Frank C. Hill III (born February 19,1954) is a former American politician from California and a member of the Republican party. He was convicted of corruption in 1994.
As a political science graduate fresh out of UCLA,Hill went directly to work as a staffer for Republican S.I. Hayakawa's successful 1976 U.S.Senate campaign. [1] He then worked as a legislative aide to Rep. Wayne Grisham (R-La Mirada). [1]
In 1982 Hill won election to California's 52nd State Assembly district,which was open after reapportionment. [2] He won easy reelection in 1984,1986 and 1988 in the solidly Republican district based around his hometown of Whittier. [3]
In 1990 Hill ran in a special election for the 31st State Senate district left open when Republican Bill Campbell resigned to become President of California Manufacturers Association. [4] In a bitter,hard fought primary Hill narrowly defeated fellow assemblyman Gil Ferguson (R-Newport Beach),Brea councilman Ron Isles and Diamond Bar councilman Gary Miller, [5] then went on to easily hold the heavily Republican seat in the runoff.
The district was redrawn after the 1991 reaportionment and renumbered the 29th. Hill had little trouble holding the seat in 1992,though by then the FBI had already searched his offices (he would be indicted the following year). [1] That,plus the Democratic tilt to the election allowed Democratic candidate Sandy Hester to hold him to 56% of the vote. [6]
In 1994,Hill was convicted of taking $2,500 from an undercover FBI agent for help with legislation about a bogus shrimp processing plant dubbed "shrimpgate" and "shrimpscam",in what was part of the BRISPEC sting operation. The conviction resulted in a 4 year prison sentence. [7] [8] The sting also brought down other elected officials:state senators Paul B. Carpenter (D-Cerritos),Alan Robbins (D-Van Nuys),Joseph B. Montoya (D-Whittier) and assemblyman Pat Nolan (R-Glendale). [9] Carpenter had been elected to the State Board of Equalization in 1986. [10]
In August 2020,Hill was served a search warrant and his home in Whittier was raided in connection with a corruption probe into a failed solar project that cost the City of Industry $20 million and left taxpayers with nothing to show for. [11] Hill and three others were charged in September 2021 by Los Angeles County prosecutors as a result of the probe. [12]

Patrick James Nolan is an American lawyer,politician and conservative activist.
Robert Dale Dutton was an American politician of the Republican Party. After serving two years as a State Assemblyman for the 63rd district,from 2002 to 2004,Dutton served as a State Senator representing the 31st district from 2004 to 2012,and was the state senate's minority leader from 2010 to 2012. He made an unsuccessful run for the U.S. House of Representatives in 2012. In 2014,he was elected as Assessor-Recorder-County Clerk of San Bernardino County and re-elected in 2018,holding the position until his death.

Curren De Mille Price Jr. is an American politician of the Democratic Party,currently serving as a Los Angeles city council member for District 9. He previously served as a member of the California State Assembly,representing the state's 51st Assembly District. He was first elected to that position in 2006,and was re-elected in 2008. Alan Stuart Lowenthal is an American politician who served as the U.S. representative for California's 47th congressional district from 2013 to 2023. A member of the Democratic Party,he served as the California state assemblyman for the 54th district from 1998 to 2004 and California state senator from the 27th district from 2004 to 2012. In both posts,Lowenthal represented the city of Long Beach and its surrounding suburbs. On December 16,2021,Lowenthal announced that he would not seek reelection to Congress.

The Bribery and Special Interest (BRISPEC) sting operation was a sting operation conducted by the Federal Bureau of Investigation that investigated corruption in the California State Legislature from 1986 to 1988. The operation,later known as Shrimpscam in the press,involved setting up dummy companies by the FBI. The FBI set up a West Sacramento-based shrimp processing company. Then the fake companies lobbied for special-interest legislative bills favoring themselves. In addition,money was offered to legislators to see if any of them could be bribed in return for their support. A couple of the bills were actually passed by both the Assembly and Senate,but were vetoed by Governor George Deukmejian,who was tipped off in advance.
