The California Bureau for Private Postsecondary Education (BPPE) is a unit of the California Department of Consumer Affairs charged with regulation of private postsecondary educational institutions operating in the state of California.

The BPPE is not an accrediting agency. Its primary purpose is to prevent fraudulent diploma mills. [1] Institutions that are approved to operate in California by the Bureau still need to separately obtain educational accreditation from national or regional accrediting body recognized by the U.S. Department of Education for its students to qualify for federal financial aid, such as Pell Grants. [2]

Purpose

The California Bureau of Private Postsecondary Education (BPPE) is not an accreditor, but rather approves postsecondary schools to operate in the state that meet "minimum standards established by the Bureau for integrity, financial stability, and educational quality". [3]

The Bureau provides "oversight of California's private postsecondary educational institutions by conducting qualitative reviews of educational programs and operating standards, proactively combating unlicensed activity, impartially resolving student and consumer complaints, and conducting outreach". [4] The Bureau conducts announced and unannounced compliance inspections, and investigates complaints about fraud. [5]

The BPPE website includes lists of Denied Schools, Compliance Inspection Results, Disciplinary Actions etc allowing potential students and their funders to check the status of individual institutions. For example Coding House Institute has been on the Denied Schools list since 2 March 2018. The Disciplinary Actions page provides all of the formal documentation that explains the background to the denial and the legal steps taken. [6]

History

Private colleges were previously regulated by the California Department of Education. Reforms, including the Maxine Waters School Reform and Student Protection Act were implemented during the late 1980s and 1990s. These laws created the California Bureau for Private Postsecondary and Vocational Education (BPPVE). The laws authorizing these reforms expired without immediate replacement, and from the start of 2007 until the end of 2009, California did not have any agency regulating private schools. [7]

The Private Postsecondary Education Act of 2009, which was signed into law on October 11, 2009, [8] created the BPPE as part of the Department of Consumer Affairs to regulate private postsecondary educational institutions operating in California. [7] The BPPE began operation on January 1, 2010.

Everest University was an American private university based in Florida. From 2015 to 2020, the schools were operated by nonprofit Zenith Education Group, after former for-profit owner Corinthian Colleges shut down its operations. It was founded in 1940 as Fort Lauderdale College of Business and Finance and later known as the Florida Metropolitan University, a name it held until 2010. The Florida-based university offered online courses for students throughout the country. Programs focused on career orientation, offering day, night, weekend and online programs for working adults, with programs and schedules varying by campus.

The California Bureau for Private Postsecondary and Vocational Education (BPPVE) was a unit of the California Department of Consumer Affairs whose purpose was to protect students by establishing academic standards for private institutions of higher education in California. BPPVE approval or exemption was required by the State of California to ensure consumer safety from fraudulent or substandard education providers. The agency ceased operation on July 1, 2007, when the legislative authority for its creation expired. A new agency, the California Bureau for Private Postsecondary Education, took its place on January 1, 2010.

International American University (IAU) is a private for-profit university in Palmdale and Los Angeles, California. It started operations in 2005 in Los Angeles, as the Management Institute of America, Inc.

Silicon Valley University (SVU) was a private, non-profit higher educational institution located in San Jose, California. The university was accredited by the Accrediting Council for Independent Colleges and Schools (ACICS) at the bachelor's degree and master's degree levels until December 7, 2017. On April 5, 2018, the state regulators of California ordered SVU to close and refund students' money within 45 days. On May 24, 2021, SVU was granted an Approval to Operate for an Institution Non-Accredited by the California Bureau for Private Postsecondary Education (BPPE) by the State of California.

The Institute for Advanced Study of Human Sexuality (IASHS) was a private, unaccredited, for-profit graduate school and resource center for the field of sexology in San Francisco, California. It was established in 1976 and closed in 2018. Degree and certificate programs focused on public health, sex therapy, and sexological research.

Warren National University, previously known as Kennedy-Western University, was an unaccredited private distance learning university that claimed to offer undergraduate and graduate degrees in the United States from 1984 to 2009. It has been described by federal investigators and news sources as a diploma mill, a designation it has disputed. Its administrative offices were located in Agoura Hills, California.

LABI College, California is private coed Bible college in the Avocado Heights district of La Puente, California. It was founded in 1926. In 1950 the institute moved to its current location in La Puente. LABI College is one of the oldest Hispanic Bible Colleges in the country.

Coding House was a coding bootcamp in Silicon Valley, California. The 14-week-long bootcamp taught students JavaScript and other technologies. Founded in 2014 by Nicholas James, it was ordered shut down in November 2016 by the regulatory agency California Bureau for Private Postsecondary Education (BPPE) for violating California law many times. BPPE denied Coding House's licensing application three times and found that Coding House had engaged in false advertising.
