Darren David Millar (born 1976) is a Welsh Conservative politician who has served as the Member of the Senedd (MS) for Clwyd West since 2007. [2]
From 2000 to 2001,Millar was mayor of the township of Towyn and Kinmel Bay. [3] He was also a member of Conwy County Borough Council,the North Wales Police Authority and the North Wales Fire and Rescue Service. [3] In 2006,while a member of Conwy Council,Millar was referred to the standards watchdog,after complaints from the Unite,Unison and GMB trade unions about comments he made alleging that staff were abusing or misusing the sick pay system. [4]
In the 2003 Senedd election,he stood unsuccessfully as the Conservative candidate for the Vale of Clwyd. [5]
In the 2007 election,Millar was elected to the Clwyd West seat,unseating the incumbent Labour MS,Alun Pugh. Pugh was the only Cabinet Minister to be defeated in the election. [6]
Millar was re-elected in the 2011, [7] 2016 [8] and 2021 elections.
After his election in 2007,Millar was appointed Shadow Minister for Environment and Planning by Nick Bourne. [9] He served in this role until February 2009,when he was moved to be Shadow Minister for Communities and Local Government. [10] In November 2010,he was appointed Shadow Minister for Economy and Transport. [11] [12]
After his re-election in 2011,he was appointed Shadow Minister for Health by interim leader Paul Davies. [13] [14] He retained this role after Andrew RT Davies was elected leader and formalised the interim Shadow Cabinet,and throughout the remainder of the term. [15] After the 2016 Senedd elections,Millar was appointed Welsh Conservative education spokesperson,as Plaid Cymru became the Official Opposition. [16] In April 2017,he became Shadow Minister for Education,as the Welsh Conservatives returned to opposition. [17]
Millar was discussed as a candidate to replace Andrew RT Davies at the 2018 Welsh Conservatives leadership election,but he did not contest the election. [18] After Paul Davies was elected as leader of the Welsh Conservatives,Millar was appointed as Welsh Conservative Chief Whip,Welsh Conservative Policy Director,and Shadow Cabinet Secretary for External Affairs and International Relations. [19]
In January 2021 the Senedd Commission investigated Millar for an alleged breach of COVID-19 regulations. [20] He resigned from his frontbench roles on 23 January 2021 after the leader Paul Davies resigned on the same day. [21] Both Millar and Davies were later cleared of any wrongdoing by South Wales Police,Cardiff City Council,the Senedd Commission and the Senedd Standards of Conduct Committee. In April 2022 a report published by the Senedd Standards Committee found that no laws or standards of conduct had been breached. [22]
He returned to the role of Chief Whip in May 2021,after the 2021 Senedd election,alongside a role as Shadow Minister for the Constitution and North Wales. [23]
He is a former member of the Senedd's Sustainability Committee,and a former Chair of the Senedd's Health,Well-being and Local Government Committee.[ citation needed ] In November 2010 Millar was elected as Chair of the Senedd's Public Accounts Committee. Millar also Chairs the Cross Party Group on Faith,and the Cross Party Group on the Armed Forces and Cadets,both of which he is a founder member.[ citation needed ]
He was one of four Conservative MSs (along with Andrew RT Davies,Janet Finch-Saunders and Mark Isherwood) to vote for Brexit in the 2016 Brexit referendum. [24] [25] [26]
Millar has been drawn to table a Members' Bill on three occasions.
In 2024,Millar tabled a non-binding motion of no confidence in First Minister Vaughan Gething,over donations made during the 2024 Welsh Labour leadership election and the sacking of former Social Partnership Minister Hannah Blythyn. [27] The motion passed 29-27. Gething described the motion as a 'gimmick' and said he would remain as First Minister. [28]
In November 2023,he had been selected as the Conservative Party prospective parliamentary candidate for the new constituency of Clwyd North at the 2024 general election. [29] He came second,losing to the Labour candidate by 1,196 votes. [30]
Millar lives in the Kinmel Bay area with his wife and two children. He enjoys reading and history,and attends Festival Church. [31]
Millar has been a citizen of both the United Kingdom and the Republic of Ireland for decades. [32]
Laura Anne Jones is a Conservative politician who has been the Member of the Senedd (MS) for the South Wales East electoral region since July 2020,having previously held the same seat as an Assembly Member (AM) in the National Assembly for Wales between 2003 and 2007. Jones also served as a county councillor for the Wyesham ward in Monmouthshire County Council from 2017 to 2022.
Mark Allan Isherwood is a Welsh Conservative Party politician,who has served as a Member of the Senedd (MS) for the North Wales region since 2003. He is currently Shadow Counsel General and Shadow Minister for Housing and Planning. Isherwood has held a number of Shadow Ministerial positions for the Welsh Conservatives since he was first elected,at various points holding portfolios for Finance,Social Justice,North Wales,Europe,Housing,Communities and Local Government,among others. He is also particularly notable for his advocacy for people with both physical and learning disabilities and impairments. He is himself deaf,and chairs cross party groups on disability,deaf issues and Autism,among others.
Jonathan Morgan,is a Welsh Conservative politician,who served as a Conservative Assembly Member (AM) for South Wales Central from 1999 to 2007 and AM for Cardiff North from 2007 to 2011. In the National Assembly elections in 2011 he was beaten by Labour's candidate Julie Morgan,wife of former First Minister Rhodri Morgan. He is currently chair of Cwm Taf Morgannwg University Health Board and Chairman of the Welsh NHS Confederation.
Nick Ramsay is a British politician who served as the Member of the Senedd (MS) for Monmouth from 2007 to 2021. Originally a member of the Welsh Conservatives,he served as Shadow Minister of Finance under Conservative Leader in the Senedd,Paul Davies,but lost the position in January 2021 under the new leadership of Andrew RT Davies. Ramsay sat as an Independent member before unsuccessfully seeking reelection as an Independent in the 2021 Senedd election.

Paul Windsor Davies is a British politician who has served as Member of the Senedd (MS) for Preseli Pembrokeshire since 2007. He served as Leader of the Welsh Conservatives and Leader of the Opposition in Wales from June 2018 to January 2021,resigning after possible breaches of Welsh COVID-19 rules. He had previously been Deputy Leader from 2011 to 2018 and Acting Leader in 2011 and 2018.
The Welsh Shadow Cabinet is formed from members of the official opposition in the Senedd,the largest party not part of the Welsh Government,to scrutinise ministers in the Welsh Cabinet. It is led by the Leader of the Opposition,who typically appoints members of the Senedd (MSs) from their party as shadow ministers with portfolios which mirror ministerial posts in the Cabinet who scrutinise ministers and can propose their own alternative policies. Other opposition parties in the Senedd also appoint frontbench teams of spokespeople who perform the same function. These are also sometimes styled as "shadow cabinets" by their parties,though unlike the Shadow Cabinet they have no official recognition. Since 2021,the Shadow Cabinet has been formed from members of the Welsh Conservatives led by Andrew RT Davies,who have alternated with Plaid Cymru as the official opposition in the Senedd since its establishment as the National Assembly for Wales in 1999.

In the Senedd,the Leader of the Opposition is the leader of the Official Opposition,the largest political party that is not in the Welsh Government. The Leader of the Opposition leads and appoints members of the Shadow Cabinet and as such is sometimes styled as the Shadow First Minister of Wales.

Nick Bourne,the leader of the Welsh Conservative Group in the National Assembly for Wales,formed his frontbench team of party spokespeople between 18 August and 25 August 1999 after he was elected unopposed to succeed Rod Richards as group leader on 18 August,having already served as acting leader since 11 August. He made a minor reshuffle to his frontbench team in 2000 and made further changes to the team after the 2003 and 2007 National Assembly elections. Bourne's party became the official opposition after the 2007 Welsh government formation in July 2007,with Bourne leading a shadow cabinet as the leader of the opposition.
Nick Bourne became Leader of the Opposition in Wales after the Welsh Conservatives became the largest party that was not a part of the government in the National Assembly for Wales after the 2007 Assembly Elections. This was because the second largest overall party,Plaid Cymru,had entered into government as part of the One Wales coalition with Welsh Labour.
