In law, an unincorporated area is a region of land that is not governed by a local municipal corporation; similarly an unincorporated community is a settlement that is not governed by its own local municipal corporation, but rather is administered as part of larger administrative divisions, such as a township, parish, borough, county, city, canton, state, province or country. Occasionally, municipalities dissolve or disincorporate, which may happen if they become fiscally insolvent, and services become the responsibility of a higher administration. Widespread unincorporated communities and areas are a distinguishing feature of the United States and Canada. In most other countries of the world, there are either no unincorporated areas at all, or these are very rare; typically remote, outlying, sparsely populated or uninhabited areas.

Georgia is a state in the Southeastern United States. It began as a British colony in 1733, the last and southernmost of the original Thirteen Colonies to be established. Named after King George II of Great Britain, the Province of Georgia covered the area from South Carolina south to Spanish Florida and west to French Louisiana at the Mississippi River. Georgia was the fourth state to ratify the United States Constitution, on January 2, 1788. In 1802–1804, western Georgia was split to the Mississippi Territory, which later split to form Alabama with part of former West Florida in 1819. Georgia declared its secession from the Union on January 19, 1861, and was one of the original seven Confederate states. It was the last state to be restored to the Union, on July 15, 1870. Georgia is the 24th largest and the 8th most populous of the 50 United States. From 2007 to 2008, 14 of Georgia's counties ranked among the nation's 100 fastest-growing, second only to Texas. Georgia is known as the Peach State and the Empire State of the South. Atlanta, the state's capital and most populous city, has been named a global city. The Great Depression began in August 1929, when the United States economy first went into an economic recession. Everyone in the Great Depression struggled financially due to the collapse of the banking system. The citizens of the United States voted Franklin D. Rosevelt into the presidency and he proposed the "New Deal" which he said would bring the U.S. out of depression. Although the country spent two months with declining GDP, it was not until the Wall Street Crash in October 1929 that the effects of a declining economy were felt, and a major worldwide economic downturn ensued. The stock market crash marked the beginning of a decade of high unemployment, poverty, low profits, deflation, plunging farm incomes, and lost opportunities for economic growth as well as for personal advancement. Altogether, there was a general loss of confidence in the economic future.
