The Donetsk Oblast, also referred to as Donechchyna, is an oblast of eastern Ukraine. It is the most populated oblast, with around 4.1 million residents. Its administrative centre is Donetsk; however, its Regional State Administration has been temporarily relocated to Kramatorsk because of the ongoing crisis in Donetsk. Historically, the region has been an important part of the Donbas region. Until November 1961, it bore the name Stalino Oblast as Donetsk was then named "Stalino", in honour of Joseph Stalin. As part of the de-Stalinization process, it was renamed as its administrative centre after Siversky Donets, the main artery of Eastern Ukraine. Its population is estimated as 4,100,280
Dnipropetrovsk Oblast, also referred to as Dnipropetrovshchyna, is an oblast (province) of central and eastern Ukraine, the most important industrial region of the country. It was created on February 27, 1932. Dnipropetrovsk Oblast has a population of about 3,142,035 , approximately 80% of whom live centering on administrative centers : Dnipro, Kryvyi Rih, Kamianske, Nikopol and Pavlohrad. The Dnieper River runs through the oblast.
Football Club Dnipro was a Ukrainian football club based in Dnipro. The club was owned by the Privat Group that also owns BC Dnipro and Budivelnyk Kyiv.

The oblasts or regions of Ukraine, of which there are 24, are the main type of first-level administrative division of Ukraine, the other types being an autonomous republic (Crimea) and two cities with special status. Ukraine is a unitary state, thus the oblasts do not have much legal scope of competence other than that which is established in the Ukrainian Constitution and by law. Articles 140–146 of Chapter XI of the constitution deal directly with local authorities and their competency.

FC Stal Kamianske was a professional Ukrainian football club based in Kamianske, Dnipropetrovsk Oblast, Ukraine. After being relegated to the Ukrainian First League after the 2017–18 Ukrainian Premier League season, the club re-registered to Bucha and changed its name to PFC Feniks Bucha in June 2018. The club didn't play any game under the new name and was dissolved on 9 July 2018.

Dynamo Kyiv were the defending champions, having won their 13th league title. Referendums on the status of Donetsk and Luhansk oblasts, parts of Ukraine that together make up the Donbas region, took place on 11 May 2014 in many towns under the control of the self-proclaimed Donetsk and Luhansk People's Republics. These referendums sought to legitimise the establishment of the republics, in the context of the rising pro-Russian unrest in the aftermath of the 2014 Ukrainian Revolution. In addition, a counter-referendum on accession to Dnipropetrovsk Oblast was held in some Ukrainian-controlled parts of Donetsk and Luhansk oblasts.
