The Congressional Wildlife Refuge Caucus (CWRC) is a large bi-partisan Congressional Member Organization in the U.S. House of Representatives formed to support the National Wildlife Refuge System through legislation, funding, and education.
The Congressional Wildlife Refuge Caucus was established in September 2006 by Congressmen Ron Kind (D-WI) and Jim Saxton (R-NJ) along with vice co-chairs Michael Castle (R-DE) and Mike Thompson (D-CA) with a call to manage the National Wildlife Refuge System in the tradition of President Theodore Roosevelt, who established the first National Wildlife Refuge in 1903 . The formation of the CWRC was largely a response to budget shortfalls that resulted in multi-billion dollar maintenance backlogs and staff shortages that, many agreed, was preventing the Refuge System from fulfilling its basic mission.
The mission of the Congressional Wildlife Refuge Caucus is to fortify, protect and preserve the National Wildlife Refuge System by supporting adequate Refuge funding, working for the strategic growth of the Refuge System through easements and targeted land acquisition and by promoting legislation to improve the Refuge System. The CWRC also aims to educate members of Congress about the increasing number of challenges facing the System through briefings and other forms of outreach.

The Congressional Wildlife Refuge Caucus co-chairs have introduced the Refuge Ecology Protection, Assistance & Immediate Response (REPAIR) Act, a bill aimed at reducing harmful non-native (invasive) species on land in and adjacent to National Wildlife Refuges. The REPAIR Act is intended to provide a cost-effective approach to maximize invasive species eradication efforts by establishing a grant program and codifying in law the highly successful Volunteer Invasives Monitoring Program (VIMP).
The Caucus also submits letters to federal appropriators and administration officials calling for specific dollar amounts in Refuge System appropriations that help drive the Refuge funding discussion in Congress. The co-chairs also author op-ed pieces magazines and newspapers to educate the public on the challenges facing the Refuge System. Caucus members also play an active role in committee hearings concerning the National Wildlife Refuge System, primarily in the House Natural Resources Committee, to collect testimony from managers and experts on legislation concerning the Refuge System.
The CWRC is currently led by Rep. Rob Wittman (R-VA), Rep. Nancy Mace (R-SC), Rep. Jenniffer González-Colón (R-PR), Rep. Gabe Vasquez (D-NM), Rep. Melanie Stansbury (D-NM), Rep. Val Hoyle (D-OR) and Rep. Mike Thompson (D-CA). Past co-chairs include Rep. Ed Perlmutter (D-CO) and Rep. Michael Castle (R-DE). [1]
The CWRC launched with 100 founding members and had grown to 139 members representing 41 States and 182 Wildlife Refuges as of November, 2009 .

Michael Makoto Honda is an American politician. A member of the Democratic Party, he served in Congress from 2001 to 2017.
Raúl Manuel Grijalva is an American politician and activist who has served as the United States representative for Arizona's 7th congressional district since 2023 and Arizona's 3rd congressional district from 2003 to 2023. He is a member of the Democratic Party. The district was numbered as the 7th from 2003 to 2013 and includes the western third of Tucson, part of Yuma and Nogales, and some peripheral parts of metro Phoenix. Grijalva is the dean of Arizona's congressional delegation.
Barbara Jean Lee is an American politician who served as a U.S. representative from California from 1998 to 2025. A member of the Democratic Party, Lee represented California's 12th congressional district, which is based in Oakland and covers most of the northern part of Alameda County. According to the Cook Partisan Voting Index, it is one of the nation's most Democratic districts, with a rating of D+40.
Anna A. Eshoo is an American politician who served as the U.S. representative for California's 16th congressional district from 1993 to 2025. She is a member of the Democratic Party. The district, numbered as the 18th district from 2013 to 2023, is based in Silicon Valley, including the cities of Redwood City, Sunnyvale, Mountain View, and Palo Alto, as well as part of San Jose. Eshoo is the only Assyrian-American in Congress and the only Armenian American woman in Congress. On November 21, 2023, she announced she would not seek re-election in 2024.
Susan Ellen "Zoe" Lofgren is an American politician and lawyer serving as a U.S. representative from California. A member of the Democratic Party, Lofgren is in her 15th term in Congress, having been first elected in 1994. Lofgren has long served on the House Judiciary Committee, and chaired the House Administration Committee in the 116th and 117th Congresses.
Graciela "Grace" Napolitano is an American Democratic Party politician who represented California's San Gabriel Valley and other parts of Los Angeles County in the United States House of Representatives from 1999 to 2025. Her district is currently numbered California's 31st district. She previously served in the California State Assembly and the Norwalk City Council. At the age of 88, Napolitano was the oldest sitting member of the House of Representatives at the time of her departure.
John Barry Larson is an American politician and businessman serving as the U.S. representative for Connecticut's 1st congressional district since 1999. The district is based in the state capital, Hartford. A member of the Democratic Party, Larson chaired the House Democratic Caucus during the 111th and 112th United States Congress.
Richard Ray Larsen is an American politician serving as the United States representative for Washington's 2nd congressional district since 2001. A member of the Democratic Party, Larsen is the ranking member of the House Transportation and Infrastructure Committee.
Peter Anthony DeFazio is an American politician who served as the U.S. representative for Oregon's 4th congressional district from 1987 to 2023. He is a member of the Democratic Party and is a founder of the Congressional Progressive Caucus. A native of Massachusetts and a veteran of the United States Air Force Reserve, he previously served as a county commissioner in Lane County, Oregon. On December 1, 2021, DeFazio announced he would not seek reelection in 2022.
Lloyd Alton Doggett II is an American lawyer and politician who is a U.S. representative from Texas. A Democrat, he has represented a district based in Austin since 1995, currently numbered as Texas's 37th congressional district.
Eliot Lance Engel is an American politician who served as a U.S. representative from New York from 1989 to 2021. A member of the Democratic Party, he represented a district covering portions of the north Bronx and southern Westchester County.
Doris Okada Matsui is an American politician, who has served as a member of the United States House of Representatives from California's 7th congressional district since 2005. The district, numbered as the 5th from 2005 to 2013 and the 6th from 2013 to 2023, is based in Sacramento.
Katherine Anne Castor is an American politician and lawyer currently representing Florida's 14th congressional district in the United States House of Representatives, serving since 2007. The district, numbered as the 11th district from 2007 to 2013, is based in Tampa. A Democrat, Castor was a member of the Hillsborough County Commission.
Deborah Ann Dingell is an American politician serving as a U.S. representative from Michigan since 2015, representing the state's 6th congressional district since 2023. A member of the Democratic Party, she succeeded her late husband, John Dingell, who was the longest-serving member of Congress in U.S. history.
James Austin Scott is an American politician who has been the U.S. representative for Georgia's 8th congressional district since 2011. The district stretches down the middle of the state, from just outside Macon to the Florida border. Scott served as a Republican member of the Georgia House of Representatives before being elected to the U.S. House.
Susan Lynn Brooks is an American prosecutor and politician. She is a Republican and the former U.S. Representative for Indiana's 5th congressional district. She was elected in 2012. The district includes the northern fifth of Indianapolis, as well as many of the city's affluent northern and eastern suburbs. Brooks served as the United States Attorney for the Southern District of Indiana from 2001 to 2007.
David Patrick Joyce is an American politician and attorney currently serving in the United States House of Representatives for Ohio's 14th congressional district since 2013. A member of the Republican Party, Joyce was previously the prosecutor of Geauga County, Ohio.
Joseph D. Neguse is an American lawyer and politician serving as the U.S. representative for Colorado's 2nd congressional district since 2019. The district is based in Boulder and includes many of Denver's northwestern suburbs, as well as Fort Collins. A member of the Democratic Party, he was a regent of the University of Colorado from 2008 to 2015. Neguse is the first Eritrean-American elected to the United States Congress and Colorado's first black member of Congress. Neguse has served as House assistant Democratic leader since 2024.
The Congressional Cannabis Caucus is a registered caucus in the United States Congress, formed in 2017 during the 115th session. The bipartisan caucus was founded by Republicans Dana Rohrabacher and Don Young and Democrats Earl Blumenauer and Jared Polis. The Congressional Cannabis Caucus seeks to harmonize federal laws that conflict with various state laws that permit medical and recreational cannabis.
Sharice Lynnette Davids is an American politician, attorney, and former mixed martial artist serving as the U.S. representative from Kansas's 3rd congressional district since 2019. A member of the Democratic Party, she represents a district that includes most of the Kansas side of the Kansas City metropolitan area, including Kansas City, Overland Park, Prairie Village, Leawood, Lenexa, and Olathe.
