Charlotte Kesson-Smith Osei (born 1 February 1969) [2] is the UN International Elections Commissioner,a Ghanaian lawyer and former chairperson [2] of the Electoral Commission of Ghana from 2015 until she was dismissed in June 2018 [3] on grounds of financial malfeasance. [4] [5] [6] Her dismissal has been challenged in the Supreme Court of Ghana in two separate writs. [7] She became the first female to serve in the office of the Electoral Commission of Ghana since the country's independence. [8] She was previously the chairperson of the National Commission for Civic Education. [9] In May 2019,she was appointed by the United Nations to be on a team of international advisors,to assist in managing the 2019 presidential elections in Afghanistan. [10]
Charlotte Osei was born in Nigeria. [11] Her mother,who is of mixed West African nationality,is not Ghanaian and her father,also of mixed west African nationality,has a parent being Ghanaian.
Charlotte Osei had her secondary education at the Ghana National College in Cape Coast. She proceeded to the University of Ghana where she obtained her LLB in 1992 and Ghana School of Law where she obtained and called to the bar in 1994. [12] She also holds Master of Business Leadership (MBL) from the University of South Africa,Pretoria (2006),Master of Laws,(LLM),from Queen’s University,Kingston,Ontario,Canada. [13]
Charlotte Osei was a teaching assistant at the Faculty of Law,University of Ghana,Legon in 1994 to 1995. [14] She worked as a lawyer for Laryea Company in Accra from 1994 to 1997,then as Senior Legal Officer at the Ghana Commercial Bank from 1997 until 2002. [14] She also lectured part time in commercial law at the university from 1997 until 2003. [15]
From 2002 until 2005,Osei worked as general counsel for Unibank Ghana,and then from 2005 until 2011 as founder and lead counsel for business lawyers, [14] Prime Attorneys. [16] She was chairperson of the National Commission for Civic Education from 2011 until 2015. [17] In 2015,she was appointed chairperson of the Electoral Commission of Ghana [18] and she presided as the Returning Officer for Ghana's 2016 Presidential and Parliamentary elections [19] . She was the first female to be appointed as the chairperson of the Electoral Commission of Ghana. [20] In May 2019,the United Nations appointed Charlotte Osei as an International Non Voting Electoral Commissioner to Afghanistan,this was confirmed by a Presidential Decree issued by the President of Afghanistan,Ashraf Ghani. [21] As a Non Voting Electoral Commissioner she provided guidance to the Commission in the preparation and drafting of all election related regulations and policies,and support in the adjudication of complaints in a fair,independent and legal manner to ensure electoral justice throughout the entire electoral cycle.
On 28 June 2018,Osei was removed following a committee set up by the Chief Justice,Justice Sophia Akuffo to investigate complaints and corruption allegations leveled against her. [22] [23] The committee was set up based on the provision stipulated under Article 146(4) of the Ghanaian constitution,the recommendations of the committee required Osei to be removed due to misbehavior pursuant to Article 146(1) of the constitution. [24] The president of Ghana,Nana Akufo-Addo in accordance with the recommendations and provisions of Article156(9) of the Ghanaian constitution directed her immediate removal from office. [25] [26] The immediate past Chair of the Electoral Commission breached procurement laws in awarding several contracts prior to 2016 Ghana elections,a report by the committee that investigated her indicated. [27] Osei indicated that she would respond to the accusations made against her later. She was delaying her response due to the sudden death of the immediate Vice President of Ghana,Kwesi Amissah-Arthur. [28] The grounds for her dismissal are being challenged in the Supreme Court of Ghana by two separate writs filed by Fafali Nyonator and Abdul Malik Kweku Baako,a newspaper editor in Ghana. [7]

Politics of Ghana takes place in a framework of a presidential representative democratic republic,whereby the president of Ghana is both head of state and head of government,and of a two party system. The seat of government is at Golden Jubilee House. Executive power is exercised by the government. Legislative power is vested in both the government and Parliament. The judiciary is independent of the executive and the legislature.
The Electoral Commission of Ghana (EC) is the official body in Ghana responsible for all public elections. Made up of seven members and there are seven (7) functional departments at the Head Office. Each department is headed by a Director who is assisted by Unit Heads. The departments are:- Electoral services;Human Resource;Finance;Training;Administration;Research,Monitoring &Evaluation;Information Technology. its independence is guaranteed by the 1992 Ghana constitution. The current commission was established by the Electoral Commission Act (Act 451) of 1993. Kwadwo Afari-Gyan was the first substantive chairman of the commission in the Fourth Republic of Ghana,from 1993 to 2015. He was succeeded by Charlotte Osei as the first female chairman of the commission from 2015 to June 2018. Jean Adukwei Mensah succeeded Charlotte Osei in July 2018. On December 5,2018,the Electoral commission chaired by Jean Adukwei Mensah reverted to the old logo showing the Coat of arms of Ghana and a ballot box showing the hand casting its votes,after the controversy over the new logo.

Jean Adukwei Mensa is a Ghanaian lawyer by profession who has been serving as chairperson of the Electoral Commission of Ghana since July 2018. She was nominated by the President,Nana Addo Dankwa Akuffo-Addo to take over the chairperson of the Electoral Commission (EC) from her predecessor,Charlotte Osei. Jean Mensa was born on November 12,1971. Prior to assuming the role of chairperson of the EC,Jean Mensa spent an 18-year career at the Institute of Economic Affairs (IEA),rising to the position of executive director. As the EC chairperson,Jean Mensa declared the then presidential candidate Nana Addo Dankwa Akufo-Addo of the NPP as the president-elect of the December 7th,2020 Presidential Election.

General elections were held in Ghana on 7 December 2020. Incumbent President Nana Akufo-Addo of the New Patriotic Party (NPP) was re-elected in the first round after securing a majority of the votes. Former President John Dramani Mahama announced that he would contest the results. At the Supreme Court,a petition challenging the result was filed on 30 December,and unanimously dismissed on 4 March 2021 for lack of merit.

Following the 2016 Ghanaian general elections,Nana Akufo-Addo the flag-bearer of the New Patriotic Party,succeeded John Mahama as the 5th President of the Ghanaian Fourth Republic after winning by a landslide. He won a second term on 9 December 2020 in a tightly contested race against National Democratic Congress (NDC) candidate and former president,John Mahama.
