Daniel Stevenson Foster (born January 31,1948) was a Democratic member of the West Virginia Senate,representing the 17th District from 2004 through 2012. He was previously a member of the West Virginia House of Delegates from 2002 through 2004.
The 107th United States Congress was a meeting of the legislative branch of the United States federal government, composed of the United States Senate and the United States House of Representatives. It met in Washington, D.C., from January 3, 2001, to January 3, 2003, during the final weeks of the Clinton presidency and the first two years of the George W. Bush presidency. The apportionment of seats in this House of Representatives was based on the 1990 United States census.

The 2006 United States Senate election in West Virginia was held November 7, 2006. Incumbent Democrat Robert Byrd won re-election to a ninth term. He was sworn in on January 3, 2007. However, he died in office on June 28, 2010, before the end of his term. This was Byrd's closest re-election.
From the time of the Great Depression through the 1990s, the politics of West Virginia were largely dominated by the Democratic Party. In the 2000 presidential election, George W. Bush claimed a surprise victory over Al Gore, with 52% of the vote; he won West Virginia again in 2004, with 56% of the vote. West Virginia is now a heavily Republican state, with John McCain winning the state in 2008, Mitt Romney in 2012 and Donald Trump in 2016 and 2020.

Incumbent Senator Jay Rockefeller won re-election to a fifth term in a landslide, defeating Republican Jay Wolfe by a 27-point margin. Despite this overwhelming win, this remains the last time that a Democrat has won West Virginia's Class 2 U.S. Senate seat. In both of the two subsequent elections for the seat, Republicans have swept every single county.

Walt D. Helmick is an American businessman and Democratic Party politician who served as the Commissioner of Agriculture of the state of West Virginia. He was elected to the position in 2012, defeating Republican nominee Kent Leonhardt. In 2016, Leonhardt defeated him in a rematch. Previously, he was a member of the West Virginia Senate, representing the 15th district from 1990 to 2012. Earlier he was a member of the West Virginia House of Delegates from 1988 through 1989, served on the Pocahontas County Commission and on the Pocahontas County School Board.

Joseph M. Minard was an American politician from West Virginia. A Democrat, he was a member of the West Virginia Senate, representing the 12th district from 1990 until 1994, and again from 1998 until 2013. He was a Delegate in the West Virginia House of Delegates from his appointment in 1983 through 1990. Minard was also the President Pro Tempore of the West Virginia Senate. He died on January 17, 2022, at the age of 90.

The winner can either be a native West Virginian who achieved after leaving the state, or a person living in the state for achievements in the state. The winner is announced in the last Sunday edition of the Charleston Gazette-Mail. It is considered similar to the Time Magazine person of the year award, on a state basis.
Mitchell Carmichael is an American politician. He is a former Republican member of the West Virginia Senate representing District 4 from 2012 until his defeat in 2020. Prior to his service in the Senate, Carmichael served in the West Virginia House of Delegates representing District 12 from 2000 through 2012. Carmichael was also a candidate for Governor of West Virginia in the 2011 West Virginia gubernatorial special election. As President of the state Senate from January 2017 to January 2021, he held the title Lieutenant Governor of West Virginia. After his defeat in 2020, Governor Jim Justice appointed Carmichael as West Virginia's economic development director.
Craig Philip Blair is an American politician and a Republican member of the West Virginia Senate representing District 15 since January 12, 2013. Blair served non-consecutively in the West Virginia Legislature from January 2003 until January 2011 in the West Virginia House of Delegates in the District 52 seat. Blair is also the father of former WV Delegate Saira Blair.
