trinidad and Tobago,first elected into office on 9 September 2015 and again following the 2020 general election. He has led the People's National Movement (PNM) since May 2010 and was Leader of the Opposition from 2010 to 2015. He has also served as the Member of the House of Representatives for Diego Martin West since 1991. He is a volcanologist by profession,holding a doctorate in geology,specializing in geochemistry.
Faris Al-Rawi has been Attorney General of Trinidad and Tobago since 9 September 2015. He is also a People's National Movement (PNM) Member of the House of Representatives for the constituency of San Fernando West.

General elections were held in Trinidad and Tobago on Monday,10 August 2020,to elect 41 members to the 12th Trinidad and Tobago Republican Parliament. It was the 14th election since gaining independence from the United Kingdom in 1962 and the 22nd national election in Trinidad and Tobago ever. Tracy Davidson-Celestine,political leader of the Tobago Council of the People's National Movement (PNM) became the first woman to lead a Tobagonian political party with representation in the House of Representatives. Additionally,two of the three largest parties elected in 2015,the United National Congress (UNC) and the Congress of the People (COP),were led by women.
The Tobago Council of the People's National Movement (PNM),also known as the Tobago Council of the PNM,PNM Tobago or PNM Tobago Council is the longest-serving and oldest active political party in Tobago. The party is the autonomous branch of the Trinidad and Tobago People's National Movement operating in Tobago. While its political leader acts in the local capacity,they also serve as a deputy leader on a national level. The party's executives organize for both local and national election campaigns. The 2022 People's National Movement (PNM) leadership election, the last one for the PNM before the 2025 general election,has not yet been launched,but the current party leader and Prime Minister Keith Rowley has indicated he would most likely not seek to lead the party into the next general election. Rowley made these comments in his victory speech on the night of the 2020 Trinidad and Tobago general election,where the PNM secured a second mandate under his leadership but with the slimmest majority for a government in two decades. In the 2020 general election campaign,he indicated that he would have stood down had the PNM lost. The election follows the 2022 Tobago Council of the People's National Movement leadership election.
