Douglas Margrave Fears [1] is a retired United States Coast Guard rear admiral who last served as Director of Joint Interagency Task Force South. He previously served as Assistant Commandant for Response Policy. [2] Fears was the Homeland Security Advisor to President Donald Trump until July 12,2019. [3]
Fears was born in Maryland [4] and enlisted in the United States Coast Guard in 1982,receiving an appointment to the United States Coast Guard Academy in 1985. He was commissioned as an ensign in 1989 [5] after earning a Bachelor of Science in government from the Coast Guard Academy. He later received a master of arts in national security and strategic studies from the Naval War College and a master of public administration from the Kennedy School of Government at Harvard University. [6]
Fears has been the captain of three vessels,including the USCGC Diligence [4] and the USCGC Hamilton,a National Security cutter, [7] and has served on five others. He has also been in charge of the Coast Guard's Office of Law Enforcement,has been a program reviewer in the Coast Guard headquarters,has been a liaison to the U.S. House of Representatives,and has served as chief of staff to the commander of the Coast Guard Atlantic Area Command. [8] He currently holds the rank of rear admiral (lower half) in the Coast Guard. [8]
Additionally,Fears was a Coast Guard Fellow at the Center for Strategic and International Studies from 2009 to 2010 and a fellow at the Massachusetts Institute of Technology Seminar XXI on Foreign Politics,International Relations,and the National Interest. [8]
In addition to his Coast Guard career,Fears has served in the administration of President Donald Trump as a special assistant to the President,as director for Central America and the Caribbean on the National Security Council staff, [8] as senior director for resilience policy for the National Security Council,and as Homeland Security Advisor. The United States Coast Guard (USCG) is the maritime security,search and rescue,and law enforcement service branch of the United States Armed Forces and one of the country's eight uniformed services. The service is a maritime,military,multi-mission service unique among the United States military branches for having a maritime law enforcement mission with jurisdiction in both domestic and international waters and a federal regulatory agency mission as part of its duties. James Milton Loy is a retired admiral of the United States Coast Guard who served as the acting U.S. Secretary of Homeland Security in 2005 and U.S. Deputy Secretary of Homeland Security (DHS) from November 4,2003,to March 1,2005. Prior to his appointment as deputy secretary,he served as the second administrator of the Transportation Security Administration from 2002 to 2003,and before that as the commandant of the U.S. Coast Guard from 1998 to 2002. Also in 2004,Loy was elected as a fellow of the National Academy of Public Administration.
Russell Randolph Waesche,Sr. served as the eighth Commandant of the United States Coast Guard from 1936 to 1946,overseeing the service during World War II. He was the U.S. Coast Guard's longest serving commandant,having served ten years in that post. In addition,he was the first officer to hold the ranks of vice admiral and admiral within the Coast Guard.
Thad William Allen is a former admiral of the United States Coast Guard who served as the 23rd commandant from 2006 to 2010. Allen is best known for his widely praised performance directing the federal response to hurricanes Katrina and Rita in the Gulf Coast region from September 2005 to January 2006,and for his role as National Incident Commander of the Unified Command for the Deepwater Horizon oil spill in the Gulf of Mexico in 2010. Robert J. Papp Jr. succeeded him as Commandant on 25 May 2010.
The Sentinel-class cutter,also known as the Fast Response Cutter due to its program name,is part of the United States Coast Guard's Deepwater program. At 154 feet (46.8 m),it is similar to,but larger than,the 123-foot (37 m) lengthened 1980s-era Island-class patrol boats that it replaces. Up to 58 vessels are to be built by the Louisiana-based firm Bollinger Shipyards,using a design from the Netherlands-based Damen Group,with the Sentinel design based on the company's Damen Stan 4708 patrol vessel. The Department of Homeland Security's budget proposal to Congress,for the Coast Guard,for 2021,stated that,in addition to 58 vessels to serve the Continental US,they requested an additional six vessels for its portion of Patrol Forces Southwest Asia.

Timothy Shawn Sullivan is a retired rear admiral in the United States Coast Guard who served as the Deputy Commander,Pacific Area Coast Guard Defense Forces West. The Legend-class cutter,also known as the National Security Cutter (NSC) and Maritime Security Cutter,Large,is the largest active patrol cutter class of the United States Coast Guard,with the size of a frigate. Entering into service in 2008,the Legend class is the largest of several new cutter designs developed as part of the Integrated Deepwater System Program.

Paul Frederick Zukunft is a retired admiral of the United States Coast Guard who served as the 25th commandant. He was confirmed by the U.S. Senate as the Commandant,with the rank of admiral,in May 2014 and relieved Robert J. Papp Jr. as commandant on 30 May 2014. Prior to his selection as Commandant,he served as Commander,Coast Guard Pacific Area. In this position,Zukunft was the operational commander for all U.S. Coast Guard missions within the half of the world that ranges from the Rocky Mountains to the waters off the East Coast of Africa. Sandra Leigh Stosz is a retired United States Coast Guard Vice Admiral whose final active duty assignment was as Deputy Commandant for Mission Support. Previously,she was chosen by the Commandant of the United States Coast Guard,ADM Robert J. Papp to become the superintendent of the United States Coast Guard Academy in 2011. As such,she is the first woman to lead a United States service academy. At the time of her appointment to head the Coast Guard Academy,she was the Coast Guard's director of Reserve and leadership. Stosz was confirmed as a vice admiral in May 2015.

Diaz is best known for leading the crew of the USCGC Sherman (WHEC-720) in the seizure of the Panamanian freighter GATUN off the coast of Panama in March 2007,which netted nearly 20 tons of cocaine worth an estimated $600 million. It was the largest maritime drug bust in US history.

Charles David Michel is a former United States Coast Guard admiral who last served as the 30th vice commandant of the U.S. Coast Guard. He is the first vice commandant to hold the rank of admiral while in office. Originally a vice admiral when he assumed office on August 6,2015,Michel was promoted to four-star admiral on May 24,2016,when the Coast Guard Authorization Act of 2015 elevated the statutory rank for the position to admiral. Michel is also the first career judge advocate in any of the armed forces to achieve four-star rank. Michel retired from the Coast Guard on May 24,2018,after over 33 years of service.
