Croatia and the World Bank

Croatia joined the World Bank in 1993, [1] two years after declaring independence from the Socialist Federal Republic of Yugoslavia in 1991. The World Bank's projects from the mid-1990s to the mid-2000s primarily focused on infrastructural and environmental projects.

Beginning with the 2008 global economic downturn and Eurozone crisis, Croatia's economy entered a recession that lasted until 2016. While still in the midst of its recession, Croatia officially became the 28th member state of the European Union (EU) on July 1, 2013. [2] Croatia's entrance into the EU, combined with continuing financial troubles, shifted the World Bank's primary focus away from infrastructure and towards institutional financial restructuring. The World Bank financed lending projects to help Croatia converge with the EU, as well as to help the Croatian National Bank develop a financial policy that would improve Croatia's financial prospects. Following Croatia's emergence from its recession, lending from the International Bank for Reconstruction and Development (IBRD) and the International Finance Corporation (IFC) fell sharply to US$22 million in 2016, compared to $279 million in the previous year. However, in 2017, the World Bank's commitments rose to a new high of $394 million. [3] [4]

Financing

Croatia has relationships with three branches of the World Bank Group: the IBRD, the IFC, and the Multilateral Investment Guarantee Agency (MIGA).

IBRD

Since the beginning of its relationship with Croatia in 1993, the World Bank has financed a total of 77 projects with Croatia through the IBRD. [5] [6] As of June 8, 2019, 65 projects were closed, five were dropped, one is in the pipeline, and six are active. [7] Of the six active projects, five are loans totaling $369 million, and the sixth is a $370 million road guarantee. [8] Historically, these projects largely focused on issues such as public expenditure, financial management and procurement, services and infrastructure for both the public and private sectors, and environmental policies and institutions. [9] More recently, IBRD projects have begun to work more closely with funding from MIGA and IBRD to achieve the Country Partnership Strategy goals. Transitioning from infrastructure, these projects focus on the business environment in Croatia and on facilitating international development for Croatian companies.

IFC

As of June 7, 2019, the total value of IFC loans starting from FY2001 is approximately $608.39 million; the total value of equity is approximately $35.37 million; the total value of guarantees is $0; and the total value of risk management is $0. [10]

MIGA

In FY2010 and FY2012, MIGA issued a total of seven project guarantees in Croatia, totaling approximately $955 million. [11]

The World Bank's strategy in Croatia

The United Nations classifies Croatia as a developed economy. [12] Croatia is considered a high-income country, making it one of the World Bank's richest borrowers. Primary education enrollment, although dipping to a historic low of 91% in 2010, hovers on average at 95% as of 2016. Since 1960, life expectancy at birth has steadily increased, reaching a high of 78.022 years in 2016. As such, borrowing from the World Bank Group is now primarily focused on promoting growth by aiding private infrastructure and financial sectors using economic lending instruments.

Real GDP growth in Croatia has been historically low since the 2008–2016 recession. GDP growth decreased slightly to 2.7% in 2018, down from 2.9% in 2017. [13] While real GDP began to increase after the end of the recession, the change might not have been quick enough to offset the growth of public debt, which will further contribute to poverty in the long-term. [14] [15] The country's unemployment rate peaked from 2013 to 2014 at 17.3% and has gradually decreased, with projections of unemployment dropping lower than 12.5% by 2018. The stagnated decrease in national poverty may be a long-term trend resulting from the recession, implicating that this will continue to slow economic growth in the long-term. As of 2018, the poverty rate has seen a slight decrease to 4.6%, but GDP has only had moderate growth. A projected government deficit, a decrease in private investment, slow structural labor reforms, and the low absorption of EU funds have contributed to an overall concern for Croatia's lower-income population's poverty rates. [16]

Country Partnership Strategy 2014–2017

The primary goal of the World Bank's Croatia Country Partnership Strategy FY14-17 was to facilitate Croatia's addition to the EU by implementing structural financial reforms to aid convergence. With Croatia's entry to the EU, grants increased seven times to €290 million in 2013. [17] [18] The World Bank planned to help Croatia achieve effective EU membership by emphasizing strong economic fundamentals, based on a combination of three “pillars" that would be interdependent on grants from the EU while simultaneously enacting reforms to carry out policy goals of the EU. The first pillar was public finance, which emphasized the need for fiscal consolidation in government budgets and health to keep growth steady in the medium-term and long-term. The World Bank planned to improve relations with the Croatian National Bank (CNB) and Ministry of Finance and to oversee the utilization of financial instruments to complement development policy loans (DPL). The first pillar focused on the need for fiscal adjustment while continuing to make policy-based loans to support structural reform. [19] The second pillar was competitiveness, which aimed to increase Croatia's private-sector share of the economy, which was 70% at the time and low compared to those of the other members of the EU. Goals included strengthening public infrastructure, including railways, transit, and other enterprises; improving market oversight by introducing red tape reforms to an inefficient administrative system; and encouraging a private sector-led transition to a knowledge economy for investment and post-privatization financing. [20] The third pillar was EU membership, which targeted both reforms to align with the Europe 2020 Strategy using EU funds and reforms to accommodate the expansion of the public sector to better absorb and utilize EU funds. The strategy identified Croatia's natural geography along the coast of the Adriatic Sea as an opportunity for improved regional cooperative relationships with nearby countries and trading partners Bosnia and Herzegovina, Hungary, and Austria. The strategy anticipated that reform goals might be both lending (financial) and non-lending (institutional) in nature, primarily focusing on a closer adherence to EU standards of gender parity in employment. [21]

Country Partnership Framework FY2019–FY2024

On May 7, 2019, the World Bank Group disclosed its Croatia Country Partnership Framework for FY19-FY24. [22] The overarching objective of the Country Partnership Framework is to support capacity building needed for Croatia's EU convergence and eventual World Bank donor status. [23] The FY19-FY24 Country Partnership Framework also identifies three areas of focus: enhancing public sector performance and institutions, preserving and leveraging natural capital to ensure low carbon growth, and strengthening market institutions to enable a dynamic enterprise sector. [24]

Second Rijeka Gateway Project (ongoing)

Begun in 2008 and slated to finish by December 2018, the second Rijeka Gateway Project has been a massive infrastructure project to revitalize and modernize the port of Rijeka, the largest seaport in Croatia with a historically favorable geographic location on the Adriatic Sea. The second Rijeka Gateway project will improve infrastructure that builds a better connection between the port and highways, improve quality of service for private sector investments, and increase capacity in the port of Rijeka. Specifically, the improved quality of services will include increased Rijeka port container capacity, increased container traffic, and increased container terminal efficiency. Port service enhancement and terminal development are the target goals to increase private sector involvement, by increasing the portion of dry cargo port activities operated by a private majority ownership sector from a baseline of 29% in 2007 to an end target of 65% in 2018. The project also targets improved financial performance in the public sector by reducing subsidies for interest as a percentage of operating revenues, from a baseline of 46% in 2007 down to an end target of 10% by 2018. It is the largest and best-known development bank in the world and an observer at the United Nations Development Group. The bank is headquartered in Washington, D.C. in the United States. China originally joined the World Bank Group (WBG) on December 27, 1945. However, after the Chinese Civil War, the World Bank recognized the Republic of China as its member, until the relationship ended in 1980, when the membership was replaced by the People's Republic of China. The People's Republic of China (PRC) did not become involved with the World Bank group until 1980, when it first joined the World Bank in April due to the market reforms known as reform and opening-up. Since its entry into the World Bank, China has transformed into a market-based economy and has experienced rapid economic and social development. Currently, although China has become the world's second largest economy with 1.4 billion population, it still has a close relationship with the World Bank in areas such as poverty, environmental protection and new challenges from the reform.

The World Bank Group is a family of five international organizations that has provided leveraged loans and monetary assistance to the Central American country of Honduras in order to assist with the funding of critical tasks needed to ensure security of Honduran access to financing, expansion of social program coverage, and rural development. The country is the second poorest in Central America and its high poverty rate of 66% in 2016 has prompted an increased focus on the importance of diversification of rural income sources, quality education, and targeted social programs as a way of spurring economic growth.

Sri Lanka has been involved with the World Bank since its initial entrance into the International Bank for Reconstruction and Development (IBRD) on August 29, 1950. Currently, Sri Lanka's quota in the IBERT is approximately 515.4 million dollars, thus allotting 5,846 votes or 0.25% of the total votes in the institution. Sri Lanka later became a member of the other institutions in the world bank such as the International Finance Corporation (IFC) on July 20, 1956, with a current quota of 7.491 million dollars, allotting 8,311 votes or 0.32% of the total votes; the International Development Association (IDA) on June 27, 1961, with a current share of 98,100 votes or 0.36% within the institution; the International Center for Settlement of Investment Disputes (ICSID) on November 11, 1967; and the Multilateral Investment Guarantee Agency (MIGA) on May 27, 1988, with a current quota of 4.78 million SDR. Sri Lanka is currently in the India-led constituency for these organizations, representing the country as part of the South Asian block.

The World Bank Group country partnership framework aims to support Haiti's efforts to reduce poverty and provide economic opportunities for all Haitians. The framework aims to strengthen institutions, government capacity, and public financial management as aid and concessional financing rapidly decline.

Morocco's involvement with the World Bank primarily focuses on infrastructure, such as road, transport and water sanitation. In addition the bank supports projects across the health sector, youth development, renewable energy, governance and the support of small and medium enterprises (SMEs). 27 projects are ongoing, including three projects initiated in 2017. The World Bank invested over US$1 billion every year from 2014 to 2016.

Uzbekistan became a World Bank member in 1992, shortly after declaring independence in 1991 following the collapse of the Soviet Union. The World Bank has supported projects in Uzbekistan in the areas of education, infrastructure, agriculture, and water resource management. Uzbekistan's collaboration with the bank has been increasing, with IBRD and IDA lending reaching a recent peak of $500 million in 2015. The World Bank has provided financing for 27 projects through the IBRD and IDA in throughout its relationship with Uzbekistan, with 15 active projects as of June 2017. Current IBRD and IDA projects total $1.9 billion.

Vietnam joined the World Bank Group (WBG) on 21 September 1956. Before the mid-1980s, Vietnam was one of the world's least developed countries. A series of economic and political reforms launched in 1986, known as Đổi Mới, caused Vietnam to experience rapid economic growth and development, becoming a lower middle-income country. The World Bank (WB) has maintained a development partnership with Vietnam since 1993. As of 25 March 2019, it has committed a total of US$24 billion in loans, credits, and grants to Vietnam through 165 operations and projects, 44 of which are active as of 2019 and comprise US$9 billion. With an estimated extreme poverty rate below 3% and a GDP growth rate of 7.1% in 2018, Vietnam's economy continues to show fundamental strength and is supported by robust domestic demand and export-oriented manufacturing.

In 1980, Djibouti became a member of the World Bank Group (WBG). The WBG includes five different organizations: the International Bank for Reconstruction and Development (IBRD), the International Development Association (IDA), the International Finance Corporation (IFC), the Multilateral Investment Guarantee Agency (MIGA) and the International Centre for Settlement of Investment Disputes (ICSID). Accounting for more than thirteen thousand projects across 173 countries, the WBG is one of the main lending facilities of the world. The WBG works together with governments and private sectors in order to enhance countries efforts towards development and poverty reduction.

<span class="mw-page-title-main">Democratic Republic of the Congo and the World Bank</span> The DRCs relations with the World Bank

The World Bank Group is a family of five international organizations, which has continuously given leverage loans and financial assistance to developing nations like the Democratic Republic of the Congo, commonly known as the DRC. The country has received assistance from the World Bank in the form of social programs in order to induce and sustain economic development. This assistance has been directed toward conflict prevention, investments in education, and addressing environmental degradation.

Myanmar is considered a lower-middle income state, and although there are areas in the country that are lagging there have been measurable improvements in terms of development since 2005. The World Bank's current strategy in Myanmar is to focus on rural development. Due to the conflict in the Rakhine area the World Bank Group (WBG) has increased its focus on social inclusion. Implementation of projects within Myanmar have increased access to electricity, schools, and healthcare. The current framework is laid out in the Myanmar Country Partnership Framework 2015-2019.

After separating from the World Bank and other International Financial Institutions for decades due to pressure from the Soviet Union, Poland rejoined the World Bank on June 27, 1986. The World Bank was instrumental in financing and providing technical assistance for Poland as it transitioned from a Command Economy into a Market-Oriented Economy. As a middle income country, Poland has worked primarily with the International Bank for Reconstruction and Development since it is not eligible for loans from the International Development Association. Currently, most of Poland's engagements with the World Bank Group concern environmental concerns and public finances.

Tajikistan did not join in the World Bank until 1993. Before the collapse of USSR in 1991, Tajikistan was experiencing planned economy which was dominated by Moscow. Right after the dissolution, different from other nations which experienced a relatively stable transition from planned economy to market economy, Tajikistan fell into a serious civil war. As a result, the first mission after Tajikistan became the official member of the World Bank, was to recover its economy from bullets and blood. In 1997. $10 million credit was grant for Post-Conflict Rehabilitation Project. The proposed credit was used to conduct necessary imports and to restore production. Under different time periods, the World Bank and Tajikistan worked together in response to various problems. Later on, the economic crisis of 2008 caused the inflation of food prices in Tajikistan. In response to the crisis, the World Bank issued $6.25 million for the Emergency Food Security and Seed Imports Project in order to help at least 28000 households to release the food price pressure. Coming into the 21st century, Tajikistan received financing from IDA and IBRD of the World Bank with respect to programs of healthcare, education, irrigation and agriculture. Over the past years, Tajikistan has received over 130 projects of which 17 are active and a total of over $1.4 billion from the World Bank. With the help of those projects, from 2000 to 2017, the poverty rate in Tajikistan had been decreased from 83% to 29.5%. Besides, current GDP growth rate in Tajikistan is around 7%. Nevertheless, with a stable GDP growth rate, Tajikistan is still one of the poorest countries in Central Asia.

<span class="mw-page-title-main">Panama and the World Bank</span> Relationship between Panama and the World Bank

The World Bank Group, composed of five institutions, works together with the Panamanian government to reduce poverty and increase prosperity. Panama first became a member of the World Bank Group on March 14, 1946. In the past decade, Panama's annual growth has increased by 7.2% in the span of 12 years, making it one of the fastest growing economies in the world. In 2019, Panama was ranked the second fastest growing economy in Latin America by the World Bank. As of 2019, Panama has $435.59 million US dollars being distributed amongst seven projects, all geared toward their overall goal of poverty reduction and indigenous inclusion. Continuing with their efforts to reduce extreme poverty, the World Bank along with efforts of the Panamanian government has reduced poverty from 39.9% to 26.2% while extreme poverty has been reduced by an estimated 15.6% to 11.3% from 2014 to 2019. As of late 2019, there is an estimated $213.26 million US dollars of undisbursed loans.

South Korea first joined the World Bank Group as a member in 1955. Over the years, South Korea manages to develop its economy in a successful and positive manner. The country now is a financial contributor to the World Bank to help other, rather than an aid recipient in the old days. Under the help and cooperation with the World Bank, South Korea became a rapid growth country in economy begin in the 1970s, and it now became a large shareholder of the institution to help out other developing countries.

Jamaica first joined The World Bank Group (WBG) on the 21st of February, 1963, when the island nation became a member of The International Bank for Reconstruction and Development (IBRD), which lends to middle and low income nations. This occurred the same month as Jamaica joining the International Monetary Fund (IMF), and one year after declaring political independence. Since joining The World Bank, Jamaica has received in excess of $3 billion US Dollars in loans and grants. Jamaican Minister of Finance, Donald Sangster, led the Jamaican delegations to World Bank and International monetary Fund meetings between 1963 and 1966, while also serving as Governor of the World Bank and IMF. Sangster would go on to serve briefly as the Prime Minister of Jamaica.

The Philippines' history with the World Bank started in 1945 when they became one of the first members of the International Bank for Reconstruction and Development (IBRD). Their first project with the Bank came in 1957 with the Binga Power Project. Since then, the Philippines has received $2.14 billion of disbursed loans from the IBRD. The Philippines is in the constituency entitled EDS 15, comprising Brazil, Colombia, Dominican Republic, Ecuador, Haiti, Panama, Suriname, and Trinidad and Tobago, and headed by Executive Director Fabio Kanczuk.

<span class="mw-page-title-main">Kazakhstan and the World Bank</span>

Kazakhstan joined the World Bank in 1992 after it had gained independence from the Soviet Union in 1991. Kazakhstan has one of the fastest growing economies of all Post-Soviet states, and as a result had its classification changed from a lower-middle income state to and upper-middle income state in 2006. Because of this, Kazakhstan has begun to rely less on international financing as it had in previous decades; however, Kazakhstan still takes out loans from the world bank, primarily relating to the countries environmental issues.

<span class="mw-page-title-main">Belarus and the World Bank</span>

The World Bank Group is a large international financial institution that continuously provides loans and grants in order to fund capital projects in poor and developing nations across the globe. Its main goal is to reduce poverty worldwide. It consists of five other large international financial banks within in, each providing funding for different types of projects. Belarus joined the World Bank back in 1992 and has since then received over $2.5 billion in lending commitments since then and in the form of grant financing, it has received $31 million, with much of this funding going towards programs that include civil society partners. Currently, Belarus's active portfolio within the World Bank has a total of $933 million, with it containing a total of nine different projects, as well as two more projects that are currently still in preparation in the areas of energy efficiency and higher education. The majority of this funding has been directed towards the themes of pollution management and environmental health, climate change, and rural services and infrastructures, with the majority of the funding going directly into the central government, other agencies and extractives, and forestry sectors of the country, as well as sustainable energy. In looking to have more economic growth, improving the private sector environment within Belarus could help.
