Encinal County was a former Texas county. Its area is now completely contained in the present Webb County.
Encinal County was established on February 1, 1856 [1] : 963–970 and was to consist of the eastern portion of present-day Webb County. The law creating the county called for a county seat at an unspecified location to be called Encinal; [1] : 968 however, the seat was never established. The present town of Encinal, located nearby in La Salle County, had not yet adopted its current name at the time Encinal County was created. [2] The county was never organized and was finally absorbed into Webb County on March 12, 1899. [3] Had it been established in the present day, Ranchitos Las Lomas would have been the county seat.[ citation needed ]

The following limits, to wit: beginning at the north-west corner of Duval county, thence due west with the south line of La Salle to its south-west corner; thence due south to the line of Zapata county; thence with the lines of Zapata and Starr, to the south-west corner of Duval county; thence north with the west line of Duval, to the beginning, shall constitute the county of Encinal, the county seat therof shall bear the same name. Zapata County is a county located in the U.S. state of Texas. As of the 2020 census, its population was 13,889. Its county seat is Zapata. The county is east of the Mexico–United States border and is named for Colonel José Antonio de Zapata, a rancher in the area who rebelled against Mexico.
Webb County is a county located in the U.S. state of Texas. As of the 2020 census, its population was 267,114. Its county seat is Laredo. The county was named after James Webb (1792–1856), who served as secretary of the treasury, secretary of state, and attorney general of the Republic of Texas, and later judge of the United States District Court following the admission of Texas to statehood. By area, Webb County is the largest county in South Texas and the sixth-largest in the state. Webb County comprises the Laredo metropolitan area. Webb County is the only county in the United States to border three foreign states or provinces, sharing borders with Coahuila, Nuevo Leon, and Tamaulipas.
McMullen County is a county located in the U.S. state of Texas. As of the 2020 census, its population was 600, making it the fourth-least populous county in Texas. Its county seat is Tilden. The county was established from parts of Bexar County, Atascosa County, and Live Oak County in 1858 and later organized in 1877. It is named for John McMullen, founder of a colony in Texas. The McMullen County Courthouse was designed by the architect W.C. Stephenson, originally from Buffalo, New York. Stephenson also designed some 50 buildings in Beeville, including the Bee County Courthouse.

James Webb (1792–1856) was an attorney, judge, and politician in the Republic of Texas and during the early days of statehood after its annexation by the United States. Webb was born in Virginia in 1792 and spent part of his early years in Georgia and Florida. He taught school as a teenager, worked in the office of the county clerk and studied for the bar. He became an attorney in 1816.
