David Alexander Pendleton [5] (born February 2,1967) is a former Minority Floor Leader of the Hawaii House of Representatives, [2] from 1998 until 2002. [10] As a member of the Republican Party,he served four two-year terms (1996-2004) as a state representative for Kailua and Kaneohe. [2]
Pendleton,whose grandmother immigrated from Ilocos Norte to Hawaii in 1930, [6] was born in California before moving to Hawaii while in preschool. [2] Attending Hawaiian Mission Academy,he initially pursued a pre-medicine curriculum before settling on a double major in both history and political science at La Sierra University. [2] He graduated from La Sierra in the Honors Program and magna cum laude. [5] Earning a Master of Arts in Religion from Loma Linda University,becoming a minister before earning a Juris Doctor from USC and was admitted to the bar in California and Hawaii. [2] [5]
In 1985,Pendleton started his experience with public service by interning with the Hawaii Lieutenant Governor's Office. [5] After graduating from USC he taught at San Gabriel Academy,before becoming the Associate Vice President for Student Life at La Sierra University. [5] Beginning in 1995,Pendleton practiced law in Hawaii with two plaintiffs' firms before serving as an administrator and in-house counsel to a non-profit. [2] [5] He was a member of the 1998 class of the Pacific Century Fellows. [11]
Starting in 1996,Pendleton served as the Representative of the 49th District (which was originally the 50th District) in the Hawaii House of Representatives; [5] while in the House,Pendleton was the Minority Whip,Assistant Minority Leader,and finally the Minority Floor Leader. [2]
In 2000,along with Governor Lingle,Pendleton sued the Hawaii State Legislature to open closed-door conference committee meetings so that the public could attend. [12] Later in 2000,Pendleton was a delegate at the Republican National Convention. [5] [13] In 2002,Pendleton was thought to be a potential candidate for the office of Lieutenant Governor of Hawaii, [14] and joined the Legislative Advisory Board of the Heartland Institute. [15] In 2004,Pendleton lost his reelection by 123 votes, [1] [16] after being the target of negative mailers that Noemi Pendleton called "dirty campaigning". [17]
Pendleton later worked on Governor Lingle's staff,and was appointed to the Labor and Industrial Relations Appeals Board for a ten-year term beginning in 2006. [2] [9] [18] [19] Despite formally being a Seventh-day-Adventist minister,Pendleton converted to Catholicism in 2008. [20]
Linda Lingle is an American politician,who was the sixth governor of Hawaii from 2002 until 2010. She was the first Republican governor of Hawaii since 1962. Lingle was also the state's first female and first Jewish governor. Prior to serving as governor,Lingle served as Maui County mayor,council member,and chair of the Hawaii Republican Party.

The 2002 Hawaii gubernatorial election was held on November 5,2002,to select the Governor of Hawaii. Incumbent Democratic Governor of Hawaii Ben Cayetano was term-limited and therefore could not run for re-election. Former Maui Mayor Linda Lingle,who had narrowly lost the 1998 election,was nominated once again by the Republicans while Lieutenant Governor Mazie Hirono earned the Democratic nomination in a tight race. Lingle and Hirono duked it out in a hard-fought campaign,with Hirono's campaign crippled by allegations of corruption within the Hawaii Democratic Party and many voters desiring a change. Ultimately,Lingle defeated Hirono in a close election,making her the first Republican Governor of Hawaii elected since 1959 and the state's first-ever female governor. Lingle and Hirono would face off 10 years later in the 2012 U.S. Senate election,where Hirono won by 25%.

The 2010 special election for the 1st congressional district of Hawaii was a special election to the United States House of Representatives that took place to fill the vacancy caused by Representative Neil Abercrombie's resignation on February 28,2010 to focus on his campaign for Governor of Hawaii in the 2010 gubernatorial election. Abercrombie planned to not run for re-election in 2010,and many of the candidates that were running for his open seat transferred to the special election. The election was held on May 22,2010 and Republican Charles Djou won,defeating five Democrats,four fellow Republicans,and four Independent candidates. The main reason for his win was because there were two Democratic candidates instead of one,which split the votes,allowing Djou to win,as Hawaii is an overwhelmingly Democratic state. Djou became the first Republican elected to Congress from Hawaii since Pat Saiki in 1988;Djou volunteered on Saiki's 1988 campaign,and Saiki served as Djou's campaign chair in 2010. As of 2022,this was the last time in which a Republican was elected to Congress from Hawaii.

Two are seeking other offices, and at-large board member Noemi Pendleton, a GOP state party official and wife of Republican state Rep. David Pendleton, is not running for the board or any other office.

The Democrats' coordinated campaign also successfully targeted Rep. David Pendleton with negative tactics. David’s wife Noemi – once a member of the state school board - wrote a letter to constituents in response to the 2002 mailer. "My husband David has been the target of vicious attack advertisements and hit pieces sent out by the Democrats in support of Pono Chong. My husband runs a clean campaign. Unfortunately, Pono must think running a clean campaign means allowing the Democratic Party to do his dirty campaigning for him". The mailers just kept coming.
