The California State Transportation Agency (CalSTA) is a state cabinet-level agency with the government of California. The agency is responsible for transportation-related departments within the state. [1] The agency was created under governor Jerry Brown in 2013 after the previous Business, Transportation and Housing Agency's portfolio underwent reorganization.
David S. Kim became the third Secretary of the California State Transportation Agency (CalSTA) on July 1, 2019, following his appointment by Governor Gavin Newsom in April 2019. [2] [3]
In February 2022, Governor Newsom appointed Toks Omishakin - who at that time was Director of the California Department of Transportation (Caltrans) - as the Secretary of the California State Transportation Agency (CalSTA).

The California Department of Transportation (Caltrans) is an executive department of the U.S. state of California. The department is part of the cabinet-level California State Transportation Agency (CalSTA). Caltrans is headquartered in Sacramento.
The California Highway Patrol (CHP) is the principal state police agency for the U.S. state of California. The CHP has primary patrol jurisdiction over all California highways and roads and streets outside city limits, and can exercise law enforcement powers anywhere within the state. The California Highway Patrol can assist local and county agencies and can patrol major city streets along with local and county law enforcement, state and interstate highways, and is the primary law enforcement agency in rural parts of the state.

The California State Police (CSP) was a state level security police agency founded on March 15, 1887 which primarily served to protect the State Capitol Building, the Governor and other state officials, and other state agencies that did not have their own police force. The CSP also provided services to many different California state agencies, including performing tax seizures for the California Franchise Tax Board and Board of Equalization, as well as patrolling the California Aqueduct. They provided investigative services to elected officials through their Threat Assessment Detail and criminal investigations of crimes committed against the state through the Bureau of Investigative Services. Detectives and line officers routinely conducted investigations with other state agencies and allied law enforcement departments. The California State Police merged with the California Highway Patrol in 1995.

The California Department of Motor Vehicles (DMV) is the state agency that registers motor vehicles and boats and issues driver licenses in the U.S. state of California. It regulates new car dealers, commercial cargo carriers, private driving schools, and private traffic schools. The DMV works with the superior courts of California to promptly record convictions against driver licenses, and initiates administrative proceedings before its own administrative law judges to suspend or revoke licenses when drivers accumulate excessive convictions. It issues California license plates and driver's licenses. The DMV also issues identification cards to people who request one.

In the United States, the state police is a police body unique to each U.S. state, having statewide authority to conduct law enforcement activities and criminal investigations. In general, state police officers or highway patrol officers, known as state troopers, perform functions that do not fall within the jurisdiction of a county’s sheriff, such as enforcing traffic laws on state highways and interstates, overseeing security of state capitol complexes, protecting governors, training new officers for local police forces too small to operate an academy and providing technological and scientific services. It is overseen by the 11-member Prison Industry Board, which is chaired by the CDCR Secretary. The Government Operations Agency (CalGovOps) is the California government agency responsible for administering state operations including procurement, real estate, information technology, and human resources. Amy Tong was appointed Secretary of Government Operations by Governor Gavin Newsom in March of 2022. Previously, the role was held by Secretary Yolanda Richardson and Secretary Marybel Batjer, who was appointed as the inaugural agency secretary in June 2013 by then-Governor Jerry Brown.
The California Manual on Uniform Traffic Control Devices is the standard for traffic signs, road surface markings, and traffic signals in the U.S. state of California. It is developed by the California Department of Transportation (Caltrans) Division of Safety Programs "in substantial conformance to" the national Manual on Uniform Traffic Control Devices developed by the Federal Highway Administration. The first edition of the CA MUTCD was published in 2006, replacing an earlier supplement to the national MUTCD. The most recent edition was published in 2014, incorporating the 2009 edition of the national MUTCD. California is one of ten states that publish their own editions of the MUTCD. The CA MUTCD defines the content and placement of traffic signs. Design specifications are detailed on a section of the Caltrans website that is based on the national Standard Highway Signs and Markings (SHSM) document.
