Canadian Policy Research Networks (CPRN) was a non-profit, non-partisan socio-economic think tank based in Ottawa, Ontario, Canada, with a focus on citizen engagement and policy research and analysis.

History

Founded in 1994, CPRN produced several hundred research documents on a wide variety of public policy issues, including citizenship; diversity and Canadian values; productivity and skills; health and an aging population; and the environment. CPRN also hosted the site JobQuality.ca which provided resources on the quality of jobs in Canada. [1] CPRN produced more than 700 publications which touched on almost all the major socio-economic challenges facing Canada.

According to a federal government external evaluation from 2005, CPRN was "somewhat unique among [Canadian] think tanks" having developed expertise in health, work and social policy "with a special niche in the area of systematic public engagement". [2] In Think Tanks Across Nations, the authors flag CPRN as having had an important interdisciplinary approach to policy research and state that this is "something which...few think tanks ever accomplish." [3] Research from the Johnson-Shoyama Graduate School of Public Policy, University of Regina states that CPRN had "a major influence on Canadian social policy decision-makers" and was "responsive to the needs of decision-makers in producing policies capable of implementation within short time frames." [4] They further note that CPRN was once Canada's most influential social policy think tank based on website visibility and influence. [5]

In 2003, CPRN won Carleton University's Kroeger College Award in Public Discourse, [6] in recognition of "excellence in contributing to the quality of public debate in Canada." Dr. Sharon Manson Singer was the most recent President of Canadian Policy Research Networks. The Founder and Past-President of CPRN was Judith Maxwell, [7] who was formerly the Chair of the Economic Council of Canada. [8]

On October 27, 2009 it was announced that CPRN would close its doors on December 23, 2009 after 15 years of public service, due to lack of government, private and other public funding resources. [9]

On December 23, 2009, CPRN announced that Carleton University will now house the complete body of CPRN reports and publications in hard copy and all archival materials. The documents will be available for use to the general public, free of charge, at the university library. Carleton University also agreed to host and maintain the CPRN website for seven years after the closure date (to 2017) which will permit electronic access to 15-years of CPRN downloadable reports, free of charge. According to Roseann O'Reilly Runte, President of Carleton University,"Carleton has a long tradition as a leader in groundbreaking public policy research. Serving as the repository of the CPRN archive will guarantee that our students, researchers and the public continue to have access to the significant body of work undertaken by CPRN over the past 15 years." [10]

Services

CPRN had provided original evidence-based research, public policy briefs and recommendations, deliberative dialogues and citizen engagement, stakeholder engagement with business, community and government leaders, and knowledge translation for important public policy issues.

The Canadian Index of Wellbeing (CIW) is a composite index, composed of eight interconnected domains that measures stability and change in the wellbeing of Canadians over time. The CIW describes wellbeing as, "The presence of the highest possible quality of life in its full breadth of expression, focused on but not necessarily exclusive to: good living, standards, robust health, a sustainable environment, vital communities, an educated populace, balanced time use, high levels of democratic participation, and access to and participation in leisure and culture". The CIW acts as a companion measure of societal progress to the Gross Domestic Product (GDP), which is based solely upon economic productivity.

The Arthur Kroeger College of Public Affairs, colloquially known as Arthur Kroeger College or AKC, is a specialized institute within the Faculty of Public Affairs at Carleton University in Ottawa, Ontario. The College offers undergraduate and graduate programs in the fields of public policy, international studies, and political management. These include the Bachelor of Public Affairs and Policy Management (BPAPM), the Bachelor of Global and International Studies (BGInS), the Master of Political Management (MPM), and the MA in Migration and Diaspora Studies (MDS).

The Center for Governmental Studies (CGS) was an American non-profit, nonpartisan organization founded in 1983, which provided 28 years of policy research and recommended improvements to political and government processes in California. It created innovative political and media solutions like the web-based Digital Democracy system to empower citizens and help them to become more engaged in their communities, state and local governments. CGS identified policy problems, conducted factual and legal research, built consensus for reforms, drafted model laws, shaped public opinion, educated the public and communicated with elected and opinion leaders. CGS ceased operations in 2011.

The Policy Research Centre is a UK think tank based at The Islamic Foundation in Markfield, Leicestershire. The Centre specialises in research, policy advice and training on British Muslim related issues. It brings together policy, academic and community expertise to inform and help shape current policy thinking. It has worked with civil society, Muslim communities and local and national governments.

The Employment Policies Institute is a fiscally conservative, non-profit American think tank that conducts and publishes research on employment issues, particularly aimed towards reducing the minimum wage. It was established in 1991 by Richard Berman, and it has been described as "a nonprofit research group that studies issues of entry-level employment."

The National Education Policy Center (NEPC) is a non-profit education policy research center located in the School of Education at the University of Colorado at Boulder. It was founded in 2010 and is funded by a variety of governmental organizations, NGOs, and foundations. The Center’s publications are intended for a broad audience that includes academic experts, policy makers, the media, and the general public. The Center's goal is to provide high quality information in support of democratic deliberation about education policy. The Center sponsors research, produces policy briefs, and publishes expert third party reviews of think tank reports. NEPC will house a new Initiative on Diversity, Equity, and Learning (IDEAL), which is funded by the Ford Foundation. NEPC is also the home of the Education Policy Alliance, a nationwide network of university-based research centers and organizations engaged in education policy research.

<span class="mw-page-title-main">Yankee Institute for Public Policy</span> American political think tank

The Yankee Institute for Public Policy is a conservative American think tank based in Hartford, Connecticut, that researches Connecticut public policy questions. Organized as a 501(c)(3), the group's stated mission is to "develop and advocate for free market, limited government public policy solutions in Connecticut." Yankee was founded in 1984 by Bernard Zimmern, a French entrepreneur who was living in Norwalk, Connecticut, and Professor Gerald Gunderson of Trinity College. The organization is a member of the State Policy Network.

The International Centre for Policy Studies (ICPS) is an independent NGO, founded in 1994 which aims to promote public policy concepts and practice and apply them to influential policy research that affects both the public and private sectors in Ukraine.

Voter turnout in Canada is lowest for young voters. A general decline in electoral participation among the under-35 population has been observed in many democratic countries around the world, especially in Canada. "The youngest age cohort did experience a bump upwards in estimated voter turnout from 37% in the 2004 federal general election to 43.8% for the election that followed, before descending to 37.4% for the 2008 federal general election." Participation in provincial elections for youth aged 18 to 24 was 28% in 2001. However, in the 2005 provincial election, the turnout in this age group increased to 35%. In 2015 youth participation reached a record high at 57.1%. Evidently, low voter turnout of young Canadians has generated a great deal of concern.

The School of Public Policy and Administration at Carleton University (SPPA) is the public policy school of Carleton University in Ottawa, Ontario, Canada. Established in 1953, it is Canada's oldest graduate school in the field of policy studies and public management. Since its establishment, it has produced several prominent leaders within the Canadian public and non-profit sectors, and has led research activities in this area.

<span class="mw-page-title-main">Institute for Public Policy and Good Governance</span>

The Institute for Public Policy and Good Governance is an Albanian think tank based in Tirana, Albania. Being focused in public policy and good governance issues, IPPM conducts research and promotes best practices for the good governance in public and private sector being guided from the principles of transparency and public integrity. Its primary focus consists in analyzing public finances developments in Albania and in the Southeastern Europe countries.

The Arctic Institute – Center for Circumpolar Security Studies, often referred to as The Arctic Institute or TAI, is an international think tank founded in 2011 and headquartered in Washington, D.C. The Institute's mission is to inform Arctic policy through interdisciplinary, inclusive research that addresses the most critical issues in the circumpolar Arctic. TAI is composed of researchers from around the world. The University of Pennsylvania's Global Go To Think Tank Index has consistently ranked The Arctic Institute among the top one hundred best think tanks in the United States since 2016. Lillian Hussong has served as the interim managing director since August 2021.

<span class="mw-page-title-main">Judith Maxwell</span> Canadian political scientist and economist

Judith Maxwell is a co-founder of Synapcity. She received her bachelor's degree in commerce from Dalhousie University in 1963. From 1994 to 2006 she was the President of the Canadian Policy Research Network (CPRN). Prior to that, she was the Chair of the Economic Council of Canada. Her involvements in the public and private sectors have led her to receive honorary degrees from eight Canadian universities and a community college.
