The Excellence in Cities (EiC) programme was launched by the UK's Labour Government in March 1999 to raise standards and promote inclusion in inner cities and other urban areas. Initially targeted at secondary schools, the programme was later expanded to include primary schools, working alongside the Primary National Strategy. [1] [2]

The programme was funded by the government, with £200 million being spent on it in 2001–02, and an additional £300 million in 2002–03. Over 1300 secondary schools and 3600 primary schools in 58 local education authorities were involved in the EiC programme. In summer 2001, the percentage point increase in pupils achieving five GCSEs at A*-C in Excellence in Cities schools was almost double that of schools who weren't in the programme.

The programme tackled underachievement in schools, including the development of Learning Mentors, the development of Learning Support Units, provision for Gifted and Talented pupils and the construction of City Learning Centres. The programme also ran alongside the Leadership Incentive Grant and the Behaviour Improvement Programme. The Excellence Cluster concept was introduced to identify small groups of schools in pockets of deprivation, in both urban and rural areas that would benefit from EiC initiatives. [1]

Research into the Excellence in Cities (EiC) initiative also found that while it had boosted results in Mathematics, it did not improve performance in English and Science of children aged 11 to 14 in Key Stage 3.

Growth

The programme started off covering just 25 local education authorities in September 1999, but gradually expanded that to include many more over the following years.

In England, a City Technology College (CTC) is an urban all-ability specialist school for students aged 11 to 18 specialising in science, technology and mathematics. They charge no fees and are independent of local authority control, being overseen directly by the Department for Education. One fifth of the capital costs are met by private business sponsors, who also own or lease the buildings. The rest of the capital costs, and all running costs, are met by the Department.

A comprehensive school typically is a secondary school for pupils aged approximately 11–18, that does not select its intake on the basis of academic achievement or aptitude, in contrast to a selective school system where admission is restricted on the basis of selection criteria, usually academic performance. The term is commonly used in relation to England and Wales, where comprehensive schools were introduced as state schools on an experimental basis in the 1940s and became more widespread from 1965. They may be part of a local education authority or be a self governing academy or part of a multi-academy trust.

Education on the Isle of Wight is provided by local education authority-maintained schools on the Isle of Wight, and independent schools. As a rural community, many of these schools are small, with average numbers of pupils lower than in many urban areas. It was decided on 19 March 2008, in a Whole Council Meeting, that the three-tier system would change into a two tier system. A report into the report on the re-organisation with proposals as to which schools would close was published in May 2008. There is also a college on the Isle of Wight and other less formal educational venues.

The National Curriculum for England was first introduced by the Education Reform Act 1988. At the time of its introduction the legislation applied to both England and Wales. However, education later became a devolved matter for the Welsh government. The National Curriculum is a set of subjects and standards used by primary and secondary schools so children learn the same things. It covers what subjects are taught and the standards children should reach in each subject.

<span class="mw-page-title-main">Specialist schools programme</span> UK Government programme for schools

The specialist schools programme (SSP), first launched as the Technology Colleges programme and also known as the specialist schools initiative, specialist schools policy and specialist schools scheme, was a government programme in the United Kingdom which encouraged state schools in England and Northern Ireland to raise private sponsorship in order to become specialist schools – schools that specialise in certain areas of the curriculum – to boost achievement, cooperation and diversity in the school system. First introduced in 1993 to England as a policy of John Major's Conservative government, it was relaunched in 1997 as a flagship policy of the New Labour governments, expanding significantly under Prime Minister Tony Blair and his successor Gordon Brown. The programme was introduced to Northern Ireland in 2006, lasting until April 2011 in England and August 2011 in Northern Ireland. By this time, it had established a near-universal specialist system of secondary education in England, with almost every state-funded secondary school in England having specialised. This system replaced the comprehensive system which had been in place since the 1970s.

<span class="mw-page-title-main">Building Schools for the Future</span>

Building Schools for the Future (BSF) was the name given to the British government's investment programme in secondary school buildings in England in the 2000s. The programme was ambitious in its costs, timescales and objectives, with politicians from all English political parties supportive of the principle but questioning the wisdom and cost effectiveness of the scheme. The delivery of the programme was overseen by Partnerships for Schools (PfS), a non-departmental public body formed through a joint venture between the Department for Children, Schools and Families (DCSF), Partnerships UK and private sector partners. Fourteen local education authorities were asked to take part in the first wave of the Building Schools for the Future programme for the fiscal year 2005/6. By December 2009, 96 local authorities had joined the programme.

Beacon Status was a progressive educational initiative that the United Kingdom implemented based on the idea that organizational learning could be advanced through a competitive process of identifying successful organizations and recruiting them to disseminate their good practices. The beacon status initiative was launched by the Department for Education and Skills (DfES) in partnership with the Learning and Skills Council (LSC) in 1998 and ran through to August 2005 for primary and secondary schools in England and Wales. Beacon Status was for providers funded by the Learning and Skills Council, which are mainly Further Education colleges. The Learning and Skills Improvement Service was still awarding Beacon Status in 2011.

The London Grid for Learning (LGfL) provides a filtered broadband connection, network services, a common learning platform, online content and support communities for all schools across London. It operates as a consortium of 33 local education authorities (LEAs). It was launched in June 2000, and provides broadband connectivity to most of the 2,600 state schools in London.

<span class="mw-page-title-main">Specialist schools in the United Kingdom</span>

Specialist schools in the United Kingdom are schools with an emphasis or focus in a specific specialised subject area, which is called a specialism, or alternatively in the case of some special schools in England, in a specific area of special educational need. They intend to act as centres of excellence in their specialism and, in some circumstances, may select pupils for their aptitude in it. Though they focus on their specialism, specialist schools still teach the full curriculum. Therefore, as opposed to being a significant move away from it, the specialism is viewed as enriching the original curricular offer of the school.

English state-funded schools, commonly known as state schools, provide education to pupils between the ages of 3 and 18 without charge. Approximately 93% of English schoolchildren attend 20,000 or so such schools. Since 2008 about 75% have attained "academy status", which essentially gives them a higher budget per pupil from the Department for Education.

The London Challenge was a school improvement programme launched by the UK's Labour Government in 2003. The policy document "Transforming London Secondary Schools" set out the aims of the programme, which was designed to create a "step change" in the performance of London secondary schools.

Mathematics education in the United Kingdom is largely carried out at ages 5–16 at primary school and secondary school. However voluntary Mathematics education in the UK takes place from 16 to 18, in sixth forms and other forms of further education. Whilst adults can study the subject at universities and higher education more widely. Mathematics education is not taught uniformly as exams and the syllabus vary across the countries of the United Kingdom, notably Scotland.

The teaching of modern languages, is taught mainly from ages seven to sixteen in primary schools and secondary schools.

<span class="mw-page-title-main">Education Investment Area</span>

In England, Education Investment Areas (EIAs) are educationally underperforming areas prioritised for extra funding and support by the British government, with the intention of improving standards. They were introduced in 2022 as part of the levelling-up policy of the British government. There are currently 55 Education Investment Areas; 24 of these have been designated as Priority Education Investment Areas, sharing an additional fund of £40 million.
