David M. Paul [3] (born 1968) is a Democratic member of the Washington House of Representatives.
Paul,who worked at Skagit Valley College for a decade,was first elected to the state legislature in 2018, [4] running against Republican incumbent Dave Hayes. Before joining the House of Representatives,Paul served on the Oak Harbor Educational Foundation's Board of Directors as well as serving as the vice-president of Institutional Planning and Effectiveness at Skagit Valley College. Paul represents the 10th Legislative District,which includes Island County as well as parts of both Skagit County and Snohomish County. [6]
Paul voted in favor of HB 1589, [7] which is described as supporting Washington's clean energy economy and transitioning to a clean,affordable,and reliable energy future by prohibiting the expansion of natural gas services and other regulations on natural gas companies. [8]

The 2024 Washington gubernatorial election was held on November 5,2024. The top-two primary was held on August 6. Incumbent Democratic Governor Jay Inslee was eligible to seek re-election to a fourth term but decided that he would not do so. The Democratic nominee,state Attorney General Bob Ferguson,defeated the Republican nominee,former Congressman Dave Reichert,to succeed Inslee. Inslee,who previously served in the U.S. House,was first elected governor in 2012 and won re-election in 2016 and 2020. Washington has not had a Republican governor since John Spellman left office in 1985,the longest streak of Democratic leadership of any state in the country and the third-longest streak of one-party leadership after South Dakota and Utah. Ferguson defeated Reichert with 55.51% of the vote in the general election. He also became the first Democrat to win Clallam County since 2000.
The Virginia Clean Economy Act was signed into law by Governor Ralph Northam in 2020. The bill establishes a renewable energy portfolio standard (RPS),which mandates that the two utilities in the state,Dominion Energy Virginia and Appalachian Electric Power,produce 100 percent renewable electricity by 2045 and 2050,respectively. It also sets energy efficiency standards. Utilities that fail to comply with the RPS will pay into a fund that,in-part,goes toward training historically disadvantaged communities for employment in the clean energy sector. As it was originally written,the bill would have included joining RGGI of Northeastern US states,but that provision was pulled out and passed in a later bill.
