Dasho Dawa Dem (Dzongkha:ཟླ་བ་སྒྲོལམོ;16 May 1944 –15 February 2018) was a Bhutanese bureaucrat. The first woman to join the Bhutanese civil service,she held positions in various government branches,namely the Royal Secretariat,the Thimphu District Administration,the Ministry of Foreign Affairs,and the Royal Advisory Council,in a career spanning two decades,from 1965 to 1985. She helped establish the National Women's Association of Bhutan in 1981 was appointed its secretary in 1985. She retired in 2009 and died in 2018.
Dasho Dawa Dem was born on 16 May 1944,in Takchu Goenpa in Haa District. In Haa,she was one of the first Bhutanese to receive a modern education with her attending school there from 1956 to 1963. She studied further in various Indian schools under a Bhutanese Government scholarship. [1]
Dawa Dem began her career at the Royal Secretariat in Bhutan on 1 June 1965,as a private secretary. In October 1967,she was promoted to Ramjam (assistant district magistrate/chief executive [2] [3] ) in the Thimphu District administration,where she worked till July 1971. [2] In 1971 she was transferred to the newly established Ministry of Foreign Affairs,where she worked as a protocol officer till 1973. She was then promoted to councillor in the now-defunct Royal Advisory Council,a post she held till 1985. [2]
Dawa Dem was the first woman Ramjam in Bhutan. [1] [4] On her appointment as Ramjam in 1967,she was conferred the honorific title Dasho in Thimphu by the Third Druk Gyalpo of Bhutan,Jigme Dorji Wangchuck. [4] Besides being the first woman Ramjam,she was also the first woman to join the Bhutanese civil service and to become Royal Advisory Councillor. [2] She remains one of the few women to have received the title Dasho. [5] [6]
While Ramjam,Dawa Dem attended a diploma course in spoken English in Australia in 1971. Later,she attended a course in National Government Administration at the Institute of Public Administration in Japan in 1973. [2]
Dawa Dem helped establish the National Women's Association of Bhutan (NWAB) in 1981. [6] She was appointed its secretary on 23 February 1985,after her tenure as Royal Advisory Councillor. The NWAB is the premier women's association in Bhutan. [5] She retired from NWAB headship in 2009. [4]
Dawa Dem attended the 1985 UN Women's Decade Conference and the 1995 Fourth World Conference on Women. [2]
Dawa Dem died aged 73 on 15 February 2018,at the Jigme Dorji Wangchuck National Referral Hospital in Thimphu. She was cremated on 26 February. [1] The Privy Council of Bhutan,in a press release,stated [4]
She will be cherished and remembered by [the] Bhutanese for her selfless dedication and service to the country.
Jigme Singye Wangchuck is a member of the House of Wangchuck who was the king of Bhutan from 1972 until his abdication in 2006. During his reign,he advocated the use of a Gross National Happiness index to measure the well-being of citizens rather than Gross domestic product.
Jigme Wangchuck was the 2nd Druk Gyalpo or king of Bhutan from 26 August 1926,until his death. He pursued legal and infrastructural reform during his reign. Bhutan continued to maintain almost complete isolation from the outside world during this period;its only foreign relations were with the British Raj in India,which they were referred as a protected state,similar to Sikkim. He was succeeded by his son,Jigme Dorji Wangchuck.

Ashi,also spelled Ashe or Azhi,is a Bhutanese honorary title literally meaning "Lady". The title is prefixed to the given name,and is borne by female Bhutanese nobility and by female members of the Bhutanese royal family. The masculine form is Dasho,meaning "Lord",which is held by all Members of Parliament;a number of senior officials,including deputy ministers and district magistrates;senior civil servants and others as a form of Royal award,and by courtesy prominent landowners. Ashi can also mean "Miss" although that is not the intended use of the term. It is similar to the Arabic title Lalla also meaning Lady held by noblewomen . ‘Ashi’is also a widely used term to refer to an ‘Elder sister’especially in the Haa and Paro regions of Bhutan.
Desi Jigme Namgyal of Bhutan is a forefather of the Wangchuck Dynasty. He served as 48th Druk Desi of Bhutan (1870–1873),and held the hereditary post of 10th Penlop of Trongsa. He was called the Black Ruler.
The wedding of Jigme Khesar Namgyel Wangchuck,King of Bhutan,and Jetsun Pema took place on 13 October 2011 at the Punakha Dzong in Punakha,Bhutan.
