The Center for Governmental Studies (CGS) was an American non-profit, nonpartisan organization founded in 1983, which provided 28 years of policy research and recommended improvements to political and government processes in California. It created innovative political and media solutions like the web-based Digital Democracy system to empower citizens and help them to become more engaged in their communities, state and local governments. [1] [2] [3] CGS identified policy problems, conducted factual and legal research, built consensus for reforms, drafted model laws, shaped public opinion, educated the public and communicated with elected and opinion leaders. CGS ceased operations in 2011. [4]

CGS developed a reputation for working across party lines and bringing together political leaders from both parties on projects that influenced legislation, campaign finance reporting and political discourse in California. [5] [6] During its active years, CGS pursued efforts such as campaign finance reform, state budget reform, and higher education funding and reform, [5] [7] as well as supplying fresh, analysis and data-based perspectives on issues such as term limits, ballot propositions, and open primaries. [8]

In October 2011, the organization announced that it would be closing on October 20, 2011. The announcement cited a decline in funding, which the organization attributed to both the poor economy and a "dramatically polarized political environment", as reasons for the decision. The organization's founders, Bob Stern and Tracy Westen, were reportedly in negotiations with Claremont Graduate University to provide a base of operations. [5] [6]

Legacy

In 1991, CGS established The California Channel, which it described as "the nation's largest satellite-fed, public affairs cable television channel, now serving close to six million homes with gavel-to-gavel coverage of the state legislature’s floor sessions and committee hearings, governor's press conferences and occasional California supreme Court oral arguments, and operated 24 hours a day by the California Cable Television Association." CGS maintains PolicyArchive as a free public resource. It is a searchable digital archive of global, non-partisan public policy research. Its stated goal, "Ultimately, PolicyArchive will indefinitely preserve the life of public policy research, substantially increase its impact, and provide society at large with long-term access to the benefits of that important research." [9] In 2008, CGS collected and bundled "Presidential Advisory '08", public policy recommendations from more than 20 think tanks, which it delivered to the new president-elect and also made them publicly available and searchable online. "The new policy collection emphasizes policy issues that currently dominate the national dialogue, including the economy, education, energy, foreign policy, healthcare, media, and national security. Think tanks from across the political spectrum have contributed their proposals to this collection, including Better World Campaign, Brookings, Common Cause, Center for American Progress, Center for the Study of the Presidency, National Center for Policy Analysis, and Urban Institute." Funding

As a non-profit organization, CGS relied on both individual and foundation support. Major funders were listed on their website. [12] Between 2008 and the close of CGS in 2011, contributions to the group dropped by 80 percent and expenses exceeded income by $1.6 million, according to government records. [6]

Timbro Swedish free market think tank and publishing company

Timbro is a free market think tank and publishing company located in Stockholm, Sweden. In its present form Timbro was founded in 1978 by Sture Eskilsson and the Swedish Employers’ Association, a precursor to the Confederation of Swedish Enterprise. Since 2003, Timbro is being financed by the Swedish Free Enterprise Foundation. In 2013, the foundation received a renewed financial commitment from the Confederation of Swedish Enterprise to ensure its long-term existence.

Centre for Policy Studies

The Centre for Policy Studies (CPS) is a think tank and pressure group in the United Kingdom. Its goal is to promote coherent and practical policies based on its founding principles of: free markets, "small state," low tax, national independence, self determination and responsibility. While being independent, the centre has historical links to the Conservative Party.

Konrad Adenauer Foundation

The Konrad Adenauer Foundation is a German political party foundation associated with but independent of the centre-right Christian Democratic Union (CDU). The foundation's headquarters are located in Sankt Augustin near Bonn, as well as in Berlin. Globally, the KAS has 78 offices and runs programs in over 100 countries. Its current chairman is the former President of the German parliament Deutscher Bundestag, Norbert Lammert. It is a member of the Centre for European Studies, the official foundation and think tank of the European People's Party (EPP).

Turkish think tanks are relatively new, but such think tanks provide research and ideas, yet they play less important roles in policy-making when compared with American think tanks. Many of them are sister organizations of a political party or a company. There are very few university think tanks.

FAES Spanish think-tank

The FAES is a Spanish think tank. It is a non-profit liberal-conservative organisation with strong links to the Popular Party (PP); it is even known informally as the "People's Party think-tank". Its headquarters are in Madrid. Each year, the FAES publishes a Report on Activities, which can be downloaded from its website.

Israel Democracy Institute, established in 1991, is an independent center of research and action dedicated to strengthening the foundations of Israeli democracy. It is located in Jerusalem, Israel.

The Commonwealth Policy Studies Unit (CPSU) was a think-tank covering matters pertaining to the Commonwealth of Nations. It formed part of the University of London's Institute of Commonwealth Studies, itself part of the School of Advanced Study.

Leonard Seabrooke

Leonard Seabrooke is a Copenhagen Business School Professor in International Political Economy and Economic sociology in the Copenhagen Business School. Len Seabrooke's research primarily concerns the role of professionals and experts in treating social and economic problems, the politics of access to credit, tax, and property within economies, and the role of 'Global Wealth Chains' in the international political economy. He has also worked on the social sources of how states generate international financial capacity, how 'everyday politics' has influence in the world economy, how international organizations create policy scripts, and the connection between welfare systems, housing, fertility, and international finance. Seabrooke has published articles in highly ranked international peer review journals in the fields of International Political Economy and Economic and Organizational Sociology, including Annual Review of Sociology, American Sociological Review, Governance, International Studies Quarterly, Journal of European Public Policy, Organization, Public Administration, Review of International Political Economy, and many others. Seabrooke was also the Director of Studies of the Warwick Commission on International Financial Reform, which brought together economists, political scientists, and lawyers from both the scholarly and policy worlds to discuss financial reform and re-regulation.

Center for Economic and Social Development, or CESD; in Azeri, İqtisadi və Sosial İnkişaf Mərkəzi (İSİM) is an Azeri think tank, non-profit organization, NGO based in Baku, Azerbaijan. The Center was established in 2005.

Third Way is a Washington, D.C.–based public policy think tank founded in 2005. The think tank develops political and policy ideas, conducts public opinion research and hosts an array of public events, issues briefings, etc. The organization has four policy divisions: Economics, National Security, Climate & Energy, and Social Policy & Politics. Third Way develops and advocates for policies that it says represent the "modern center-left ideas".

State Policy Network Nonprofit organization in the United States

The State Policy Network (SPN) is a nonprofit organization that serves as a network for conservative and libertarian think tanks focusing on state-level policy in the United States. The network serves as a public policy clearinghouse and advises its member think tanks on fundraising, running a nonprofit, and communicating ideas. Founded in 1992, it is headquartered in Arlington, Virginia, with member groups located in all fifty states.

New Direction (think tank) European free market think tank

New Direction – The Foundation for European Reform is a political foundation at European level, think tank and publisher affiliated with the Alliance of Conservatives and Reformists in Europe (ACRE). It was established in 2010, under the patronage of Baroness Thatcher. It is based in Brussels with satellite offices in London and Warsaw.

The International Centre for Policy Studies (ICPS) is an independent NGO, founded in 1994 which aims to promote public policy concepts and practice and apply them to influential policy research that affects both the public and private sectors in Ukraine.

Balsillie School of International Affairs International affairs school

The Balsillie School of International Affairs (BSIA) is a centre for advanced research and teaching on global governance and international public policy, located in Waterloo, Ontario. As one of the largest social sciences initiatives in Canada, the school is a collaborative partnership between the University of Waterloo, Wilfrid Laurier University, and the Centre for International Governance Innovation. European Values Think-Tank

European Values Think-Tank is a Czech non-governmental organisation founded in 2005 and financed from some governments. Its incentive is to raise political culture in the Czech Republic as well as on the European level. It defines European Values as personal freedom, human dignity, solidarity, active civil society, market economy, democracy and rule of law. The organization promotes closer ties of the Czech Republic with the geopolitical West and fighting what it considers extremist ideologies.
