European Charter for Researchers

The European Charter for Researchers is a recommendation of good practice for researchers and employers and/or funders of researchers issued by the European Commission Directorate-General for Research. It sketches rights and duties of researchers and their funding institutions. It was published together with the Code of Conduct for the Recruitment of Researchers which outlines principles for hiring and appointing researchers. The document was compiled relying on extensive advice of researchers and research policy stakeholders. The European Commission described the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers as 'key elements in the European Union's policy to make research an attractive career, which is a vital feature of its strategy to stimulate economic and employment growth'. As of July 2020, 1000 European institutions had formally endorsed the charter, with little evidence for practical implementation. [1]

Aim and implementation

Given that legally the Charter and the Code are recommendations, the implementation of the documents was initially left to peer pressure. The Charter and the Code were described as serving as a quality certificate for research institutions. Where national or regional legislation gives researchers more favourable conditions than those provided by the Charter, the charter requested that the more favourable conditions not be diminished.

Implementation of the Researchers Charter was recommended not only by the European Commission, but also by research and science policy organisations including Eurodoc and Marie Curie Fellows Association.

Hong Kong Civil Service

The Hong Kong Civil Service is managed by 13 policy bureaux in the Government Secretariat, and 67 departments and agencies, mostly staffed by civil servants. The Secretary for the Civil Service (SCS) is one of the Principal Officials appointed under the Accountability System and a Member of the Executive Council. European Research Council

The European Research Council (ERC) is a public body for funding of scientific and technological research conducted within the European Union (EU). Established by the European Commission in 2007, the ERC is composed of an independent Scientific Council, its governing body consisting of distinguished researchers, and an Executive Agency, in charge of the implementation. It forms part of the framework programme of the union dedicated to research and innovation, Horizon 2020, preceded by the Seventh Research Framework Programme (FP7). The ERC budget is over €13 billion from 2014 – 2020 and comes from the Horizon 2020 programme, a part of the European Union's budget. Under Horizon 2020 it is estimated that around 7,000 ERC grantees will be funded and 42,000 team members supported, including 11,000 doctoral students and almost 16,000 post-doctoral researchers.

Royal Society of Biology

The Royal Society of Biology (RSB), previously called the Society of Biology, is a learned society and professional association in the United Kingdom created to advance the interests of biology in academia, industry, education, and research. Formed in 2009 by the merger of the Biosciences Federation and the Institute of Biology, the society has around 18,000 individual members, and more than 100 member organisations. In addition to engaging the public on matters related to the life sciences, the society seeks to develop the profession and to guide the development of related policies.

Higher education accreditation is a type of quality assurance process under which services and operations of post-secondary educational institutions or programs are evaluated by an external body to determine if applicable standards are met. If standards are met, accredited status is granted by the agency.

The Council of Bars and Law Societies of Europe (CCBE) is an association gathering together bar associations of 32 countries in Europe and an additional eleven associate and observer members. The CCBE represents around a million European lawyers before EU institutions mainly, but also before other international organisations. The CCBE is an international non-profit organisation (AISBL) under Belgian law and has its seat in Brussels.

The accounting profession in Luxembourg is structured around Ordre des Experts-Comptables (OEC) which serves as the main accounting body in the country. Luxembourg accounting standards are inspired from neighbouring France and Belgium. Similar to France, Luxembourg has set up a Commissions des Normes Comptables (CNC) which serves as an advisor to the Ministry for Justice in respect of accounting related matters, e.g. waivers for presenting consolidated accounts.

Corruption in Azerbaijan Institutional corruption in the country

Azerbaijan is a member of Council of Europe's Group of States Against Corruption (GRECO) and OECD's Anti-Corruption Network. Its anti-corruption measures are regularly evaluated within their monitoring mechanisms. GRECO notes that despite of carried out anti-corruption policies and measures by the Government of Azerbaijan, corruption is referred as one of problematic areas in Azerbaijan.
