Ecosystem-based disaster risk reduction (Eco-DRR) is based on disaster risk reduction (DRR) and the purpose of Eco-DRR is to prevent and reduce disasters by utilizing ecosystems. [1] [2] [3] Eco-DRR is to maintain ecosystems and ecosystem services, to use them as buffer zones and buffers for dangerous natural phenomena, and to provide humans and local communities with functions such as food and water supply. Eco-DRR is closely related to Ecosystem-based adaptation (EbA), approaches to adapt to climate change. They all involve the management of ecosystems and their services to reduce the vulnerability of human communities to the impacts of climate change.
Evidence suggests that many ecosystems can benefit from sustainable, multi-factored strategies for Eco-DRR. However, disaster risk reduction research has tended to focus on urban areas of the Global North. More research is needed in coastal, dryland and watershed areas and the Global South. [4]
The United Nations Environment Programme (UNEP) is responsible for coordinating responses to environmental issues within the United Nations system. It was established by Maurice Strong, its first director, after the United Nations Conference on the Human Environment in Stockholm in June 1972. Its mandate is to provide leadership, deliver science and develop solutions on a wide range of issues, including climate change, the management of marine and terrestrial ecosystems, and green economic development. The organization also develops international environmental agreements; publishes and promotes environmental science and helps national governments achieve environmental targets.

Island countries are historically more stable countries than many continental states but are vulnerable to conquest by naval superpowers.
The World Conference on Disaster Risk Reduction is a series of United Nations conferences focusing on disaster and climate risk management in the context of sustainable development. The World Conference has been convened three times, with each edition to date having been hosted by Japan: in Yokohama in 1994, in Hyogo in 2005 and in Sendai in 2015. As requested by the UN General Assembly, the United Nations Office for Disaster Risk Reduction (UNISDR) served as the coordinating body for the Second and Third UN World Conference on Disaster Reduction in 2005 and 2015.
The effects of climate change impact the physical environment, ecosystems and human societies. The environmental effects of climate change are broad and far-reaching. They affect the water cycle, oceans, sea and land ice (glaciers), sea level, as well as weather and climate extreme events. The changes in climate are not uniform across the Earth. In particular, most land areas have warmed faster than most ocean areas, and the Arctic is warming faster than most other regions. The regional changes vary: at high latitudes it is the average temperature that is increasing, while for the oceans and tropics it is in particular the rainfall and the water cycle where changes are observed. The magnitude of future impacts of climate change can be reduced by climate change mitigation and adaptation.
Climate change adaptation is the process of adjusting to current or expected effects of climate change. For humans, adaptation aims to moderate or avoid harm, and exploit opportunities; for natural systems, humans may intervene to help adjustment. Adaptation actions can be either incremental or transformative. The need for adaptation varies from place to place, depending on the risk to human or ecological systems. Adaptation actions can be grouped into four categories: Infrastructural and technological; institutional; behavioural and cultural; and nature-based options.
Disaster risk reduction (DRR) sometimes called disaster risk management (DRM) is a systematic approach to identifying, assessing and reducing the risks of disaster. It aims to reduce socio-economic vulnerabilities to disaster as well as dealing with the environmental and other hazards that trigger them. The most commonly cited definition of Disaster risk reduction is one used by UN agencies such as United Nations Office for Disaster Risk Reduction (UNDRR) and the United Nations Development Programme (UNDP): "The conceptual framework of elements considered with the possibilities to minimize vulnerabilities and disaster risks throughout a society, to avoid (prevention) or to limit (mitigation and preparedness) the adverse impacts of hazards, within the broad context of sustainable development."
Climate risk refers to risk assessments based on formal analysis of the consequences, likelihoods and responses to the impacts of climate change and how societal constraints shape adaptation options. Common approaches to risk assessment and risk management strategies based on natural hazards have been applied to climate change impacts although there are distinct differences. Based on a climate system that is no longer staying within a stationary range of extremes, climate change impacts are anticipated to increase for the coming decades despite mitigation efforts. Ongoing changes in the climate system complicates assessing risks. Applying current knowledge to understand climate risk is further complicated due to substantial differences in regional climate projections, expanding numbers of climate model results, and the need to select a useful set of future climate scenarios in their assessments.
In ecology, resilience is the capacity of an ecosystem to respond to a perturbation or disturbance by resisting damage and recovering quickly. Such perturbations and disturbances can include stochastic events such as fires, flooding, windstorms, insect population explosions, and human activities such as deforestation, fracking of the ground for oil extraction, pesticide sprayed in soil, and the introduction of exotic plant or animal species. Disturbances of sufficient magnitude or duration can profoundly affect an ecosystem and may force an ecosystem to reach a threshold beyond which a different regime of processes and structures predominates. When such thresholds are associated with a critical or bifurcation point, these regime shifts may also be referred to as critical transitions.
Water security is a goal of water management and policy. A society with a high level of water security makes the most of water's benefits for humans and ecosystems, and limits the risk of destructive impacts associated with water. In other words, water security is a situation where people harness water-related opportunities and manage water-related risks. The risks include too much water (flood), too little water or poor quality (polluted) water. A more detailed definition of water security is: "Water security is the reliable availability of an acceptable quantity and quality of water for health, livelihoods and production, coupled with an acceptable level of water-related risks". Access to WASH services is one component of achieving water security. Some organizations use the term water security more narrowly for water supply aspects only.
Organized and hosted by the Global Risk Forum The International Disaster and Risk Conference IDRC is a global gathering of experts for risk reduction, disaster management, and climate change adaptation. IDRCs are held as a biennial conference in Davos, Switzerland and complemented every other year with regional conferences hosted in different regions of the world and endorse the UNISDR Global Platform meetings.
Climate change in Bangladesh is a critical issue as the country is one of the most vulnerable to the effects of climate change. In the 2020 edition of Germanwatch's Climate Risk Index, it ranked seventh in the list of countries most affected by climate calamities during the period 1999–2018. Bangladesh's vulnerability to climate change impacts is due to a combination of geographical factors, such as its flat, low-lying, and delta-exposed topography, and socio-economic factors, including its high population density, levels of poverty, and dependence on agriculture.
The United Nations Office for Disaster Risk Reduction (UNDRR) was created in December 1999 to ensure the implementation of the International Strategy for Disaster Reduction.
Climate resilience is defined as the "capacity of social, economic and ecosystems to cope with a hazardous event or trend or disturbance". This is done by "responding or reorganising in ways that maintain their essential function, identity and structure while also maintaining the capacity for adaptation, learning and transformation". The key focus of increasing climate resilience is to reduce the climate vulnerability that communities, states, and countries currently have with regards to the many effects of climate change. Currently, efforts to build climate resilience encompass social, economic, technological, and political strategies that are being implemented at all scales of society. From local community action to global treaties, addressing climate resilience is becoming a priority, although it could be argued that a significant amount of the theory has yet to be translated into practice. Despite this, there is a robust and ever-growing movement fueled by local and national bodies alike geared towards building and improving climate resilience.
The Sendai Framework for Disaster Risk Reduction (2015–2030) is an international document that was adopted by the United Nations (UN) member states between 14 and 18 March 2015 at the World Conference on Disaster Risk Reduction held in Sendai, Japan, and endorsed by the UN General Assembly in June 2015. It is the successor agreement to the Hyogo Framework for Action (2005–2015), which had been the most encompassing international accord to date on disaster risk reduction.
The term Nature-based solutions (NBS) refers to the sustainable management and use of natural features and processes to tackle socio-environmental challenges. These challenges include issues such as climate change, water security, water pollution, food security, human health, biodiversity loss, and disaster risk management. The European Commission's definition of NBS states that these solutions are "inspired and supported by nature, which are cost-effective, simultaneously provide environmental, social and economic benefits and help build resilience. Such solutions bring more, and more diverse, nature and natural features and processes into cities, landscapes, and seascapes, through locally adapted, resource-efficient and systemic interventions". In 2020, the EC definition was updated to further emphasise that “Nature-based solutions must benefit biodiversity and support the delivery of a range of ecosystem services.” Through the use of NBS healthy, resilient, and diverse ecosystems can provide solutions for the benefit of both societies and overall biodiversity.
Ecosystem-based adaptation (EbA) encompasses a broad set of approaches to adapt to climate change. They all involve the management of ecosystems and their services to reduce the vulnerability of human communities to the impacts of climate change. The Convention on Biological Diversity defines EbA as "the use of biodiversity and ecosystem services as part of an overall adaptation strategy to help people to adapt to the adverse effects of climate change".
The Coalition for Disaster Resilient Infrastructure (CDRI) is an international coalition of countries, United Nations (UN) agencies, multilateral development banks, the private sector, and academic institutions, that aims to promote disaster-resilient infrastructure. Its objective is to promote research and knowledge sharing in the fields of infrastructure risk management, standards, financing, and recovery mechanisms. It was launched by the Indian Prime Minister Narendra Modi at the 2019 UN Climate Action Summit in September 2019.
Sustainable Development Goal 13 is about climate action and protecting Life. It is one of 17 Sustainable Development Goals established by the United Nations General Assembly in 2015. The official mission statement of this goal is to "Take urgent action to combat climate change and its impacts". SDG 13 has five targets which are to be achieved by 2030. They cover a wide range of issues surrounding climate action. The first three targets are "output targets": Strengthen resilience and adaptive capacity to climate-related disasters; integrate climate change measures into policies and planning; build knowledge and capacity to meet climate change. The remaining two targets are "means of achieving" targets: To implement the UN Framework Convention on Climate Change, and to promote mechanisms to raise capacity for planning and management. Along with each target, there are “indicators” that provide a method to review the overall progress of each target, along with SDG 13 as a whole. The United Nations Framework Convention on Climate Change (UNFCCC) is the primary international, intergovernmental forum for negotiating the global response to climate change.
The Sixth Assessment Report (AR6) of the United Nations (UN) Intergovernmental Panel on Climate Change (IPCC) is the sixth in a series of reports which assess scientific, technical, and socio-economic information concerning climate change. Three Working Groups have been working on the following topics: The Physical Science Basis (WGI); Impacts, Adaptation and Vulnerability (WGII); Mitigation of Climate Change (WGIII). Of these, the first study was published in 2021, the second report February 2022, and the third in April 2022. The final synthesis report is due to be finished by early 2023.
Olumide Idowu, is a Nigerian youth campaigner and climate change activist. He is the co-founder of the International Climate Change Development Initiative, Climate Wednesday and Nigerian Youth Climate Coalition. Olumide was an Atlas Corps fellow, State International Visitor Leadership Program (IVLP) alumni, social media and communications officer for Association for the Development of Education in Africa Triennale 2017 in Senegal, and the senior communication director for African Youth Initiative on Climate Change (AYICC). He was the Organizing Committee Member for 7th Global Platform on Disaster Risk Reduction (DRR) in Mexico, African Youth Champion for the United Nations International Strategy for Disaster Reduction (UNISDR) and received the 2015 Save the Children Award of Contribution toward (in) Sustainable Development in Nigeria.
