David O'Neal Brown (born September 18,1960 [1] ) is an American police officer who served as the Superintendent of the Chicago Police Department from 2020 to 2023. [2] He was the chief of the Dallas Police Department from 2010 to 2016. He has received praise by some for his reforms designed to reduce violent confrontations between police officers and the community and increase the department's accountability and transparency. He has also been criticized by the local police union for the methods of implementation of some of his policies. [3]
A Dallas native,Brown is a graduate of South Oak Cliff High School and attended the University of Texas at Austin before enrolling in the Dallas police academy,originally with the intention of becoming a prosecutor. [4] He earned a Bachelor of Science from Dallas Baptist University,in 1999 and an MBA from Amberton University,in 2001 [5] [6] and graduated from the FBI National Academy and the FBI National Executive Institute,the Senior Management Institute for Police,the National Counter-Terrorism Seminar in Tel Aviv,and the United States Secret Service dignitary protection seminar. He is certified by the State of Texas as a master peace officer and a police instructor. [7]
After joining the Dallas Police Department in 1983,Brown worked in patrol divisions,SWAT,and internal affairs. [4] [8] He became first assistant chief of police in 2005;in 2007–08,he served as assistant city manager. [6] He was appointed police chief in April 2010 [9] and sworn into office on May 4,2010. [8] [10]
The New York Times reported that Brown has "earned a national reputation as a progressive leader whose top priority is improving relations and reducing distrust between the police department and the city’s minority residents." He has advocated reducing the use of force and discouraged chasing suspects in cars and even by foot,since such chases often lead to fatalities. According to published reporting,he also has a reputation as a "tough boss" and has fought with the local police union over his emphasis on less-confrontational strategies and his willingness to fire officers,often publicly. [3] [4] [6] He has also sought to increase transparency by equipping officers with body cameras [11] [12] and sought to reform training on the use of lethal force. [13] It has also been reported that some African American residents still feel they are subject to discrimination by the police. [14]
Brown was chief during the 2016 shooting of Dallas police officers that killed five police officers and injured nine others and two civilians. He made the choice to use C-4 explosive delivered by a robot to kill the shooter,Micah Xavier Johnson,who was heavily armed and secured behind a brick corner with no safe way for police to rush Johnson or reach him with a sniper. [15] The killing of Johnson was the first time in United States history a robot was used by police to deliver lethal force against a suspect. [16]
On September 1,2016,Brown announced that he would be retiring from the Dallas Police Department on October 22,2016. [17] Despite being the longest serving police chief in recent decades,he gave no reason for his retirement only about 7 weeks after the Dallas police shootings,but the mayor and city manager both said that he was not forced out of office. [18] Brown subsequently moved up his retirement date to October 4,2016,to better coordinate dates with an upcoming pension board meeting. [19]

On April 2,2020,Brown was nominated to be Superintendent of the Chicago Police Department by Chicago Mayor Lori Lightfoot. [22] He took over as acting Superintendent on April 15,after his predecessor Charlie Beck,who held the position on an interim basis after the dismissal of Eddie T. Johnson,stepped down. [23] His nomination was unanimously approved by Chicago City Council and he was sworn in on April 22. [2] [24]
Brown was a controversial superintendent throughout his tenure in Chicago. One day after Chicago mayor Lori Lightfoot's defeat in the first round of the 2023 Chicago mayoral election,Brown announced that he would be resigning as superintendent of the Chicago Police Department effective March 16,2023. [25] [26] All of Lightfoot's opponents had vowed to fire Brown if elected. [27] Brown will be returning to Dallas upon his resignation to take a position with a private law firm.
Brown is married to former Dallas police sergeant Cedonia Brown. [4] [10] In 1988,his police academy classmate,U.S Army veteran of the Vietnam War,and former partner Walter Williams was fatally shot in the line of duty. In 1991,his younger brother,Kelvin,was killed by drug dealers in the Phoenix area. [28]
On June 20,2010,his 27-year-old son,David Brown Jr.,who suffered from bipolar disorder,according to media reports and had only a minor prior record involving a marijuana arrest,shot and killed 23-year-old Jeremy McMillian and 37-year-old Lancaster,Texas police officer Craig Shaw. Brown was fatally shot more than a dozen times in the ensuing shootout with officers responding to the scene. [29] The Dallas County medical examiner's autopsy reported the presence of PCP in Brown's bloodstream. [30] [31]

Police reform in the United States is an ongoing political movement that seeks to reform systems of law enforcement throughout the United States. Many goals of the police reform movement center on police accountability. Specific goals may include:lowering the criminal intent standard,limiting or abolishing qualified immunity for law enforcement officers,sensitivity training,conflict prevention and mediation training,updating legal frameworks,and granting administrative subpoena power to the U.S. Department of Justice for "pattern or practice" investigations into police misconduct and police brutality.
Rekia Boyd was a 22-year-old Black American woman who was fatally shot in Chicago,Illinois by Dante Servin,an off-duty Hispanic Chicago police detective,on March 21,2012.
On July 7,2016,Micah Xavier Johnson ambushed and shot police officers in Dallas,Texas,killing five,injuring nine others,and wounding two civilians. Johnson,a 25-year-old Army Reserve Afghan War veteran,was angry over police shootings of black men. He shot the officers at the end of a protest against the recent killings by police of Alton Sterling in Baton Rouge,Louisiana,and Philando Castile in Falcon Heights,Minnesota.
On July 28,2016,18-year-old Paul O'Neal was shot in the back by Chicago Police Department officers following a grand theft auto chase. O'Neal had struck two police cars,a parked car,while operating a stolen Jaguar. Police say that O'Neal,who was unarmed,fled from the vehicle after the chase and refused to stop. The shooting was classified by the medical examiner as a homicide. The three officers who discharged their weapons were removed from duty following a preliminary investigation. Following an investigation,no criminal charges were brought against the officers involved.
Eddie T. Johnson is an American retired police officer for the Chicago Police Department. He served as the 62nd Superintendent of the Chicago Police Department from March 2016 until December 2019.

The Chicago Police Board voted on October 17,2019,to dismiss Chicago Police (CPD) Officer Robert Rialmo who fatally shot Quintonio LeGrier and neighbor Bettie Jones on December 26,2015,while answering a 911 domestic violence call at the LeGrier residence in Chicago. The dismissal capped a "chaotic finish to a high-profile trial" where a judge first announced that the jury found Rialmo unjustified in his shooting of LeGrier,but erased the verdict promptly,after declaring that the jury found Rialmo feared for his life when he shot LeGrier.
The George Floyd riots in Chicago were a series of civil disturbances in 2020 in the city of Chicago,Illinois. Unrest in the city began as a response to the murder of George Floyd in police custody in Minneapolis on May 25,2020. The demonstrations and riots,supporting justice for Floyd and protesting police brutality,occurred simultaneously with those of over 100 other cities in the United States. Chicago is among 12 major cities that declared curfews in order to prevent looting and vandalism. On May 31,Mayor Lori Lightfoot asked Illinois Governor J.B. Pritzker to send the Illinois National Guard to Chicago for the first time in the 52 years since the 1968 riots in Chicago. The economic damage caused by the disturbances exceeded $66 million.
On March 31,2021,Anthony Alvarez,a 22-year-old Latino man,was shot and killed by a Chicago Police Department officer in the Portage Park neighborhood on the Northwest Side of Chicago. Police body camera footage of Alvarez' death was released on April 28,showing Alvarez being shot in the back while fleeing from police with a firearm in his hand. The footage of Alvarez' death was the third high-profile release of footage showing police killing a young Latino in the month of April 2021,following Adam Toledo and Mario Gonzalez.
Five government agencies in the city of Chicago are charged with oversight of the Chicago Police Department. These agencies have overlapping authority and their membership is determined through a mix of appointments by the Mayor of Chicago,confirmations by the Chicago City Council,and elections.
