The Metropolitan Conditions of Fitness for Taxis set out the requirements for vehicles that may be used as licensed Hackney carriage taxi cabs in London. They are what makes London's taxis unique in the world and are governed by Transport for London's Taxi and Private Hire office (formerly the Public Carriage office).

Rules governing London's horse cabs had been in existence in one form or another since the 17th century, but the first Conditions of Fitness specifically written for motor cabs were introduced in May 1906 by the then licensing authority, the Public Carriage Office, which was part of the Metropolitan Police. They were written under the guidance of W. Worby Beaumont, who was recommended to the Public Carriage Office by Lord Montagu of Beaulieu. As well as laying down the 25 ft turning circle, they also demanded a 10-inch ground clearance. These regulations remained virtually unaltered until 1927, when they were reviewed, and the ground clearance relaxed to 7 inches. A demand for the turning circle to be relaxed to 35 ft was refused. The rules received minor changes to fit in with the changes in motor vehicle design, but a second major review was launched by the government after the turmoil surrounding the introduction of the minicab. The status quo was maintained, although the demand for a separate chassis was done away with.

In 2002, the Conditions of Fitness, or more specifically the turning circle was challenged by a group of people who were adapting existing commercial vehicles into wheelchair accessible taxis for the provincial market. They wanted to enter the London market and argued that, with modern power steering the turning circle, which was a barrier to their entry was no longer necessary. The review found once more in favour of the status quo, but this decision was challenged by judicial review. After a protracted study, the PCO again found that the turning circle was essential to maintain mobility. The current conditions have been applicable since 1 January 2007. [1]

The conditions require that all vehicles manufactured for use as licensed taxi cabs in London must be inspected for compliance with the standard before use. They regulate compliance with general UK and European vehicle standards and with specific design requirements including access to the vehicle, dimensions and layout, manoeuvrability, visibility and equipment.

Amongst the main requirements are the need for separate passenger and driver compartments, high internal headroom, a ramp for wheelchair user access and the ability to turn through 180° on either lock between two walls 8.535 m (28 ft) apart to minimise the impact of the many taxis operating in the city on other road users. Two production vehicle models comply with the current conditions: the London Taxi Company TX4 and a specially-modified taxi variant of the Mercedes-Benz Vito with steerable rear wheels. [3]

The Mercedes-Benz Sprinter is a light commercial vehicle (van) built by Mercedes-Benz Group AG of Stuttgart, Germany as a large van, chassis cab, minibus, and pickup truck. In the past, the Sprinter had been sold under the Mercedes-Benz, Dodge, and Freightliner nameplates. In the U.S., it was built from complete knock down (CKD) kits by Freightliner. Re-badged and re-engined Sprinters were also sold by Volkswagen Commercial Vehicles as the Volkswagen LT and the Volkswagen Crafter. They are now primarily marketed by Mercedes-Benz.

<span class="mw-page-title-main">Austin FX4</span> Motor vehicle

The Austin FX4 is a hackney carriage that was produced from 1958 until 1997. It was sold by Austin from 1958 until 1982, when Carbodies, who had been producing the FX4 for Austin, took over the intellectual rights to the car. Carbodies continued production until 1984, when London Taxis International took over rights and continued producing it until 1997. In all, more than 75,000 FX4s were built. The FX4 also featured as a playable car in the 2018 video game Forza Horizon 4.

A mobility scooter is an electric vehicle and mobility aid mostly auxiliary to a power wheelchair but configured like a motorscooter. When motorized they are commonly referred to as a power-operated vehicle/scooter, or electric scooter. Taxicabs in a single country often share a set of common properties, but there is a wide variation from country to country in the vehicles used, the circumstances under which they may be hired and the regulatory regime to which these are subject.

<span class="mw-page-title-main">Taxis of the United Kingdom</span>

Taxicabs are regulated throughout the United Kingdom, but the regulation of taxicabs in London is especially rigorous with regard to mechanical integrity and driver knowledge. An official report observed that: "Little however is known about the regulation by anyone outside the trade. The Public Carriage Office (PCO), which regulates and licenses taxis and private hire was transferred from the Metropolitan Police to become part of Transport for London in 2000." In 2015, there were around 298,000 licensed drivers in England, of which 164,000 were private hire licences, 62,000 were taxi licences and 72,000 were dual licences.

Taxis in Australia are highly regulated by each Australian state and territory, with each state and territory having its own history and structure. In December 2014, there were 21,344 taxis in Australia. Taxis in Australia are required to be licensed and are typically required to operate and charge on a fitted taximeter. Taxi fare rates are set by State or Territory governments. A vehicle without a meter is generally not considered to be a taxi, and may be described, for example, as a hire car, limousine, carpool, etc. Most taxis today are fueled by liquid petroleum gas. The Austin FX3 is a taxicab that was sold in the United Kingdom by the Austin from 1948 to 1958. It was designed to comply with the Metropolitan Police Conditions of Fitness for London taxicabs, but was also used in other towns and cities in the UK. It was commissioned from Austin by taxi dealers Mann & Overton and built by Carbodies of Coventry on a chassis supplied by Austin.

Mercedes-Benz is a popular brand of taxi in numerous countries worldwide. Some countries, such as Morocco, imported thousands of Mercedes-Benz taxi vehicles during the 1990s and as many as 55,000 were known to still be in use as of 2014. Mercedes offers specially configured vehicles designed for use as taxis as new from the factory.

<span class="mw-page-title-main">Bersey electric cab</span>

The Bersey Electric Cab was an early electric-powered vehicle and the first electric taxi cab in London. Developed by Walter Bersey the vehicles reportedly had a top speed of 12 mph (19 km/h) and could carry two passengers. An initial service of 12 cabs began on 19 August 1897 and a total of 77 were built, with a maximum of 75 in service at once. They were initially popular and were nicknamed "hummingbirds" for the sound they made and their distinctive livery. The vehicles suffered badly from wear in service owing to their heavy weight. This damaged the batteries and tyres, which were expensive to replace, and made their operation unprofitable. The cabs were withdrawn in August 1899 and electric cabs did not return to the streets of London until the Nissan Dynamo was introduced in October 2019.
