Educational accreditation

Educational accreditation is a quality assurance process under which services and operations of educational institutions or programs are evaluated and verified by an external body to determine whether applicable and recognized standards are met. If standards are met, accredited status is granted by the appropriate agency.

In most countries, the function of educational accreditation is conducted by a government organization, such as the Ministry of Education. The United States government instead delegates the quality assurance process to private non-profit organizations. [1] Those organizations are formally called accreditors. In order to receive federal funding and any other type of federal recognition, all accreditors in the US must, in turn, be recognized by the National Advisory Committee on Institutional Quality and Integrity (NACIQI), which is an advisory body to the U.S. Secretary of Education. The federal government is, therefore, still the top-level architect and controlling authority of accreditation. [2] The U.S. accreditation process was developed in the late 19th century and early 20th century after educational institutions perceived a need for improved coordination and articulation between secondary and post-secondary educational institutions, along with standardization of requirements between the two levels. In higher education

Accreditation of higher education varies by jurisdiction and may focus on either or both the institution and the individual programs of study.

Higher education accreditation in the United States has long been established as a peer review process coordinated by accreditation commissions and member institutions. The federal government began to play a limited role in higher education accreditation in 1952 with the reauthorization of the GI Bill for Korean War veterans. [6] With the creation of the U.S. Department of Education and under the terms of the Higher Education Act of 1965, as amended, the U.S. Secretary of Education is required by law to publish a list of nationally recognized accrediting agencies for higher education.

In the European Union, the European Association for Quality Assurance in Higher Education registers quality assurance agencies that provide accreditation.

In primary and secondary education

In the United States, there is no federal government list of recognized accreditation agencies for primary and secondary schools like there is for higher education.[ citation needed ] Public schools must adhere to criteria set by the state governments, and there is wide variation among the individual states in the requirements applied to non-public primary and secondary schools. [7] There are seven regional accreditors in the United States that have historically accredited elementary schools, junior high schools, middle schools, high schools, as well as institutions of higher education. [8] Some of the regional accreditors, such as, Middle States Association of Colleges and Schools, International Association for Learner Driven Schools (IALDS), New England Association of Schools and Colleges, Western Association of Schools and Colleges AdvancED, and some independent associations, such as the Association of Christian Schools International [9] and Council of Islamic Schools of North America (CISNA), [10] have expanded their accreditation activity to include schools outside the United States. The Council for Higher Education Accreditation (CHEA) is a United States organization of degree-granting colleges and universities. It identifies its purpose as providing national advocacy for academic quality through accreditation in order to certify the quality of higher education accrediting organizations, including regional, faith-based, private, career, and programmatic accrediting organizations.

An accreditation mill is an organization that purports to award educational accreditation to higher education institutions without having government authority or recognition from mainstream academia to operate as an accreditor. Implicit in the terminology is the assumption that the "mill" has low standards for such accreditation. Accreditation mills are much like diploma mills, and in many cases are closely associated with diploma mills. The "accreditation" they supply has no legal or academic value but is used in diploma mill marketing to help attract students.

The Distance Education Accrediting Commission (DEAC), formerly the National Home Study Council and then as the Distance Education and Training Council, is a non-profit national educational accreditation agency in the United States specializing in the accreditation of distance education programs of study and institutions. The U.S. Department of Education identifies DEAC to be among the recognized institutional accrediting agencies in the U.S. that are reliable authorities on the quality of education offered by the institutions they accredit.

The CCE seeks to ensure the quality of chiropractic education in the United States by means of accreditation, educational improvement, and public information. The CCE develops accreditation criteria to assess how effectively programs or institutions plan, implement, and evaluate their mission and goals, program objectives, inputs, resources, and outcomes of their chiropractic programs. The CCE is also recognized by the Council for Higher Education Accreditation (CHEA) and is a member of the Association of Specialized and Professional Accreditors (ASPA).

National Academy of Higher Education (NAHE) identifies itself as an organization specializing in evaluation of people's educational credentials. Some United States educational authorities identify it as an unrecognized accreditation organization or accreditation mill. NAHE charges fees for a service described as an evaluation of the educational credentials of clients who have studied in other countries or attained degrees through alternative methods.

The National Association of Private Nontraditional Schools and Colleges (NAPNSC) was a United States educational accreditation agency, based in Grand Junction, Colorado, that was not recognized by the U.S. Department of Education or the Council for Higher Education Accreditation. NAPNSC specialized in the accreditation of higher education institutions that exclusively offer distance education programs.

It is a non-profit institution recognized by the Turks and Caicos Islands Ministry of Education, Labour, Employment and Customer Service to offer accredited undergraduate, graduate, post-graduate degree programs and certificate programs in various disciplines taught by over 100 faculty members.
