The Sixteenth Air Force (Air Forces Cyber) (16 AF) is a United States Air Force (USAF) organization responsible for information warfare, which encompasses intelligence gathering and analysis, surveillance, reconnaissance, cyber warfare and electronic warfare operations. Its headquarters is at Joint Base San Antonio-Lackland in Texas.
The 480th Intelligence, Surveillance, and Reconnaissance Wing is headquartered at Langley Air Force Base, Virginia.
The 544th Intelligence, Surveillance and Reconnaissance Group is a United States Air Force unit assigned to the Air Combat Command Sixteenth Air Force. It is stationed at Buckley Space Force Base, Colorado. It was reactivated under the 70th Intelligence, Surveillance, and Reconnaissance Wing on 26 September, 2022.

General William M. Fraser III is a retired United States Air Force officer who served as Commander, United States Transportation Command. He previously served as Commander, Air Combat Command from September 10, 2009 to September 30, 2011, the 34th Vice Chief of Staff of the Air Force from 9 October 2008 to 27 August 2009, and as Assistant to the Chairman of the Joint Chiefs of Staff from May 2006 to 8 October 2008. As the Assistant to the CJCS, Fraser oversaw matters requiring close personal control by the Chairman, with particular focus on international relations and politico-military concerns. As commander of United States Transportation Command, Fraser was in charge of managing all global air, land and sea transportation. He retired on May 5, 2014.
Lieutenant General Larry D. James is a former senior officer in the United States Air Force and is currently a civilian NASA administrator. He is the deputy director of NASA's Jet Propulsion Laboratory, where he also acted as the interim director from August 21, 2021 to May 16, 2022. He acts as the Laboratory's Chief Operating Officer responsible to the Director for the day-to-day management of JPL's resources and activities. This includes managing the Laboratory's solar system exploration, Mars, astronomy, physics, Earth science, interplanetary network programs, and all business operations. These activities employ 5000 scientists, engineers, technicians, and business support personnel, generating $1.8 billion in annual revenues. Prior to his current role, he served as the Deputy Chief of Staff for Intelligence, Surveillance and Reconnaissance, Headquarters United States Air Force. James' prior commands included the 14th Air Force and Joint Functional Component Command for Space from Vandenberg Air Force Base in California.
Richard E. Webber is a retired United States Air Force major general. He was the first commander of the Twenty-Fourth Air Force, which is focused on cyberspace operations. The Twenty-Fourth Air Force is located in San Antonio, Texas, and stood up in place of the originally proposed larger Major Command organization, Air Force Cyber Command. Webber graduated from the United States Air Force Academy in 1975 and has worked in the space and missile career field.

In this role, he led all Department of Defense space forces aligned with USSTRATCOM and provided tailored, responsive, local and global effects in support of national, USSTRATCOM and combatant commander objectives. As Director for Mission Operations, he led operations for all NRO overhead reconnaissance systems, ground stations, operational communications, and the operations center used to conduct intelligence activities essential for the national security of the United States and its allies.
