Commuting zone

A commuting zone is a geographic area used in population and economic analysis. In addition to the major use of urban areas, it may be used to define rural areas which share a common market. [1]

The geographic areas of non-metro America exhibit a great deal of variation in economic and social characteristics. In addition to agricultural areas, non-metro America includes sparsely populated mountainous regions, millions of acres of heavily forested areas, small towns, light manufacturing areas, tiny coastal hamlets, and the suburban fringes of growing metro areas. What we know about this heterogeneity is based largely on data for counties. This means that our understanding of non-metro diversity comes from data on arbitrary political units.

Commuting zones (CZ's) and labor market areas (LMA's) were developed because county boundaries are not adequate confines for an area's economy. A local economy and its labor market are bounded not by the nearest county line, but by interrelationships between buyers and sellers of labor. If we are to understand the diversity of non-metro America we need a geographic standard capturing variations in local economic and labor force activities. The central objective of CZ's and LMA's was to develop such a geographic unit that better captures the economic and social diversity of non-metro areas.

For 1990, 741 commuting zones were delineated for all U.S. counties and county equivalents. These commuting zones were developed without regard to a minimum population threshold and are intended to be a spatial measure of the local labor market. Where necessary, the commuting zones were aggregated into 394 labor market areas that met the Bureau of the Census criterion of a 100,000 population minimum. This was done to acquire a special 1990 Census Public Use Microdata Sample (PUMS-L) that identifies labor market areas in which individuals work. The commuting zones and labor market areas were also classified by the population of the largest city within each of them.

In 2000, there were 709 commuting zones delineated for the U.S. using the same methodology as was used in the previous decades. Labor market areas were not estimated for 2000, because many researchers found them to be too large and not as useful as the commuting zones.

In the United States, a metropolitan statistical area (MSA) is a geographical region with a relatively high population density at its core and close economic ties throughout the region. Such regions are not legally incorporated as a city or town would be and are not legal administrative divisions like counties or separate entities such as states. As a result, sometimes the precise definition of a given metropolitan area will vary between sources. The statistical criteria for a standard metropolitan area were defined in 1949 and redefined as a metropolitan statistical area in 1983.

An exurb is an area outside the typically denser inner suburban area, at the edge of a metropolitan area, which has some economic and commuting connection to the metro area, low housing density, and growth. Exurbs consist of "agglomerations of housing and jobs outside the municipal boundaries of a primary city" and beyond the surrounding suburbs.

Urban sprawl is defined as "the spreading of urban developments on undeveloped land near a more or less densely populated city". Urban sprawl has been described as the unrestricted growth in many urban areas of housing, commercial development, and roads over large expanses of land, with little concern for very dense urban planning. Sometimes the urban areas described as the most “sprawling” are the most densely populated. In addition to describing a special form of urbanization, the term also relates to the social and environmental consequences associated with this development. Like the better-known metropolitan statistical areas, a micropolitan area is a geographic entity used for statistical purposes based on counties and county equivalents. Urban culture is the culture of towns and cities. The defining theme is the presence of a large population in a limited space that follows social norms. This makes it possible for many subcultures close to each other, exposed to social influence without necessarily intruding into the private sphere.

Catchment areas may be defined based on from where people are naturally drawn to a location or as established by governments or organizations for the provision of services.

Rural poverty refers to situations where people living in non-urban regions are in a state or condition of lacking the financial resources and essentials for living. It takes account of factors of rural society, rural economy, and political systems that give rise to the marginalization and economic disadvantage found there. Rural areas, because of their small, spread-out populations, typically have less well maintained infrastructure and a harder time accessing markets, which tend to be concentrated in population centers.

A labor market area is a geographic area or region defined for purposes of compiling, reporting, and evaluating employment, unemployment, workforce availability, and related topics. It can be defined as an economically integrated region within which residents can find jobs within a reasonable commuting distance or can change their employment without changing their place of residence.

Rural diversity refers to the presence of a diverse population of people in a low-density area outside of a city. While the term "rural" is contextual, it generally refers to a relatively low population density, a land-based economy, and a distinct regional identity. Some researchers have defined rurality as existing on a continuum. A report estimates that in 2020, 43.85% of the world's population was living in rural areas. However, the United Nations predicts that this number will shrink in the coming years; projecting that 68% of the worlds population will live in urban areas by 2050. Rural areas may lack diversity in demographics like religion, race, ethnicity, sexual orientation, gender identity, mental health, socioeconomic status, physical ability, or other socially significant identifiers.
