The German Intelligence Community is the collective of intelligence agencies in Germany. Germany has three federal intelligence services and 16 state intelligence services. Because they do not form a single entity and because their responsibilities are split between multiple government ministries and even jurisdictions, this is an informal term for all government agencies and components with intelligence duties, used by commentators, scholars and journalists.
The activities of the three federal intelligence agencies are coordinated out of the German Chancellery by the Commissioner for the Federal Intelligence Services and Directorate-General 7. Furthermore, they are subject to parliamentary oversight through the Parliamentary Oversight Panel (PKGr). In cases where the agencies want to surveil electronic communications, they have to get permission by the G10-Commission, which acts much like the FISA Court.
The traditional primary focus of the German Intelligence Community, originally the West German Intelligence Community, was the threat posed by the Soviet Union and its satellite states. The German Intelligence Community has been closely aligned with the United States Intelligence Community, especially the CIA, since the start of the Cold War. [1] [2]
A security agency is a governmental organization that conducts intelligence activities for the internal security of a nation. They are the domestic cousins of foreign intelligence agencies, and typically conduct counterintelligence to thwart other countries' foreign intelligence efforts.
The United States Naval Criminal Investigative Service (NCIS) is the primary investigative law enforcement agency of the U.S. Department of the Navy. Its primary function is to investigate major criminal activities involving the Navy and Marine Corps, though its broad mandate includes national security, counterintelligence, counterterrorism, cyberwarfare, and the protection of U.S. naval assets worldwide. NCIS is the successor organization to the former Naval Investigative Service (NIS), which was established by the Office of Naval Intelligence after the Second World War.
The Federal Intelligence Service is the foreign intelligence agency of Germany, directly subordinate to the Chancellor's Office. The BND headquarters is located in central Berlin. The BND has 300 locations in Germany and foreign countries. In 2016, it employed around 6,500 people; 10% of them are military personnel who are formally employed by the Office for Military Sciences. The BND is the largest agency of the German Intelligence Community.
The Federal Office for the Protection of the Constitution is Germany's federal domestic intelligence agency. Together with the Landesämter für Verfassungsschutz (LfV) at the state level, the federal agency is tasked with intelligence-gathering on efforts against the liberal democratic basic order, the existence and security of the federation or one of its states, and the peaceful coexistence of peoples; with counter-intelligence; and with protective security and counter-sabotage. The BfV reports to the Federal Ministry of the Interior and tasks and powers are regulated in the Bundesverfassungsschutzgesetz. The President is Thomas Haldenwang; he was appointed in 2018.
The Federal Ministry of Defence, abbreviated BMVg, is a top-level federal agency, headed by the Federal Minister of Defence as a member of the Cabinet of Germany. The ministry is headquartered at the Hardthöhe district in Bonn and has a second office in the Bendlerblock building in Berlin, which is occasionally used colloquially to denote the entire Ministry.
The Australian Intelligence Community (AIC) and the National Intelligence Community (NIC) or National Security Community of the Australian Government are the collectives of statutory intelligence agencies, policy departments, and other government agencies concerned with protecting and advancing the national security and national interests of the Commonwealth of Australia. The Federal Criminal Police Office of Germany is the federal investigative police agency of Germany, directly subordinated to the Federal Ministry of the Interior. It is headquartered in Wiesbaden, Hesse, and maintains major branch offices in Berlin and Meckenheim near Bonn. It has been headed by Holger Münch since December 2014.
The Military Counterintelligence Service is one of the three federal intelligence agencies in Germany, and is responsible for military counterintelligence within Bundeswehr. The MAD is subordinate to the Federal Ministry of Defense.
The Main Directorate for Reconnaissance was the foreign intelligence service of the Ministry of State Security (Stasi), the main security agency of the German Democratic Republic, from 1955 to 1990.

The Parliamentary Oversight Panel (PKGr) is a committee of the German Bundestag responsible for oversight of the intelligence agencies of Germany. The PKGr monitors the Federal Intelligence Service, the Military Counterintelligence Service, and the Federal Office for the Protection of the Constitution. Under the Control Body Act, the federal government is obliged to inform the PKGr comprehensively about the general activities of the federal intelligence services and about events of particular importance.
