FEDARENE (an acronym for European Federation of Agencies and Regions for Energy and Environment) is the premier European network of regional and local organisations which implement, co-ordinate and facilitate energy and environment policies. Regional and local agencies, regional governments and departments working in these fields, are represented in FEDARENE.

FEDARENE, an international non-profit association set up in 1990 at the initiative of 6 European regions, now has 80 member regions from 23 European countries.

Background

FEDARENE was founded in 1990 at the initiative of Rhône-Alpes, Provence-Alpes-Côte-d’Azur, Wallonia, País Vasco, Aquitaine and Nord-Pas-de-Calais, who wanted to strengthen the local and regional dimension in energy and environmental policies at European level.

Thus, as described in the FEDARENE statutes:

The European Federation of Regional Energy and Environment Agencies was created on 6 June 1990. The members wish to give this federation the status of an international association within the scope of Heading III of the law of 27 June 1921;

Activities

The missions of the European Federation of Agencies and Regions for Energy and Environment are to facilitate the development of interregional exchanges, partnerships and cooperation; to help the European regions to develop their capacity to take actions and to represent and promote the regional and local dimension in EU energy and environment debates.

FEDARENE is currently involved in several European projects. Among them there are Energy Efficiency Watch4, OPENGELA, C-Track 50, ManagEnergy. FEDARENE is also member of the Covenant of Mayors Office.

FEDARENE was involved in a great number of other, finished European projects in various fields : biogas (Biogas-Regions), biomethane (Biomethane-Regions), regional greenhouse gas observatories (Climact-Regions), sustainable rural development (SERVE).

Climact REGIONS project also spawned Energee-Watch, the European network of regional observatories energy and greenhouse gas. FEDARENE is currently responsible for the coordination of the network and has made a valuable contribution in its creation.

Internal structure

The Board of Administration is composed of 16 members of which a President, a General Secretary, 13 Vice-Presidents, a Secretary and a Treasurer. The Board's members are representatives of the following Regions/Provinces: [1] Alba (RO), Auvergne-Rhône-Alpes (FR), Berlin (DE), Castile and León (ES), North West Croatia (HR), Ile-de-France (FR), Central Finland (FI), Aegean Islands (GR), Severn Wye (UK), Liguria (IT), Podravje (SI), Southeast Sweden (SE), Tipperary (IE), Upper-Austria (AT), Wallonia (BE).

Biogas is produced by anaerobic digestion with anaerobic organisms or methanogens inside an anaerobic digester, biodigester or a bioreactor. The gas composition is primarily methane and carbon dioxide and may have small amounts of hydrogen sulfide, moisture and siloxanes. The gases methane and hydrogen can be combusted or oxidized with oxygen. This energy release allows biogas to be used as a fuel; it can be used in fuel cells and for heating purpose, such as in cooking. It can also be used in a gas engine to convert the energy in the gas into electricity and heat.

<span class="mw-page-title-main">Northern Dimension</span>

The Northern Dimension (ND) is a joint policy between four equal partners – the European Union, Russia, Norway and Iceland – regarding the cross-border and external policies geographically covering Northwest Russia, the Baltic Sea and the Arctic regions, including the Barents Region. The ND Policy was initiated in 1999 and renewed in 2006. The Northern Dimension addresses the specific challenges and opportunities arising in those regions and aims to strengthen dialogue and cooperation between the EU and its member states, the northern countries associated with the EU under the European Economic Area and Russia. A particular emphasis is placed on subsidiarity, and on ensuring the active participation of all stakeholders in the North, including regional organizations, local and regional authorities, the academic and business communities, and civil society.

The hierarchy establishes preferred program priorities based on sustainability. To be sustainable, waste management cannot be solved only with technical end-of-pipe solutions and an integrated approach is necessary.

The European Structural and Investment Funds are financial tools governed by a common rulebook, set up to implement the regional policy of the European Union, as well as the structural policy pillars of the Common Agricultural Policy and the Common Fisheries Policy. They aim to reduce regional disparities in income, wealth and opportunities. Europe's poorer regions receive most of the support, but all European regions are eligible for funding under the policy's various funds and programmes. The current framework is set for a period of seven years, from 2021 to 2027.

Multi-level governance is a term used to describe the way power is spread vertically between many levels of government and horizontally across multiple quasi-government and non-governmental organizations and actors. This situation develops because many countries have multiple levels of government including local, regional, state, national or federal, and many other organisations with interests in policy decisions and outcomes. International governance also operates based on multi-level governance principles. Multi-level governance can be distinguished from multi-level government which is when different levels of government share or transfer responsibility amongst each other. Whereas multi-level governance analyses the relationship of different state levels and interaction with different types of actors.'

Renewable natural gas (RNG), also known as biomethane, is a biogas which has been upgraded to a quality similar to fossil natural gas and has a methane concentration of 90% or greater. By removing CO2 and other impurities from biogas, and increasing the concentration of methane to a level similar to fossil natural gas, it becomes possible to distribute RNG via existing gas pipeline infrastructure. RNG can be used in existing appliances, including vehicles with natural gas burning engines (natural gas vehicles).

Interreg is a series of programmes to stimulate cooperation between regions in and out of the European Union (EU), funded by the European Regional Development Fund. The first Interreg started in 1989. Interreg IV covered the period 2007–2013. Interreg V (2014–2020) covers all 27 EU member states, the EFTA countries, six accession countries and 18 neighbouring countries. It has a budget of EUR 10.1 billion, which represents 2.8% of the total of the European Cohesion Policy budget. Since the non EU countries don't pay EU membership fee, they contribute directly to Interreg, not through ERDF.

The energy policy of the European Union focuses on energy security, sustainability, and integrating the energy markets of member states. An increasingly important part of it is climate policy. A key energy policy adopted in 2009 is the 20/20/20 objectives, binding for all EU Member States. The target involved increasing the share of renewable energy in its final energy use to 20%, reduce greenhouse gases by 20% and increase energy efficiency by 20%. After this target was met, new targets for 2030 were set at a 55% reduction of greenhouse gas emissions by 2030 as part of the European Green Deal. After the Russian invasion of Ukraine, the EU's energy policy turned more towards energy security in their REPowerEU policy package, which boosts both renewable deployment and fossil fuel infrastructure for alternative suppliers.

The Commissioner for Environment, Oceans and Fisheries is a member of the European Commission. The current Commissioner is Virginijus Sinkevičius, who also serves as EU Commissioner for the Environment.

<span class="mw-page-title-main">Four Motors for Europe</span> Cooperative network of regions in France, Germany, Spain, and Italy

The Four Motors for Europe is a transnational, interregional network of four highly industrialized and research-oriented regions in Europe. Rhône-Alpes of France, Baden-Württemberg of Germany, Catalonia of Spain and Lombardy of Italy signed an agreement of cooperation on September 9, 1988, in Stuttgart, Germany. The so-called Memorandum sets out to increase economic and social cooperation between the regions, which do not possess a common border. The agreement was to have the four regions cooperate in a long term relationship in the fields of science, research, education, environment, culture, and other sectors. The purpose of this relationship was to foster the regional dimension within the European Union as well as increasing the potential for economic growth within the four regions. These regions focus on the exchange of information with each other to expand their technology and R&D. The group works selectively with associated partners.

Snam S.p.A. is an Italian energy infrastructure company. As of 31 December 2022, it had a market capitalization of €15.2 billion. Snam was originally a subsidiary of Italian energy company Eni. It has since become an independent company, whose largest shareholder is CDP Reti, a holding company controlled by the Italian state. The utility operates in Italy and, through associated companies, in Albania (AGSCo), Austria, China, France (Terēga), Greece (DESFA), the UAE and the United Kingdom. It is one of the main shareholders of the Trans Adriatic Pipeline (TAP). Snam is the main Italian operator for the transport and dispatching of natural gas in Italy, having almost all the transport infrastructures in Italy, with 32,727 km of gas pipelines in operation in high and medium pressure and over 41,000 km including international activities. First in Europe for natural gas storage capacity, the company is also one of the main continental operators in regasification for a total pro quota capacity of approximately 8.5 billion cubic meters per year. Snam is one of Europe's main regulated gas companies - leading Italy in gas transport and storage, while ranking third in regasification. Snam also aims to invest in new energy transition businesses to reduce environmental impact and decarbonisation: sustainable mobility, energy efficiency, renewable gases such as biomethane and hydrogen. The company is listed on the FTSE MIB index of the Borsa Italiana since 6 December 2001.

SustainableEnergy (VedvarendeEnergi), which was called Danish Organisation for Renewable Energy (OVE) until 2010, is a non-governmental, non-profit, membership based association. SustainableEnergy was founded in 1975 based on a popular movement for renewable energy in Denmark with close relationship to the anti-nuclear movement (OOA), which had an immense popular backup.

The GLOBAL ENVIRONMENTAL INSTITUTE (GEI) was founded in the U.S. in 2003 and was registered as an independent non-profit organization in the State of Delaware. GEI's mission was to design and implement market-based models for solving environmental problems in order to achieve development that is economically, ecologically, and socially sustainable. GEI was dissolved in October 2011. GEI's sister organization, the independent Beijing Chaoyang District Sustainable Global Environmental Institute in China (GEI-China) remains active.

The Alpine Space Programme is a transnational cooperation programme in the framework of the European Union cohesion policy. In this programme national, regional and local stakeholders from the participating countries in the Alpine space cooperate on various transnational projects.

The European Green Deal, approved in 2020, is a set of policy initiatives by the European Commission with the overarching aim of making the European Union (EU) climate neutral in 2050. The plan is to review each existing law on its climate merits, and also introduce new legislation on the circular economy, building renovation, biodiversity, farming and innovation.
